Purpose of Item:
APPROVING THE CITY OF MIAMI'S ("CITY") SUBSTANTIAL AMENDMENT TO THE ANNUAL
ACTION PLAN FOR FISCAL YEAR 2011-2012 TO INCLUDE THE SECOND ALLOCATION OF
EMERGENCY SOLUTIONS GRANT ("ESG") FUNDS; AUTHORIZING THE CITY MANAGER TO -
SUBMIT AN APPLICATION TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ("HUD") FOR THE AWARD OF THE SECOND ALLOCATION OF ESG FUNDS FOR
FY2011-2012 AND TO SUBMIT THE CITY'S AMENDED ANNUAL ACTION PLAN FOR FISCAL YEAR
2011-2012 TO HUD FOR REVIEW AND APPROVAL.

Background Information:
Pursuant to Resolution No. 09-0365, adopted July 23, 2009, the City Commission approved the Citri
of Miami's ("City") Consolidated Plan for Fiscal Years 2009-2013.
Per the Code of Federal Regulations 24 CFR 91.220, all entitlement jurisdictions are required to
submit an Annual Action Plan to the United States Department of Housing and Urban Development
("HUD") for the purpose of carrying out its long term strategic plan.
Pursuant to Resolution No. 11-0012, adopted January 13, 2011, the Miami City Commission
approved the City's Annual Action Plan for Fiscal Year 2011-2012.
On November 15, 2011, HUD announced the availability of a second allocation of FY2011 ESG
program funds in an amount of $203,984 which requires the City's Annual Action Plan for Fiscal Year
2011-2012 to be amended.
The Administration recommends the approval of the Amended Annual Action Plan for Fiscal Year
2011-2012.
