Background Information: FPL is proposing the addition of two new nuclear units and new transmission lines to improve the infrastructure of the grid. All proposed routes begin at Turkey Point and end at the substation across the street from the Miami Riverside Building cross through the City of Miami. At the May 12, 2011 it was clarified by the Commission that they would like the Administration to prepare an Agency report recommending denial of the alternate corridor that is proposed by various other municipalities wishing to avoid transmission towers within their jurisdiction. The proposed alternate corridor would depart from FPL's proposed route just northwest of the intersection of SW 97th Avenue and SW 136th Street. From that point, the proposed alternate corridor would run north between SW 107th Avenue and SW 97th Avenue (paralleling the existing transmission lines) to approximately SW 24th Street and then jogging slightly further east of SW 97th Avenue and continuing north to the Flagami substation located at SW 4th Street and SW 92nd Avenue. The proposed alternate corridor would then run east between SW 8th Street and SR 836 to approximately SW/NW 57th Avenue. East of that point, the proposed alternate corridor would continue east between Flagler Street and NW 11th Street to NW 10th Avenue, then jogging between the Miami River and SW 7th Street while continuing east to the FPL Miami Substation. Director Chief City Manager Page 1 of 1 ..Title A RESOLUTION OF THE MIAMI CITY COMMISSION ADOPTING THE AGENCY REPORT FOR THE PROPOSED ALTERNATE CORRIDOR SUBMITTED BY NEIGHBORING MUNICIPALITIES, PREPARED BY THE ADMINISTRATION OF THE CITY OF MIAMI AND THE RECOMMENDATIONS CONTAINED THEREIN, TO BE FILED BY THE CITY MANAGER AND CITY ATTORNEY IN THE MATTER OF FLORIDA POWER AND LIGHT COMPANY, TURKEY POINT UNITS 6 AND 7 POWER PLANT SITING APPLICATION, CASE NO. 09- 003575EPP; FURTHER OBJECTING TO THE ALTERNATE CORRIDOR AS A VIABLE CORRIDOR FOR THE CITY OF MIAMI. ..Body WHEREAS, Florida Power and Light ("FPL") desires to place overhead high voltage transmission lines through the City of Miami ("City"), specifically on US 1 between Turkey Point and Downtown Miami, Florida; and WHEREAS, neighboring municipalities have filed a proposed alternate corridor that the City objects to; and WHEREAS, the proposed alternate corridor departs from FPL's proposed route just northwest of the intersection of Southwest 97th Avenue and Southwest 136th Street, Miami, Florida; and WHEREAS, from that point, the proposed alternate corridor would run north between Southwest 107th Avenue and Southwest 97th Avenue (paralleling the existing transmission lines) to approximately Southwest 24th Street and then jogging slightly further east of Southwest 97th Avenue and continuing north to the Flagami substation located at Southwest 4th Street and Southwest 92nd Avenue, Miami, Florida; and WHEREAS, the proposed alternate corridor would then run east between Southwest 8th Street and State Road 836 to approximately Southwest/Northwest 57th Avenue; and WHEREAS, east of that point, the proposed alternate corridor would continue east between Flagler Street and Northwest 11th Street to Northwest 10th Avenue, Miami, Florida, then jogging between the Miami River and Southwest 7th Street while continuing east to the FPL Miami Substation; and WHEREAS, the City must prepare an agency report discussing the proposed alternate corridor and recommends denial of the alternate corridor along with conditions necessary for certification, if the alternate corridor is certified; and WHEREAS, many experts say transmission lines can be safely placed underground; and WHEREAS, the proposed FPL corridor and alternate corridor for the overhead transmission lines will negatively impact the densely populated City, including residents, businesses, quality of life; and public health, along the routes; and WHEREAS, many experts claim overhead transmission lines may be dangerous to the public due to the electromagnetic fields surrounding the lines; and WHEREAS, members of the public and citizen groups in the City oppose the proposed corridor and the proposed alternate corridor for the transmission lines; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are ' adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission adopts the agency report for the proposed alternate corridor, to be filed by the City Manager and City Attorney, prepared by the Administration of the City and the recommendations contained therein, and further objects to the proposed alternate corridor as a viable corridor for the City, in the matter of Florida Power and Light Company Turkey Point Units 6 and 7 Power Plant Siting Application, CASE NO. 09-003575EPP. Section 3. This Resolution shall become effective immediately upon its adoption and signature by the Mayor.{1} APPROVED AS TO FORM AND CORRECTNESS: JULIE O. BRU CITY ATTORNEY ..Footnote {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, It shall become effective immediately upon override of the veto by the City Commission.
