1.0 INTRODUCTION
The Port of Miami (POM) recently received federal funding (TIGER II Grant) for the
reconstruction and rehabilitation of a Florida East Coast (FEC) Railway existing rail connection
from the POM to the FEC main line. The rail link will provide access to the FEC Hialeah
intermodal rail yard terminal located in west Miami -Dade County. The rail corridor begins at the
POM in the south and proceeds north, just a few blocks west of US 1, to NW 71st Street (See
Appendix A -Figure 1). This 4.4 mile segment of the existing rail corridor will be reconstructed
to allow for freight and the potential for passenger rail in the future. Reconstruction of the tracks
will provide the capability for trains to operate at speeds of up to 30 miles -per -hour over the
corridor. Even though not specifically estimated at this time, the freight service is expected to
result in a reduction of the trucks to and from the POM. Initially the service will include one
train per day in and out of the POM and thereafter the service frequency will be driven by
demand. Eventually, FEC/POM anticipates a total of six freight train movements (three in and .
three out) per day.
The purpose of the City of Miami Quiet Zone Study is to explore the potential for
implementation of a Quiet Zone on the FEC Railway corridor through the City of Miami. The
project intends to upgrade the existing active grade crossing equipment (gates and flashers) to
enable the City of Miami to petition the Federal Railroad Administration (FRA) for a waiver to
establish a "Quite Zone" along the corridor so that trains would be exempt from blowing their
whistles at each crossing. This stretch of the FEC track has not had regular freight service since
2005. Eliminating train horns is one method of mitigating the effect of the reintroduction of
service in this area. This Quiet Zone would only affect the segment of the FEC railway from the
POM to NW 71st Street which includes a total of twenty-two existing crossing locations. Other
portions of the FEC and other rail corridors are not a part of this program.
This study assesses existing and future conditions for the rail corridor, identifies potential Quiet
Zone_improvements, evaluates the performance of Quiet Zone scenarios, and presents an outline
of next steps for implementing a Quiet Zone.

2.0 QUIET ZONES AND THE QUIET ZONE PROCESS
A Quiet Zone is defined as a segment of rail line within which is situated one or a number of
consecutive at grade roadway rail crossings at which locomotive horns are not routinely sounded.
The concept of a Quiet Zone would fulfill the following purposes: ensure that a whistle ban
would have the greatest impact in teuuns of noise reduction; ease the added burden on locomotive
crews of the necessity of determining on a crossing -by -crossing basis whether or not to sound the
horn; and enable grade crossing safety initiatives to be focused on specific areas within the Quiet
Zone.
The FRA proposes two different methods of establishing Quiet Zones, depending on local
circumstances. In one method, every public grade crossing within the proposed Quiet Zone
would have a supplementary safety measure applied to the crossing. These measures have been
determined by FRA to be an effective substitute for the locomotive horn in the prevention of
roadway -rail grade crossing casualties. These measures each have an effectiveness rate, which is
at least equivalent to that of a locomotive horn. Each roadway -rail grade crossing would be
upgraded to a minimum of flashing lights and automatic gates. A determination is then made by
FRA as to which additional supplementary safety measure (SSM) may be needed. The
governmental entity establishing the Quiet Zone would only need to designate the extent of the
Quiet Zone, install the SSMs, and comply with various notice and infomiation requirements.
The second method of establishing a Quiet Zone permits a governmental entity greater flexibility
in using SSIVIs or other types of safety measures (alternative safety measures) to deal with
problem crossings. Using a combination of SSM, alternative safety measures and tailoring SSM
to unique circumstances at specific crossings, the governmental entity is provided with a greater
level of flexibility than is available using only supplementary safety measures.
Alternative safety measures may include combinations of the following:

