RE: Invitation for Bid (IFB) 275276 Crowd Management and Parking Personnel Services
Dear Mr. Zacconi:
The City of Miami is in the process of evaluating your bid response to IFB 275276 for Crowd Management and
Parking Personnel Services. In order to assist us in the evaluation process, we need additional information regarding
your response.
Pursuant to Section 2.8, METHOD OF AWARD, the following is reflected:
Award of this contract will be made to the lowest responsible and responsive bidder who bids on all
items, and whose bid offers the lowest cost when all items are added in the aggregate, conforming to the
specifications herein. Bidders must bid on all items."
In line Item Number 5, in your bid response, you indicated a unit price amount of $0.10, for the total hourly cost to the
City for Crowd Management and Parking Services Manager for Bayfront Park Management Trust.
In an effort to comply with Section 2.8 of the FEB and determine price accuracy for Line Item Number 5, please
confirm below if the unit price is correct.
A response to this letter must be submitted to the attention of Yadissa Calderon, via email: vcalderon(a)miamioov.com
or fax: 305-400-5369, by no later than Wednesday, October 19, 2011. at 5:00 P.M. Failure to respond by the
stipulated date and time may deem your bid non -responsive.

Dear Mr. Zacconi:
The City of Miami is in the process of evaluating your bid response to IFB 275276 for Crowd Management and
Parking Personnel Services. In order to assist us in the evaluation process, we need additional information regarding
your response.
Pursuant to Section 1.34 (C), Determination of Responsibility, of IFB 275276, the following requirement is stated:
C. Determination of Responsibility
1) Responses will only be considered from entities who are regularly engaged in the business of providing
the goods/equipment/services required by the Formal Solicitation, Bidder/Proposer must be able to
demonstrate a satisfactory record of performance and integrity; and, have sufficient financial, material,
equipment, facility, personnel resources, and expertise to meet all contractual requirements. The terms
"equipment and organization" as used herein shall be construed to mean a fully equipped and well
established entity in line with the best industry practices in the industry as determined by the City.
2) The City may consider any evidence available regarding the financial, technical and other qualifications
and abilities of a Bidder/Proposer,, including past performance (experience) with the City or any other
governmental entity in making the award.
3) The City may require the Bidder(s)/Proposer(s) to show proof that they have been designated as an
' authorized representative of a manufacturer or supplier which is the actual source of supply, if required by
the Formal Solicitation.
In an effort 10 determine the "Responsibility" of Federal Tactics Security Services, inc., under IFB 275276, the
Purchasing Department has made various attempts to contact the references provided in your bid response and
response to the City's email dated October 6, 2011. To date, the Purchasing Department has not been able to obtain
a response from any of the references provided.
To complete the "Determination of Responsibility" for Federal Tactics Security Services, Inc., the City is hereby
requesting that you supply documented evidence "regarding the financial, technical and other qualifications and
abilities of [Federal Tactics Security Services, Inc.]". Furthermore, utilizing the spaces shown below, provide two (2)
new business references that the City may contact to examine the "past performance (experience)"of Federal Tactics
Security Services, inc., with °other governmental [entities]". The documentation and references requested herein,
must clearly allow the City to determine that Federal Tactics Security Services, Inc., is "able to demonstrate a
satisfactory record of performance and integrity; and, have sufficient financial, material, equipment, facility, personnel
resources, and expertise to meet all contractual requirements."

Your response to this letter, along with all of the information and documentation requested, must be emailed
(Ycalderon(o�miamigov.com) or faxed (305-400-5963), to the attention of Yadissa Calderon, by no later than
Wednesday, October 19, 2011 at 5:00 PM.
In accordance with the City of Miami Procurement Ordinance, Section 18-95 (d), "Jf [Federal Tactics Security
Services, Inc.) fails to provide the requested information, the determination of responsibility may be made upon
available Information or the prospective contractual party may be found non -responsible."
