Purpose of Item: To authorize the City Manager to file a Notice of Establishment (NOE) of Railroad Quiet Zone with the Federal Railroad Administration (FRA) for the Florida East Coast Railway's (FEC) tracks between the Port of Miami (POM) and NW 71 Street. The NOE is required for the corridor to attain Quiet Zone Status. The Quiet Zone designation allows railroad trains to be exempt from blowing their whistles at each crossing. Background Information: TheCity-initiated the FEC Quiet Zone Study in order to designate a new Quiet Zone along the FEC tracks from NE 71st Street (Little River) to the POM. This study is driven by the FEC and POM project to reconstruct a 4.4 mile segment of the existing rail corridor in order to allow both freight and passenger rail. The FRA requires that Cities requesting a Quiet Zone designation submit an application and requisite technical data for evaluation (See Exhibit 1). The completed study recommended safety upgrades to three existing grade crossings located at NW 10, NW 11 and NW 14 Streets. Budget Impact Analysis NO Is this item related to revenue?
