Law Department Matter ID No. 07-749 Purpose of Item: The administration recommends that the Miami City Commission adopt the attached Resolution authorizing the City Manager to execute a Revised and Amended Interlocal Agreement, by and between the City of Miami ("City") and Miami Sports and Exhibition Authority ("Authority"), an independent and autonomous agency and instrumentality of the City of Miami, in substantially the attached form, for the purpose of developing, operating, and managing the Aviation Facility, located at approximately 980 MacArthur Causeway at Watson Island, a City -owned property, for an initial term of thirty (30) years with up to two (2) options for successive renewal terms of ten (10) years each. Director City Manager Page 1 of 2 Subject: Resolution for a Revised and Amended Interlocal Agreement between Miami Sports and Exhibition Authority ("Authority") and the City for the Aviation Facility at Watson Island. Background Information: In March of 1995 Thompson Consultants International prepared a Master Plan in which the findings demonstrated that there was a demand air transportation services in the Greater Miami downtown area. On April 25, 1996, the Miami City Commission, passed and adopted Resolution No. 96-281 authorizing and directing the City Manager to negotiate an agreement between the City and the Authority, and designated the Authority as the entity to coordinate the development of the Air Transportation Facility. On June 9, 2004, the City completed a Master Plan Study that was prepared by Kimley-Horn and Associates for the development of an Air Transportation Facility on Watson Island. The City requested assistance from the State of Florida, in the form of a grant, for the costs of development and construction of the Air Transportation Facility, and the State of Florida has appropriated certain funds for such assistance. The Authority, with funding assistance, subject to availability from other parties including the Florida Department of Transportation, may use such funds in order to help develop, and construct the Air Transportation Facility at ,Watson Island. On March 29, 2012, the Members of the Board of the Authority passed a motion authorizing and directing the Authority's Executive Director to negotiate and execute an agreement between the Authority and the City to effectuate and implement the purposes stated above.
