SUBJECT : Authorizing an Amendment to an
Agreement with DeLucca Enterprises
for Managing the Melreese Golf
Course

The Department of Parks and Recreation respectfully requests your approval and action of the
Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing
ratifying, approving and confirming the City Manager's recommendation, and finding that
competitive sealed bidding is not practicable or advantageous regarding the agreement for
educational and park services described below.
It is not advantageous for the city to formally seek a new vendor to manage the Golf Course and
its facilities since DeLucca Enterprises also provides philanthropic, fundraising, and additional
services for the Parks and RecreationDepartment, beyond the _.requirements_oftheir Professional
Services Agreement. They are the grantee of the USTA First Tee Program Grant which will be
the benefactor of the new Golf Training Facility at Melreese. They have already raised in excess
of $400,000 for the furniture and equipment for this facility at no expense to the City of Miami.
Furtheimore, they play an instrumental role in our Parks Disabilities Division, and are directly
responsible for fundraising approximately $600K during the past 15 years. Additionally, they
provide maintenance to all the Bermuda Turf facilities that are owned and operated by the Parks
and Recreation Department.
For the reasons stated above, as required by the Code of the City of Miami, the Department of
Parks and Recreation (1) recommends the approval of an amendment to the existing Agreement
with DeLucca Enterprises, an (2) finds that the competitive sealed bidding is not practicable or
advantageous for this purpose.
