Recommendation
Based on the findings below, Capital Improvements Program hereby recommends that the Project be awarded to
Perez-Gurri Corporation d/b/a N&J Construction ("N&J") who has been determined to be the lowest responsive
and responsible Bidder for ITB 11-12-011 - Caribbean Marketplace Renovations, Project No. B-30671.
Background
On April 6, 2012, Capital Improvements Program ("CIP") received eleven (11) bids in response to the
solicitation for Caribbean Marketplace Renovations - ITB 11-12-011 (the "Project") (see attached).
Bidders were required to hold: a current certified General Contractor license issued by the State of Florida or a
current certified Building Contractor license issued by the State of Florida and must have had a minimum of
five (5) years experience under its current business name in the construction/renovation of commercial/retail
building projects, supported by references for five (5) projects completed within the past five (5) years
demonstrating that the Bidder was the Prime Contractor.
Soon after the opening of the bids, CIP staff believed that GEC Associates, Inc. ("GEC"), the lowest bidder, had
made a material error in its bid amount. After confirming that it had, in fact, made a material error in its bid
amount, GEC was allowed to withdraw from the solicitation, thereby making N&J the lowest bidder.
Findings
Of the eleven companies that submitted bids for the Project, just two bidders (Stambul Construction and
Renovation and LEGO Construction Company) maintain a "local" office, as defined in Section 18-73 of the
City of Miami Code and have bids within 15% of N&J's bid amount. After conducting the "Best and Final"
process required by the City's Local Preference Ordinance, N&J remained the lowest bidder for ITB 11-12-011.
After determining that N&J is a responsible bidder and meets the minimum requirements to bid on the Project,
CIP staff analyzed, discussed and compared the .line items in N&J's bid with the design consultant's
construction estimates for said items and, based thereon, determined that N&J's bid is responsive to ITB 11-12-
011. However, because of limits in the funding available for this Project, CIP staff informed N&J that the City is

unable to award the contract for the Project in the amount of its "Best and Final" bid of $917,600. N&J,
thereupon, agreed to review its bid with CIP staff and the City's design consultant in search of items that could
be value engineered to reduce N&J's bid amount commensurate with the funding available to complete the
Project. Based on said review of its bid with CIP staff and the design consultant, N&J has agreed to changes that
provide a total of $60,731 in cost savings from its "Best and Final" bid amount. In addition, Cr? staff requested
and received permit fee waivers from various City departments to provide an additional $25,000 reduction in
N&J's "Best and Final" bid amount and, thereby, allowing CIP to proceed with its recommendation of award of
the contract for the Project. Having determined that N&J is the lowest responsive and responsible bidder for ITB
11-12-011, CIP recommends that the Project be awarded to N&J.
Contract Execution
Accordingly, CIP hereby requests authorization to prepare for execution a contract in the amount of N&J's
"Best and Final" bid of $831,869, including a ten percent (10%) contingency for a total contract amount not to
exceed $915,056. Upon approval, we will commence the process required for award of the contract.
