EXPERIENCE: 2008-present City of Doral, FL -Located in Miami Dade County, serves a population of
38,000 with general fund revenues of $54 million, and a total budget of $66 million.
Budget and Special Projects Consultant -Reviewed proposed 2008-09 through 2011-2012 annual
budgets. Recommended adjustments that resulted in cost savings and revenue enhancements totaling
more than $10 million; recommended the implementation of key policies and procedures to improve
internal controls and operational efficiency. Participated in the implementation of a performance based
financial system. Reported to Mayor and City Council.
1998-2007 Florida International University (FIU)-Miami, Largest public University in South Florida with
more than 40,000 students.

up, management advisory services, and performance reviews, Reported directly to the Finance and Audit

1992-98 Metropolitan Transportation Authority (MTA) -New York, Parent agency of the New York City
Transit, Long Island Railroad, Metro -North Railroad and Bridges and Tunnels.
Audit Manager -After the consolidation of the audit departments of the MTA and other related agencies,
responsible for managing multiple operational and financial audits at all agencies. While at NYC Transit
(1992-96), planned and directed pre -award, interim and final audits of architectural/engineering and
construction contracts. Audits were performed in accordance with generally accepted government
auditing standards and ensured that costs were reasonable, allowable, allocable and in compliance with
the Federal Acquisition Regulations and the Cost Accounting Standards. Annual recoveries approximated
$15 million for 1995.
1987-91 Ebasco Services Incorporated -New York, $1 billion architectural/engineering and construction
firm.
Director of Internal Audit -Responsible for planning, directing and reporting all aspects of the internal
auditing process while supervising a professional staff in a comprehensive financial and operational audit
-7 environment. Coordinated -year-end audit engagement with outside auditors. Performed financial and
EDP audit activities which accountants relied on for certification purposes. Reported directly to the Chief
Financial Officer.
1982-87 Ziff Coinmunications'Company-New York, $400 million communications company.
1985-87 Director of Special Projects -Coordinated the sale of company divisions and subsidiaries by
ensuring that all financial aspects of the contractual agreements between buyers and seller were adhered
to, associated accounting transactions were properly recorded and related general ledger accounts were
fairly stated. Supervised due diligence reviews of potential acquisition candidates. Reported directly to the
Chief Financial Officer.
1982-85 Director of Internal Audit -Established the department and supervised three professionals in the
performance of operational audits. Substantially reduced outside auditing fees by supervising financial
audits of subsidiary locations, analyzing and adjusting company records and preparing numerous
schedules needed by independent accountants.