• Four -quadrant or two -quadrant gates that do not meet the strict SSM standards that apply
to locally designated Quiet Zones.
• Additional non -engineering Alternative Safety Measures (ASMs) such as programmed
enforcement; public education, and photo enforcement. Periodic monitoring and reporting
would be required.
• Additional engineering ASMs including any measures not specified. An example of an
engineering ASM would be adjustment of crossing geometry or sight distances to reduce
risk. Periodic monitoring. and reporting would be required.
2.1 Quiet Zone Designation
To establish a Quiet Zone, an analysis is conducted to ensure that the collision risk for the Quiet
Zone as a whole is sufficiently low enough to compensate for the lack of a horn. A state or local
government may apply to the FRA Associate Administrator for Safety for acceptance of a Quiet
Zone, which identifies one or more safety measures. The application for acceptance must contain
a commitment to implement the proposed safety measures within the proposed Quiet Zone. The
applying entity must demonstrate through data and analysis that implementation of the proposed
measures will effect a reduction in risk at public roadway -rail crossings within the Quiet Zone
sufficient to equal the reduction in risk that would have been achieved through use of the
locomotive horn. It is important to note that all public roadway -rail crossings in a Quiet Zone,
except for those given exceptions, must be equipped with automatic gates and lights that
conform to the standards contained in the Manual on Uniform Traffic Control Devices.
At the request of the local public authority, the FRA may also designate Quiet Zones having
safety measures other than FRA's pre -approved measures. The local public authority must form
a diagnostic team to evaluate each crossing and recommend actions sufficient to determine and
minimize risk. FRA provides an on-line calculating program to aid in determining the reduction
in risk levels that the safety measures provide.

The FRA Associate Administrator for Safety may take one of three actions in response to a state
or local government application: (1) The Quiet Zone may be accepted as proposed; (2) the
Associate Administrator may accept • the proposed Quiet Zone with additional conditions
designed to ensure that the safety measures fully compensate for the absence of the warning
provided by the locomotive horn; or (3) the proposed Quiet Zone may be rejected if, in the
Associate Administrator's judgment, the proposed safety measures do not fully compensate for
the absence of the warning provided by the locomotive horn.
The local public authority may designate Quiet Zones when the safety measures at each grade
crossing fully comply with one or more FRA "pre -approved" sets of measures (SSMs) that
provide sufficient risk reduction. The approved safety measures include:
• Installation of two -quadrant gates with constant warning time devices and power out
indicators, and with median dividers or similar roadway channelization as needed to
preclude vehicles crossing the center of the road to drive around lowered gates.
• Installation of four -quadrant gates with constant warning time devices and power out
indicators. Gates must meet prescribed requirements to extend across the entire span of
the roadway.
• Temporary or permanent closure of a grade crossing. Temporary closing allows closing
during night hours so a locomotive horn does not need to be used, but requires use of the
horn during daytime hours when the grade crossing is in use.
Another means of potentially eliminating the sounding of train horns is the installation of
wayside horns. The FRA considers wayside or trackside horns a replacement for train horns.
Wayside horns face down the crossing street on either side of a crossing; their sound is
directional, concentrated on the approach. When establishing a Quiet Zone, the following
common steps apply:

• The local public authority must provide notice to the railroad, state agencies, law
enforcement, private crossing•owners, and to other interested parties describing the safety
measures to be employed and affording the public an opportunity to continent.
• The local public authority and/or the railroad must provide updated information for
FRA's grade crossing inventory.
Once the local public authority decides to establish a Quiet Zone (or alternatively the FRA
approves a Quiet Zone), the public authority must notify the railroad and other agencies of the
effective date, and must periodically reaffirm that all requirements are met. Should the local
authority ultimately determine that a Quiet Zone no longer serves its purpose or that it does not
meet the basic requirements, it may terminate the Quiet Zone.
2.2 Quiet Zone Implementation
A Quiet Zone cannot be implemented until all requirements of the FRA rules are complied with
and at least 14 days have elapsed since the required affected parties have received the
notifications required by that section of the proposed Quiet Zone. The notification provision and
two -week delay will ensure that the various interested parties have time to inform employees and
others regarding the changes at the crossings. All railroads operating over public roadway -rail
grade crossings within a Quiet Zone established in accordance with this regulation shall cease
routine use of the locomotive hom as of the date established by the state or local government,
which may be later than the 14-day minimum period. The Quiet Zone designation is not meant to
prohibit the occasional use of the horn for railroad operating purposes such as for crew and
flagger communications when radios fail. The designation also does not prohibit use of the horn
in emergency situations or as a method of warning railroad workers of the approach of the train.
2.3 Quiet Zone Duration
A Quiet Zone may remain in effect indefinitely if all the requirements of Title 49 of the Code of
Federal Regulations, Parts 222 and 229 Use of Locomotive Hors at Highway -Rail Grade
. Crossings; Final Rule- (Final Rule) is complied with, and if, within six months before the
expiration of five years from the original designation made to FRA, the designating entity (the

