The Equal Opportunity Advisory Board, a Fourteen (14) member board was created to review
and recommend to the City Commission the adoption of amendments/revisions to the City's
affirmative action plan. The board also reviews employment policies and practices of the City and
makes recommendations to the Department of Employee Relations.
Eight (8) appointments are required at this time:
• Vice Chairman Marc David Sarnoff has two (2) nominations for seats currently held by:
1. Michael G. Barket, incumbent, whose term expired on October 28, 2011, has exceeded the
number of allowed absences (4 in 2011), and would require a 4/5ths waiver of attendance.*
2. Vacant. t
• Commissioner Wifredo (Willy) Gort has one (1) nomination for a seat currently held by:*
1. Miriam Urra, incumbent, whose term expires on March 10, 2012, has exceeded the
number of allowed absences (6 in 2011), and would require a 4/5ths waiver of attendance;
further, as she has served as a member since February 8, 2001, she would require a term
waiver by a unanimous (5/5th) vote of commission.
• Commissioner Frank Carollo has two (2) nominations for seats currently:§
1. Vacant.

1. Louis Marshall III, incumbent, whose term expired on May 13, 2011, has exceeded the
number of allowed absences (4 in 2010), and would require a 4/5ths waiver of attendance.
• FOP has one (1) nomination for a seat currently held by: tt
1. Viona Browne Williams, incumbent, whose term expired May 13, 2010, has served as a
member since February 8, 2001, and would require a term waiver by a unanimous (5/5ths)
vote of the Commission.
• AFSCME 871 has one (1) nomination for a seat currently:**
1. James Dixon, incumbent, whose term expires on March 10, 2012, has exceeded the
number of allowed absences (6 in 2011), and would require a 4/5ths waiver of attendance.
For your convenience, we are including a copy of the current membership of said board. By copy of this
memorandum, we are requesting the Agenda Office to place this issue on the March 8, 2012, Commission
agenda.
