Background Information: FPL is proposing the addition of two new nuclear units and new transmission lines to improve the infrastructure of the grid. All proposed routes begin at Turkey Point and end at the substation across the street from the Miami Riverside Building cross through the City of Miami. At the May 12, 2011 it was clarified by the Commission that they would like the Administration to prepare an Agency report recommending denial of the corridor that is currently proposed. by FPL traveling from Turkey Point down US 1 then thru the Roads, West Brickell and finally connecting to the Substation in Downtown. Direct riJ Chief City Mana r Page I of 1 ..Title A RESOLUTION OF THE MIAMI CITY COMMISSION REQUESTING THE PUBLIC SERVICE COMMISSION ("PSC") TO REVISIT ITS DECISIONS WHICH CALLED FOR THE COSTS ASSOCIATED WITH THE UNDERGROUNDING OF TRANSMISSION LINES TO BE PAID DIRECTLY BY THE MUNICIPALITY REQUESTING SUCH UNDERGROUNDING, AND FOR THE PSC TO CONSIDER A COST SHARING SCHEME AMONG ALL RATE PAYERS IN FLORIDA FOR UNDERGROUNDING TRANSMISSION LINES FOR SIGNIFICANT PROJECTS WITH MORE THAN 10 MILES OF TRANSMISSION LINES IN HIGHLY DENSE, URBAN AND BUILT OUT COMMUNITIES, BUT MOST PARTICULARLY, FOR THOSE PROJECTS RADIATING DIRECTLY OUT OF NUCLEAR FACILITIES OR IN THOSE PROJECTS ASSOCIATED WITH THE UPGRADE OF NUCLEAR FACILITIES; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE MIAMI-DADE DELEGATION, TO THE MIAMI-DADE LEAGUE OF CITIES, TO THE FLORIDA LEAGUE OF CITIES AND TO THE PUBLIC SERVICE COMMISSION. ..Body WHEREAS, Florida Power and Light ("FPL") desires to place overhead high voltage transmission lines through the City of Miami, ("City") specifically on US 1 between Turkey Point and Downtown Miami, Florida; and WHEREAS, several neighboring cities have proposed an alternate corridor through the areas of Flagami and Allapatah within the City; and WHEREAS, many experts say transmission lines can be safely placed underground; and WHEREAS, the proposed FPL corridor and alternate corridor for the overhead transmission lines will negatively impact the densely populated City, including residents, businesses, quality.of life, and public health, along the routes; and WHEREAS, many experts claim overhead transmission lines may be dangerous to the public due to the electromagnetic fields surrounding the lines; and WHEREAS, members of the public and citizen groups in the City of Miami oppose the transmission lines; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Miami City requests the Public Service Commission ("PSC") to revisit its decisions which called for the costs associated with the undergrounding of transmission lines to be paid directly by the municipality requesting such undergrounding, and for the PSC to consider a cost sharing scheme among all rate payers in Florida for undergrounding transmission lines for significant projects with more than 10 miles of transmission lines in highly •dense; urban and built out communities, but most particularly, for those projects radiating directly out of nuclearfacilities or in those projects • associated with the upgrade of nuclear facilities Section 3. The City Clerk is directed to transm it a copy of this resolution to the Miami -Dade Delegation, to the Miami -Dade League of Cities, to the Florida League of Cities and to the Public Service Commission. Section 4. This Resolution shall become effective immediately upon its adoption and signature by the Mayor.{1} APPROVED AS TO FORM AND CORRECTNESS: JULIE O. Section 3. The City Clerk is directed to transmit a copy of this resolution to the Miami -Dade Delegation, to the Miami -Dade League of Cities, to the Florida League of Cities and to the Public Service Commission.