state or local government) affirms in writing, by certified mail, return receipt requested, to the
same parties receiving the original notification of implementation of the Quiet Zones, that the
supplementary safety measures implemented within the Quiet Zone continue to conform to the
requirements of the regulation. The designating entity must thereafter affirm within six months
before the fifth anniversary of the prior affirmation that the supplementary safety measures
implemented within the Quiet Zone continue to conform to the requirements of the regulation. In
addition it is also required that along with its affirmation, the governmental entity must send to
the FRA Associate Administrator for Safety an accurate and complete U.S. DOT-AAR National
Highway -Rail Grade Crossing form (FRA F6180.7.1) (availablethrough the FRA Office of
Safety Analysis), for each public roadway -rail grade crossing. This requirement ensures that the
national inventory is kept current regarding all crossings within Quiet Zones.
The FRA Associate Administrator for Safety may, at any time, review the status of any Quiet
Zone and determine whether, under present conditions, supplementary and alternative safety
measures in place fully compensate for the absence of the warning provided by the locomotive
horn or whether there is a significant risk with respect to loss of life or serious personal injury.
If the FRA Associate Administrator for Safety makes a preliminary determination that such
safety measures do not fully compensate for the absence of the locomotive horn, or that there is a
significant risk with respect to loss of life or serious personal injury, the Associate Administrator
would publish notice of the determination in the Federal Register and provide an opportunity for
comment and informal hearing. Based on the findings, the FRA Associate Administrator for
Safety may require that additional safety measures be taken or that the Quiet Zone be terminated.
2.4 Length of a Quiet Zone
FRA believes that if locomotive horns are to be prohibited along a segment of track, the
underlying purpose of the prohibition will not be served unless the prohibition is effective on a
corridor -wide basis. Since horns must be sounded in advance of a public roadway -rail crossing,
-the horn being sounded at one crossing will effectively negate a large measure of the benefit of
the prohibition elsewhere along the corridor.

In addition to ensuring the community benefits of the prohibition within the zone, imposition of a
horn prohibition on a zone basis will eliminate excessive and unnecessary workload demands on
the train engineer, permitting greater attention to other locomotive operating requirements.
Without a zone prohibition, the engineer will be faced with the need to constantly be aware of
which crossings are subject to a prohibition and which are not. Such a situation provides a
greater chance of human error than if the engineer needs only concentrate on groups of crossings.
The established minimum length of a Quiet Zone is 2,640 feet (one-half mile). The local agency
which establishes a Quiet Zone has the discretion to determine the length (subject to the one-half
mile minimum).
3.0 EXISTING CONDITIONS AND PROPOSED CROSSING IMPROVEMFNTS
The understanding of rail operations and the circumstances applicable to each at -grade crossing
are essential to the development of a plan to create a Quiet Zone. This section reviews rail
operations and grade crossing conditions, including warning devices, vehicular traffic volumes,
and accident history. Land uses along the rail corridor and motor vehicle and rail traffic
generators in the study area are also discussed.
3.1 Field Diagnostic Review
The .Study Team (Team). inventoried the twenty-two (22) crossings in the study area on May 3,
2011. Key Team members included Ms. Lilia Medina - City of Miami, Mr. Tom Drake - FRA,
Mr. Andy Fowler - FEC, Ms. Annette Lapkowski - Florida Department of Transportation
(FDOT) Central Office, Ivtr. Marco Incer - FDOT District 6, Mr. Octavio Marin Miami Dade
County, Mr. Joe Yesbeck - TY Lin International, Mr. Javier Gonzalez - TY Lin International
and Ivls. Teresa Thomas - TY Lin International. During the field review the Team captured
details on the crossing characteristics, e.g. warning. devices, number of railroad tracks, number of
roadway lanes, location of adjacent driveways, paving status, and pavement markings pertaining
to crossings. Crossing details and associated aerial photographs are included as Appendix B.

