A RESOLUTION OF THE MIAMI CITY COMMISSION ENDORSING THE FINDINGS AND
RECOMMENDATIONS OF THE EVALUATION COMMITTEE ESTABLISHED BY THE CITY
MANAGER TO EVALUATE AND RANK PROPOSALS RECEIVED PURSUANT TO REQUEST
FOR PROPOSALS NO. 256244, TROLLEY SERVICES FOR THE CITY OF MIAMI; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES
AGREEMENT ("PSA") FOR TROLLEY OPERATIONS WITH THE TOP -RANKED FIRM,
LIMOUSINES OF SOUTH FLORIDA, INC. DB/A LSF SHUTTLE; SHOULD NEGOTIATIONS
WITH LSF SHUTTLE FAIL, AUTHORIZING THE CITY MANAGER TO NEGOTIATE WITH THE
SECOND, THIRD, AND FOURTH -RANKED FIRM, IN SUCCESSIVE ORDER; AND ALLOWING
FOR A DRAFT PSA FOR TROLLEY OPERATIONS TO BE PRESENTED TO THE MIAMI CITY
COMMISSION AT A FUTURE MEETING FOR APPROVAL PRIOR TO ITS EXECUTION;
SUBJECT TO THERE FIRST BEING EXECUTED AN INTERLOCAL AGREEMENT BETWEEN THE
CITY OF MIAMI AND MIAMI-DADE COUNTY FOR THE PROVISION OF CIRCULATOR
SERVICES.
WHEREAS, the City of Miami ("City") is proposing a municipal trolley system to provide residents, visitors, and
commuters with a mode of public transportation that improves mobility and enhances connections to existing local and
regional transit;. and
WHEREAS, the City is developing a municipal trolley program ("Miami Trolley Program") consisting of four (4)
interconnected routes to serve the Health/Stadium District, Brickell/Biseayne, Overtown/Allapattah, and Coral Way areas;
and
WHEREAS, the Miami Trolley Program will enhance connections to existing Miami -Dade Transit ("MDT") MetroBus,
MetroMover, and MetroRail service and augment MDT bus service to create a more efficient multimodal transportation
system and enhance regional transit use; and
WHEREAS, the operation and maintenance of the Miami Trolley Program will be sustained by the twenty percent (20%)
transit portion of the City's annual half -cent transit surtax proceeds which, pursuant to the Miami -Dade County Ordinance,
must be allocated to transit projects; and •
WHEREAS; the City has received grant funding from the State of Florida Department of Transportation to assist with
the operations and maintenance of the Health/Stadium District Trolley -and -the Brickell/Biscayne Trolley fora three (3) year
start-up period; and

WHEREAS, no contribution from the General Fund will be required for the implementation of the Miami Trolley Program;
and
WHEREAS, the City issued Request for Proposals ("REP") No. 256244 on February 11, 2011, for Trolley Services for the
Health/Stadium District and Brickell/Biscayne routes with additional optional routes (Overtown/Allapattah and Coral Way),
and for special events/charter services; and
WHEREAS, an Evaluation Committee ("Committee") established by the City Manager has deemed the top -ranked firm
Limousines of South Florida, Inc. d/b/a LSF Shuttle to.be the most qualified and experienced to provide trolley services for
the City; and
WHEREAS, the Committee recommends that the City Manager seek authorization from the City Commission to
negotiate a Professional Services Agreement ("PSA") for Trolley Operations with the top -ranked firm, LSF Shuttle; and
WHEREAS, the Committee further recommends that, should negotiations fail with LSF Shuttle, the City Manager
negotiate with the second, third, and fourth -ranked firms, in successive order, until a PSA for Trolley Operations is reached;
and
WHEREAS, execution of a PSA for Trolley Operations is contingent upon City Commission approval and execution of
an Interlocal Agreement with Miami -Dade County for Municipal Circulator Services as an express condition precedent to
occur prior to any award of this PSA for Trolley Operations; and
WHEREAS, a draft PSA for Trolley Operations will 'be presented to the Miami City Commission at a future meeting for
approval prior to its execution;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings found in the Preamble to this Resolution are adopted by reference and incorporated
as if fully set forth in this Section.
Section 2. The City Commission endorses the findings and recofnmendations of the Committee as described herein and
authorizes{ 1 } the City Manager to negotiate a PSA for Trolley Operations with the top -ranked firm, Limousines of South
Florida, Inc. d/b/a LSF Shuttle in order to proceed with the implementation of the Health/Stadium District Trolley and the
Brickell/Biscayne Trolley service and the additional optional routes, including, but not limited to, Overtown/Allapattah and
Coral Way, subject to compliance with the City Procurement Ordinance, other applicable laws, and needed delegation from
Miami -Dade County. Subject to the conditions precedent set forth in this Section and in Section 3, this will allow for a draft
PSA for Trolley Operations to be presented to the City Commission at a future meeting for their consideration, approval and
award prior to its execution.
Section 3. The City Commission will consider an award of a PSA for trolley services only after there is an executed
Interlocal Agreement between Miami -Dade County and the City for the provision of Municipal Circulator Services the by
the City. This Interlocal Agreement must be in effect before the City Commission may consider the award of this PSA for
trolley services.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. P}
