A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING A CONTRIBUTION TO THE PEOPLE UNITED TO LEAD THE
STRUGGLE FOR EQUALITY, INC. (P.U.L.S.E.) "HOTSPOT" CAMPAIGN, IN AN
AMOUNT NOT TO EXCEED $25,000; ALLOCATING FUNDS FROM THE LAW
ENFORCEMENT TRUST FUND, AWARD NO. 1169, PROJECT NUMBER
19-690001 AND ACCOUNT CODE NO. 12500.191602.883000.0000, WITH SUCH
EXPENDITURES HAVING BEEN APPROVED .BY THE CHIEF OF POLICE AS
COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES, AS AMENDED.
WHEREAS, Section 932.7055, Florida Statutes, as amended, authorizes the expenditure of
forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating
expenses; and
WHEREAS, the City of Miami ("City") Police Department supports the efforts of those
organizations that assist the department in its fight against criminal activity; and
WHEREAS, the People United to Lead the Struggle for Equality, Inc. ("P.U.L.S.E."), through
its "HOTSPOT" campaign, has established an anonymous system for reporting criminal activity, as
part of their crime prevention initiative; and
WHEREAS, the requested funding would be utilized to defray the costs and expenses of
organizing and administering the campaign; and
WHEREAS, during the initial six (6) months of the campaign, P.U.L.S.E. agrees to provide
anti -crime services to the City; and
WHEREAS, it is decided that the City will allocate a total of $25,000 to the organization, but
will divide said funding in parts; and
WHEREAS, a preliminary allocation of $15,000 will be given to P.U.L.S.E., while the
remaining amount of $ 10,000 will be allocated at the end of the six (6) month period, providing that
P.U.L.S.E. is accomplishing the objectives of the program as described Exhibit "A", attached and
incorporated; and
- . WHEREAS; funds for this program have not been included in the police department's normal
operating budget -and are available in the City Law Enforcement Trust Fund; and -
WHEREAS, .the Chief of :Police has recommended adoption of this resolution and has
determined that the expenditures proposed comply with the Section 932.7055, Florida Statutes, as
amended; and
WHEREAS, pursuant to the provisions of Section 932.7055, Florida Statutes, as amended,

the recipient, P.U.L.S.E. shall: 1) certify that funds appropriated will be used lawfully and for the
purpose stated; 2) maintain proper accounting records for the expenditure of such monies; and, 3)
provide any reports, including but not limited to audit reports, as may be required by the City of Miami
or applicable law; '
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. A contribution to the P.U.L.S.E. "HOTSPOT" campaign, in an amount not to exceed
$25,000, is authorized, with a preliminary allocation of $15,000, and the remaining amount of $10,000,
to be allocated at the end of the six (6) month period, providing that P.U.L.S.E. is accomplishing the
objectives of the program as described Exhibit "A", attached and incorporated.
Section 3. Funds, in the amount of $25,000, are allocated from the City Law Enforcement
Trust Fund, Award No. 1169, Project Number 19-690001 and Account Code No.
12500.191602.883000.0000, with such expenditures having been approved by the Chief of Police as
complying with the provisions of Section 932.7055, Florida Statutes, as amended.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days form the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
