.Subject: Resolution authorizing the City Manager to execute a Memorandum of Understanding between
the South Florida Water Management District, Miami -Dade County, the City of Miami, the City of West
Miami and the City of Sweetwater, defining the operation of storrnwater pump stations discharging into
'the C-4 Canal.
Purpose of Item:
To authorize the City Manager to execute a Memorandum of Understanding (MOU) between the South
Florida Water Management District, Miami -Dade County, the City of Miami, the City of West Miami and the
City of Sweetwater (collectively referred to as "Local Governments"), defining the process for cooperation in
the operation of main pump station pumps discharging into the C-4 canal, in order to reduce potential flooding
and adverse water quantity impacts within the geographic areas of the local governments, C-4 basin and
downstream areas.
Background Information:
The City of Miami is the Applicant of ERP Permit Application No. 030311-10, which requests authorization
to construct and operate a surface water management system including pump discharge to the C-4 Canal. The
City of West Miami, City of Sweetwater and Miami -Dade County have also requested authorization to
construct and operate a surface water management system including discharge to the C-4 Canal. The South
Florida Water Management District has adopted the C-4 Basin Operating Plan for discharges into the C-4
Canal.
The MOU is designed to be applied in the time period preceding, during and immediately following storm
events where excessive rain is expected in the geographic area of the Local Governments. Furthermore, the
MOU defines the responsibilities for the cooperation among the parties to this agreement in order to reduce
potential flooding and adverse water quantity impacts within the geographic areas of the Local Governments.
