A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING
THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST
FOR PROPOSALS NO. 316283, THAT EB JACOBS, LLC, IS THE
HIGHEST -RANKED FIRM TO PROVIDE AND ADMINISTER THE PROMOTIONAL
EXAMINATION PROCESSES FOR THE CLASSIFICATIONS OF CHIEF FIRE
OFFICER, CAPTAIN AND LIEUTENANT, FOR THE DEPARTMENT OF HUMAN
RESOURCES; AUTHORIZING THE CITY MANAGER, AFTER CONSULTATION.
WITH THE CITY ATTORNEY, TO NEGOTIATE AND EXECUTE A PROFESSIONAL
SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR A
PERIOD OF FOUR (4) YEARS, WITH OPTIONS TO RENEW FOR TWO (2)
ADDITIONAL TWO (2) YEAR PERIODS; ALLOCATING FUNDS FROM THE
VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENT, SUBJECT TO
THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF
NEED.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recommendation of the City Manager approving the findings of the Evaluation
Committee, pursuant to Request for Proposals No. 316283, that EB Jacobs, LLC, is the
highest -ranked firm, to provide and administer the promotional examination processes for the
classifications of Chief Fire Officer, Captain and Lieutenant, for the Department of Human Resources,
is accepted.
Section 2. The City Manager is authorized {1}, after consultation with the City Attorney, to
negotiate and execute a Professional Services Agreement, in substantially the attached form, for a
period of four (4) years, with the option to renew for two (2) additional two (2) year periods, with funds
allocated from the various sources of funds of the user department, subject to the availability of funds
and budgetary approval at the time of need.
Section 3. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