• Crossing No. 272960A / Port Boulevard - This crossing is the beginning of the project
corridor. Vehicular traffic is two (2) way in an east/west direction with three (3) traffic
lanes in each direction. Railroad advance warning signs, railroad crossing symbols and
stop bars are included on both approaches. The "at grade" crossing is protected by eight
(8) automatic gates, warning bells and flashing lights. The surrounding neighborhood is
primarily commercial.
• Crossing No. 272654H / US 1/Biscayne Boulevard Crossing - Vehicular traffic is two
(2) way in a north/south direction with three (3) southbound traffic lanes and four (4)
northbound traffic lanes. Railroad advance warning signs, railroad crossing symbols and
stop bars are included on both approaches. The at -grade crossing is protected by four (4)
automatic gates, warning bells and flashing lights. The surrounding neighborhood is
primarily commercial.
• Crossing No. 272653B / NE 2nd Avenue - Vehicular traffic is one (1) way in a
southbound direction with three (3) traffic lanes. Railroad advance warming signs,
railroad crossing symbols and stop bars are included on the approach. The at -grade
crossing is protected by two (2) automatic gates, warning bells and flashing lights. The
surrounding neighborhood is primarily commercial.
• Crossing No. 272652U / NE 1st Avenue - Vehicular traffic is one (1) way in a
northbound direction with three (3) traffic lanes. Railroad advance warning signs,
railroad crossing symbols and stop bars are included on the approach. The at -grade
crossing is protected by one (1) automatic gate, warning bells and flashing lights. The
surrounding neighborhood is primarily commercial.
• Crossing No. 272651M / North Miami Avenue - Vehicular traffic is one (1) way in a
southbound direction with three (3) traffic lanes. Railroad advance warning signs,
railroad crossing symbols and stop bars are included on the approach. The at -grade
crossing is protected by two (2) automatic gates, warning bells and flashing lights. The
surrounding neighborhood is primarily commercial.

westbound direction with two (2) traffic lanes. Railroad advance warning signs, railroad
crossing symbols and stop bars are included on the approach. There are no automatic
gates. The at -grade crossing is protected by warning bells and flashing lights. The
surrounding neighborhood is primarily industrial.

Vehicular traffic is two (2) way in an east/west direction with one (1) traffic lane in each
direction. Railroad advance warning signs, railroad crossing symbols and stop bars are included
on both approaches. The at -grade crossing is protected by two (2) automatic gates, warning bells
and flashing lights. The surrounding neighborhood is primarily commercial. The following
Table 1 provides the 2009 Average Annual Daily Traffic (AADT) for each of the crossings
within the proposed Quiet Zone.

4.0 MEASUREMENTS OF RISK
This section identifies the potential grade crossing improvements necessary for the qualification
of a new Quiet Zone in the City of Miami. There are three measurements of risk used in
determining qualification of a Quiet Zone. They are:
• The Nationwide Significant Risk Threshold (NSRT), which is calculated on a nationwide
basis. The NSRT reflects the average level of risk at public highway -rail grade crossings
equipped with flashing lights and gates and at which locomotive horns are sounded.
• The Risk Index with Horns (RIWH), which is a measure of risk to the motoring public
when locomotive horns are routinely sounded at every public highway -rail grade crossing
`within a Quiet Zone.
• The Quiet Zone Risk Index (QZRI), which is the average risk index for all public
crossings in a proposed Quiet Zone taking into consideration the increased risk caused by
the absence of train horns and any decrease in risk attributable to the use of
supplementary or alternative safety measures. The QZRI is the measurement used to
determine if a Quiet Zone can be established and which, if any, improvements will be
necessary.
These measurements of risk are calculated using the FRA's Quiet Zone Calculator. A Quiet Zone
is qualified if the QZRI is at, or below, the NSRT. To reduce the QZRI, the jurisdiction must
implement approved safety measures which have been rated by the FRA with a risk reduction
credit. Using these credits, the QZRI can be reduced to a risk level to qualify for Quiet Zone
status. The credits for safety measures and resulting QZRI are calculated with the Quiet Zone
Calculator.
FRA's Quiet Zone Calculator was used with the existing conditions of the crossing associated
with this project as well as existing SSMs such as one way streets. Currently, there are three (3)
crossings that have only flashing lights: NW 10th Street'(272646R); -I\TW 11`s Street(272644C); _
and NW 14th Street (2-72640A). A fourth crossing, NE 27th Street (272635D), did not have any

