("ABDA"), AN EXTENSION OF TIME TO COMMENCE CONSTRUCTION FROM JANUARY 1, 2012 TO OCTOBER 1, 2012, AND TO COMPLETE CONSTRUCTION FROM JUNE 30, 2012 TO MARCH 31, 2013, ON THE PROPERTIES LOCATED AT 790-92 NORTHWEST 29TH TERRACE; AND AN EXTENSION OF TIME TO COMMENCE CONSTRUCTION FROM JULY 1, 2012 TO APRIL 1, 2013, AND TO COMPLETE CONSTRUCTION FROM DECEMBER 30, 2012 TO OCTOBER 31, 2013 ON THE PROPERTIES LOCATED 3255-57 NORTHWEST 11TH COURT AND 3245-47 NORTHWEST 11TH COURT; ("PROPERTIES"), LEGALLY DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO MODIFY THE PROJECT FROM AFFORDABLE HOMEOWNERSHIP TO AFFORDABLE RENTAL; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE MODIFICATIONS TO THE DEED(S) THAT CONVEYED THE PROPERTIES FROM THE CITY OF MIAMI TO ABDA, AND ALL OTHER NECESSARY DOCUMENTS, FOR SAID PURPOSE(S). Director City Manager Page 1 of 1 AGENDA ITEM SUMMARY FORM CONTINUED Background Information: Pursuant to Resolution No. 04-0289, adopted May 6, 2004, the Miami City Commission designated certain city -owned properties located at 3245 NW 11th Court, 3255 NW 11th Court, and 1264 NW 31st Street, Miami, as surplus and authorized ABDA to develop three (3) twin homes for affordable to very low, low and/or moderate -income families and/or individuals. Pursuant to Resolution No. 07-0490, adopted September 11, 2007, the Miami City Commission granted ABDA and extension until March 30, 2008 to commence construction on the properties located at 1264 NW 31st Street, 3245 NW 11th Court, 3255 NW 11th Court and 790 NW 29th Terrace and also authorized the construction of a twin home rather than single family home on the property located at 790 NW 29th Terrace and further granted an extension until December 31, 2008, to complete construction of a twin home on each property. Pursuant to Resolution Nos. 08-0251, 09-0028 and 11-0120, adopted May 8, 2008, January 15, 2009 and March 24, 2011, respectively, the Miami City Commission approved various extensions for the commencement and completion of construction dates for the properties located at 3245 Northwest 11th Court, 3255 Northwest 11th Court, 3245 Northwest 11th Court to July 1, 2012 and 790 Northwest 29th Terrace to June 30, 2012. Due to the current economic climate, ABDA has requested to allow for the construction of duplexes for rent on the infill lots rather than twin homes to be sold to individual buyers. The Administration recommends granting ABDA an extension of time to commence construction from January 1, 2012 to October 1, 2012, and to complete construction from June 30, 2012 to March 31, 2013, on the properties located at 790-92 Northwest 29th Terrace; and an extension of time to commence construction from July 1, 2012 to April 1, 2013, and to complete construction from December 30, 2012 to October 31, 2013 on the properties located 3255-57 Northwest 11th Court and 3245-47 Northwest 11th Court; legally described in Exhibit "A," attached and incorporated. The Administration further authorizes the City Manager to modify the project from affordable homeownership to affordable rental for the Tots located at 790 Northwest 29th Terrace, 3245 Northwest 11th Court and 3255 Northwest 11th Court.
