'AUTHORIZING THE TRANSFER OF HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
("HOPWA") PRIOR YEARS .RESERVE -FUNDS IN THE TOTAL AMOUNT OF $996,820;
ALLOCATING SAID FUNDS TO THE AGENCIES AS SPECIFIED IN EXHIBIT "A", ATTACHED
AND INCORPORATED, TO PROVIDE HOUSING ASSISTANCE AND HOUSING RELATED
SERVICES TO ADDITIONAL LOW INCOME INDIVIDUALS LIVING WITH AIDS DURING PY2012-
2013; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENT(S), IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE(S).

Background Information:
The Housing Opportunities for Persons with AIDS ("HOPWA") Program was created under the AIDS
Housing Opportunity Act and revised under the Housing and Community Development Act of 1992.
Since 1994 the City of Miami ("City") has received HOPWA Program funds from the United States
Department of Housing and Urban Development (" HUD") and has been responsible for the
implementation of programs designed to provide housing and related services to individuals living
with HIV/AIDS in the City and throughout Miami -Dade County.
On January 18, 2012, the U.S. Department of Housing and Urban Development ("HUD") released the
final Community Planning and Development Program Formula Allocations for FY2012.
Due to reduced fair market rents in the last two years, prior years' HOPWA funds that were allocated
to different programs retained unused balances in the total amount of $996,820, as specified in
Exhibit "A", attached and incorporated.
The close out of these unused balances allows the Department of Community Development to
reinvest these funds into the program for PY2012-2013 to provide Long -Term Rental Assistance
("LTRA") to additional HOPWA-eligible clients.
The Administration recommends the transfer in the amount of $996,820, from prior year's HOPWA
close-out funds and allocating said funds to the agencies as specified in Exhibit "A", attached and
incorporated, to provide housing assistance and housing related services to low income individuals
living with AIDS.
