FINDING(S):
PLANNING AND ZONING DEPARTMENT: Recommends approval.
PURPOSE: This will facilitate the development of approximately 4.59 acres of vacant
land, create linkages between the North Block retail established to the north and
future development to the south approaching NW 29th Street.
WHEREAS, on November 25, 2003, the City Commission adopted Ordinance 12447 and
amended Article 6 of ZO 11000, the Zoning Ordinance of the City of Miami at the time, to crate Section
627 - SD-27 FEC Corridor to create a special district and spur neighborhood redevelopment in the
area; and
WHEREAS, on May 26, 2005, the City Commission adopted Ordinance 12688 renaming SD-27
From FEC Corridor District to Midtown Miami Special District; and
WHEREAS, the Miami 21 Code carried forward portions of Ordinance 11000 in various
appendices governing development of certain portions of the City, including SD 27 Midtown Miami
Special District; and
WHEREAS, it has been determined that certain portions of Appendix C and design guidelines
and standards incorporated by reference therein, should be amended to facilitate and spur
redevelopment of the area; and
WHEREAS, the City Commission after careful consideration of this matter and upon the

recommendation of Planning Zoning and Appeals Board and the City's professional planning staff
deem it advisable and in the best interest of the general welfare of the City of Miami and its citizens to
amend the referenced portions of the Miami 21 Code;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby
adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The Miami 21 Code is amended by making the following modifications to Appendix
"C" in the following particulars {1}:
Sec. 627.2. Midtown Miami West.
627.2.11. Building Functionality.
All exterior space as defined in the SD 27.2 Zoning Ordinance shall conform to the following
standards, except as provided:
1. Service access and service loading areas shall not be permitted to front the following streets or
portions: North Miami Avenue south of Northeast 31th Street; Midtown Boulevard; Buena Vista
Avenue; and Northeast 29th Street.

Diagrams & Illustrations (Note: The typical diagram and illustration shown for this roadway may be
modified with the approval of the Planning Director in conjunction with the issuance of a Class 11 permit
affecting the height, bulk, location or exterior configuration of any existing building or the construction
of any new building.)
Intent
Secondary Streets link the retail corridors to the perimeter streets and help create an integrated grid
system. As the support system of the neighborhood they create less intense activity in contrast to the

intense nature of the retail corridors.
31 st and 32nd Streets
(minimum 60' ROW)
31st and 32nd Streets, and NE Miami Court shall function as links to activities between two anchors on
North Miami Avenue and Midtown Boulevard. Both streets shall draw pedestrians with neighborhood
services. Detailed building facades at the street level also attract pedestrians.
Guidelines
Uses: Active pedestrian uses such as retail, office, neighborhood retail, educational, and/or restaurant
uses.
Pedestrian Area: Sidewalks on 31 st and 32nd Streets shall have a minimum 6' walkable area and a 4'
continuous landscape verge. Planters along the landscape verge shall be 4' wide x 8' long. Small
palms shall be planted within this area with shrubs covering the planter area measuring no more than
2' at maturity. The spacing for the palms are recommended to be 15' to 25' on center.
A 1' wide urban curb with a 1' wide gutter should separates the pedestrian area from the parallel
parking area, where parallel parking is provided.
Parallel Parking Area: A row of parallel parking or small to medium truck loading area is
recommended between the travel lane and the pedestrian area. This area shall be a total of 8' wide
including the 2' valley gutter. Landscape bulbouts shall be placed every 2 parking spaces or +/- 40'.
Shade trees with understory shrub material shall be planted in the bulbouts.
Travel Lanes: Travel lanes for these roads shall be 11' wide have a minimum width of 10'.
Medians: Stone or concrete medians may be placed within the right-of-way, where appropriate, to
provide a pedestrian refuge for street crossings and optimize vehicular travel within the right-of-way.
Awning Encroachments: Awnings are allowed to encroach up to 7' into the right-of-way.
Section 3. If any section, part of a section, paragraph, clause, phrase or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 4. It is the intention of the City commission that the provisions of this Ordinance shall
become and be made part of the Miami 21 Code of the city of Miami, Florida, which provisions may be
renumbered or reentered and that the word "radiance" may be changed to "section", "article" or other
appropriate word to accomplish such intention.
Section 5. This Ordinance shall become effective upon its adoption and signature of the Mayor. {2}
