FINDINGS:
PLANNING DEPARTMENT: Recommends approval
PURPOSE: This ordinance will modify regulations for parking standards in the primary frontage
to allow additional flexibility for parking to extend into the second layer.

WHEREAS, the Miami Planning Zoning and Appeals (PZAB) considered this item at its
meeting, Item No. PZAB._, adopting Resolution No. PZAB by a
vote of _ to _ (_ _), and has recommended the adoption of this item to the City of Miami
City Commission; and
WHEREAS, it is deemed that additional flexibility is desirable for the internal
arrangement of parking garages so long as the building envelope properly addresses the public
realm in accordance with the intent set forth by Miami 21; and
WHEREAS, the City Commission, after careful consideration of this matter deems it
advisable and in the best interest of the general welfare of the City of Miami and its citizens
to amend the Zoning Ordinance as hereinafter set forth.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Ordinance 13114, the Zoning Ordinance of the City of Miami, Florida,
is hereby amended by making modifications to Article 5 in the following particulars {1}:
"ARTICLE 5 SPECIFIC TO ZONES
5.6 URBAN CORE TRANSECT ZONES (T6)

5.6.4 Parking Standards (T6)
d. Primary Frontage. All parking, including drop-off drives and porte-cocheres, open
parking areas, covered parking, garages, Loading Spaces and service areas shall be located
within the Third Layer and shall be masked from the Frontage by a Liner Building or
Streetscreen as illustrated in Article 4, Table 8. Parking may extend into the Second Layer
above the Second (2) story first (1) Story, by Waiver, if an art or glass treatment, of a design to
be approved by the Planning Director, with the recommendation of the Urban Development
Review Borad, is provided for one hundred (100%) percent of that portion of the Pedestal
Fagade. Surface parking may extend into the Second Layer a maximum of twenty five percent
(25%) of the length of the Primary Frontage up to a maximum of fifty (50) feet.

Section 3. If any section, part of a section, paragraph, clause, phrase or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be
affected.
Section 4. It is the intention of the City Commission that the provisions of this
Ordinance shall become and be made a part of the Zoning Ordinance of the City of Miami,
Florida, which provisions may be renumbered or relettered and that the word "ordinance"
may be changed to "section", "article", or other appropriate word to accomplish such
intention.
Section 5. This Ordinance shall become effective immediately upon its adoption and
signature of the Mayor. {2}

Ordinance, it shall become effective immediately upon override of the veto by the City
Commission or upon the effective date stated herein, whichever is later.