gates during the Diagnostic Review but 2-quadrant vehicular gates and 2-quadrant pedestrian
gates were subsequently installed. For this analysis it was assumed that these crossings would
have the required 2-quadrant gates. With just the addition of the gates at these three (3)
crossings, the Project Corridor qualified for a Quiet Zone. Specifically, the results were:
National Significant Risk Threshold: 14007.00
Risk Index with Horns: 13677.08
Quiet Zone Risk Index: 10198.33
It should be noted that the addition of the 2-quadrant gates at the three identified locations may
require modification of existing maintenance agreements with FEC and, possibly, additional
annual maintenance cost to the City. More research is needed regarding existing agreements,
along with additional discussions with the FEC, before this can be definitive. Also, other
improvements, such as pedestrian gates and sidewalk improvements would be accomplished by
FEC as a part of the corridor upgrade. These improvements, however, do not factor into the
Quiet Zone analysis and would not require any changes to crossing maintenance agreements.
5.0 COMMUNITY MEETING
A community meeting was held on September 19, 2011 at the Legion Park Community Center,
Miami, Florida. Attendees consisted of Commissioner Marc Sarnoff, representatives from the
City of Miami, Florida East Coast (FEC) Railway, Florida Department of Transportation
(FDOT) District 4 & 6; TY Lin International personnel and local residents. See Appendix C for
a list of attendees. Mr. Albert Sosa, Capital Improvements Director for the City of Miami
welcomed the group and gave a brief summary of the City of Miami Quiet Zone project. Mr.
Sosa introduced Mr. Husein Cumber of the FEC Railway who spoke a few words regarding the
project. Also, Mr. Joseph Yesbeck provided a summary of TY Lin's participation in the project.
Upon completion of the speakers, Ivlr Sosa opened the meeting to a question/answer session.
The meeting ended at approximately 7:30 P.M.
6.0 CONCLUSIONS
Using the existing conditions with -existing SSMs and adding 2-quadrant gates to three (3)
crossings (NW 10th Street (272646R); NW 1 1th Street (272644C); and NW 14th Street

(272640A), that only have flashing lights is sufficient to reduce the QZRI to a satisfactory level
of 10,198.33 which is below the RIWH of 13,677.08 and NSRT of 14007.00 According to FEC
representatives the estimated construction / installation dates for the 2-quadrant gates for NE 10th
Street, NE 11th Street and NE 14th Street is March 2012.
7.0 NEXT STEPS — ESTABLISHING A QUIET ZONE
Upon completion and selection of this scenario, a Notice of Intent (NOI) to create a new Quiet
Zone was submitted to representatives from the Florida Department of Transportation, 'Florida
East Coast Railway, Federal Rail -Administration,-Miami-Dade County and the City of Miami on
September 21, 2011. The NOI provided that the City of Miami, Florida, intends to create a New
24-hour Quiet Zone in accordance with the regulatory provisions contained in Title 49 of the
Code of Federal Regulations, Parts 222 and 229 Use of Locomotive Horns at Highway -Rail
Grade Crossings; Final Rule (Final Rule). The Quiet Zone would restrict the routine sounding of
the horns on transit, passenger and freight trains per the Final Rule. Upon submittal of the NOI,
the FEC Railroad, the FRA and any public agency having jurisdiction in the zone have the
opportunity to comment on the proposed plan. A copy of the NOI is included as Appendix D.
The City of Miami has received concurrence from all parties in the process of developing the
Quiet Zone.
7.1 Notice of Establishment
After receiving comments from all applicable parties or after 60 days from the submission of the
NOI, the City may file a Notice of Establishment (NOE). The City would also need to prove that
the Quiet Zone and improvements do indeed meet the risk requirements to establish the Quiet
Zone. Once again all applicable agencies will have the opportunity to continent on the NOE.
The City would provide written notice to several parties including:
• Florida Department of Transportation
• Florida East Coast Railroad
• Federal Rail Authority
• Miami -Dade County
• City of Miami

