Director, City Manager Page 1 of 2 The Purchasing Department, in collaboration with the Department of Capital Improvements Program, issued Request for Proposals (RFP) 274276 on June 24, 2011, for the procurement of On -Demand Transportation Services, and two (2) proposals were received on July 18, 2011. The RFP Evaluation Committee, duly appointed by the City Manager, conducted an in-depth due diligence review and evaluation of the proposals submitted and determined that: 1) Transportation America, Inc., was the highest ranked responsive and responsible proposer and was awarded a total of 271 out of 300 points; and 2) Action Community Center, Inc., was the second highest ranked responsive and responsible proposer with a total of 218 out of 300 points. On August 16, 2011, the City Manager approved the Recommendation of Award Memorandum dated August 10, 2011, and this approved memorandum was communicated to all proposers in accordance with established protocols. Action Community Center, Inc., submitted a formal Protest of Award (Protest) on August 29, 2011, in accordance with the filing requirements of Section 18-104 of the City of Miami Procurement Code. The Chief Procurement Officer has reviewed and extensively researched the Protest and all applicable documents regarding the procurement of RFP 274276 and is recommending to the City Commission to deny the Protest of Action Community Center, Inc., and to uphold the City Manager's Recommendation of Award Memorandum dated August 10, 2011. Both the City Manager and City Attorney concurred with the Chief Procurement Officer's written recommendation dated November 23, 2011. Page 2 of 2
