HomeMy WebLinkAboutR-12-0177City of Miami Legislation Resolution: R-12-0177 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12-00420 Final Action Date: 4/26/2012 A RESOLUTION OF THE MIAMI CITY COMMISSION SUPPORTING THE MISSION OF THE FLORIDA COLLEGE ACCESS NETWORK (FLORIDA CAN), A NON-PROFIT ORGANIZATION WHOSE PRINCIPAL GOAL IS TO BOOST COLLEGE ENROLLMENT AND GRADUATION RATES THROUGHOUT FLORIDA; DIRECTING THE CITY MANAGER TO IDENTIFY SOCIAL SERVICE PROGRAMS CURRENTLY OPERATING IN THE CITY OF MIAMI WHICH WOULD ASSIST IN INCREASING THE PROPORTION OF FLORIDA RESIDENTS AGE 25-64 WITH A HIGH -QUALITY POST -SECONDARY DEGREE OR CREDENTIAL TO 60% BY 2025. WHEREAS, Florida's civic health, prosperity, and success in creating good jobs for its citizens depends on its ability to increase college success for all students, including low-income and first generation college -goers, adult learners, and students of color; and WHEREAS, Florida currently ranks slightly below the nation in the percentage of adults ages 25- 64 who have a college degree; and WHEREAS, assuming that current trends in college completion and immigration of college -educated adults continue nationwide, Florida is expected to fall substantially behind the nation on this measure in 2025; and WHEREAS, this would leave Florida short of the college -educated population needed to meet workforce demands and to compete with other states and best -performing nations; and WHEREAS, to expand its college -educated population, Florida must pay attention to projected demographic changes, especially growth among Hispanic and African Americans, who together represent a substantial share of the current population; and WHEREAS, Florida must address racial and ethnic disparities in the percentage of college -educated adults, particularly with respect to Hispanics and African Americans; and WHEREAS, Florida currently stands as one of the lowest -performing states in the nation in the percentage of students completing high school with a standard diploma, and is also behind the nation in the percentage of recent high school graduates going on to college; and WHEREAS, these critical transitions cannot be adequately addressed by one institution or organization alone but require the collaborative efforts of all of those involved in supporting families and students as they progress through the educational pipeline; and WHEREAS, the City of Miami ("City") and the Florida College Access Network, Inc. wish to form a strong alliance to collaborate on efforts to promote college -readiness, access, and success through research, communication, advocacy, and support; and City of Miami Page 1 of 2 File Id: 12-00420 (Version: 1) Printed On: 11/8/2017 File Number: 12-00420 Enactment Number: R-12-0177 WHEREAS, the City has certain programs at its parks and various facilities which may assist adults and young adults to further their education; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The Miami City Commission supports the mission of the Florida College Access Network (Florida CAN), a non-profit organization whose principal goal is to boost college enrollment and graduation rates throughout Florida. Section 3. The City Manager is directed to identity social service programs currently operating in the City which would assist in increasing the proportion of Florida residents age 25-64 with a high -quality post -secondary degree or credential to 60% by 2025. Section 4. The City Manager shall inform individual members of the City Commission of the list of programs by May 15, 2012. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