All notices must be provided by certified mail, return receipt requested.
7.2 Notice of Establishment (NOE) Timeframe
Notice of the establishment of a Quiet Zone should be mailed no later than 21 days before the
date on which train horns are scheduled to cease sounding. For new Quiet Zones and new Partial
Quiet Zones; the Notice of Quiet Zone Establishment cannot be served earlier than 60 days after
the Notice of Intent was mailed, unless the Notice of Quiet Zone Establishment contains a
written statement affirming that written comments and/or 'no comment' statements have been
received from each party that received the Notice of Intent. The proposed NOE for this Quiet
Zone is included as Appendix E.
7.3 Actions to Be Completed to Retain an Established Quiet Zone
Within six months after the date of FRA notification, the City of Miami would provide to the
Associate Administrator a written commitment to lower the potential risk to the traveling public
at the crossings within the Quiet Zone by reducing the QZRI to a level at or below the NSRT or
the RIWH. Included in the commitment statement would be a discussion of the specific steps to
be taken by the City of Miami to increase safety at the public crossings within the Quiet Zone;
and within three years of the date of FRA notification, the City of Miami would need to complete
implementation of SSMs sufficient to reduce the QZRI to a level at, or below the NSRT of the
RIWH, and receive approval from the Associate Administrator, under the procedures set forth in
222.39 (b) 49 CFR, for continuation of the Quiet Zone. If the QZRI is reduced to a level that
fully compensates for the absence of the train horn, the Quiet Zone would be considered to have
been established pursuant to 222.39 (a)(3) 49 CFR and subsequent annual risk reviews will not
be required for the Quiet Zone.

NOTICE OF INTENT TO CREATE NEW QUIET ZONE
Notice is hereby provided that the City of Miami, Florida, intends to create a New 24-hour Quiet Zone in accordance
with the regulatory provisions contained in Title 49 of the Code of Federal Regulations, Parts 222 and 229 Use of
Locomotive Horns at Highway -Rail Grade Crossings; Final Rule (Final Rule). The Quiet Zone would restrict the
routine sounding of the horns on transit, passenger and freight trains per the Final Rule.
A party receiving this Notice of Intent may submit information or comments about the proposed Quiet Zone to the City
of Miami during the 60 days following the date of this letter. However, this comment period will terminate if all of the
parties either submit comments or signed statements that they do not have any comments due to their continuous
participation in the process of developing this Quiet Zone.
SECTION 1-A.FEECTED HIGHWAY -RAIL CROSSINGS
As previously mentioned the Quiet Zone only affects the segment of the FEC from the Port of Miami to NET 71 st Street
which includes a total of twenty-one existing crossing Locations (Table 1) Other portions of the FEC and other rail
corridors are not a part of this program.
All crossings are located within the City of Miami, Miami -Dade County, Florida. There are no existing private highway
rail grade crossings and one pedestrian -exclusive rail grade crossings located south of Port Boulevard within the
proposed Quiet Zone.
SECTION 2 -TIME RESTRICTION
The routine sounding of homs would be restricted twenty-four (24) hours a day, seven (7) days a week.
SECTION 3 — PROPOSED IMPROVEMENTS
Currently, there are three (3) crossings that have only flashing lights. The crossings with flashing lights only are
located at NW 10th Street (272646R); MW 11 `h Street (272644C); and NW l 4th Street (272640A). In order to comply
with the minimum supplemental safety measures (SSM) two -quad gate will be installed at all three all crossings.
