December 21, 2011 Manuel Orosa, Chief of Police City of Miami 400 NW 2nd Ave Miami, Florida 33128 Dear Chief Orosa: People United To Lead The Struggle For Equality, (P.U.L.S.E.), is a grassroots Civil Rights Organization serving the Black Community for over 30 years. Thank you for giving us the opportunity to present our "HOTSPOT" anti -crime proposal to the City of Miami for funding. During the initial six months project, P.U.L.S.E. agrees to provide the following anti -crime services to the City of Miami: • This campaign gives citizens the opportunity to report criminal activities anonymously (with the HOTSPOT CARD) and have police investigate and make arrests. P.U.L.S.E. members, volunteers and concerned citizens will ride into these areas with City of Miami Police officers to make sure that these reported "HOT SPOTS" are being neutralized of criminal activity. • Organize meetings to orientate the City of Miami Police Depai`'lent about the HOTSPOT campaign. • Host Community Meetings every other month after the second month of the HOTSPOT card distribution. Rotating these meetings held in the City of Miami, District 5 areas. • Print and distribute HOTSPOT Cards in the City of Miami, District 5. • Submit monthly progress reports on number of cards turned in and number of arrests made in each area as a result of the HOTSPOT campaign. • The cards will help document community crime watch and give the citizens the ability to alert police anonymously to suspicious and/or illegal activities in their neighborhoods without being identified. • E-mail summaries on community HOTSPOT meetings. We are requesting from the City of Miami Police Department, S25,000 for our HOTSPOT Campaign. The P.U.L.S.E. Organization is seeking to establish an ongoing partnership with the City of Miami Police Department, so we can receive continuous funding on a quarterly basis. We are committed to the betterment of our community. As a part of our Crime Prevention Initiative, we are requesting funding in the amount of $25,000.00 every six months to fund our HOTSPOT Campaign.
