ANALYSIS FOR EXCEPTION

The subject proposal seeks an Exception to allow an Elementary and Middle School facility within a Civic Institution
(CI) transect zone, pursuant to Article 4, Table 3, Miami 21 Code and to all regulations and applicable criteria, as
required.
Application requests:
To allow the operation of an Elementary and Middle School Facility in a Civic Institution (CI) Transect Zone.
The subject property is located within the Coral Way NET and consists of one parcel comprising of 9.91 acres, bound
to the north by SW 27th Lane, to the east by SW 31st Avenue, to the south by South Dixie Highway, and to the west
by SW 32nd Avenue, as described in Exhibit "A" (Complete legal description in on file with the Hearing Boards
Section).
Review and analysis of the proposed application finds that:
■ The subject property is currently operated by the Boys and Girls Club of Miami.
■ The proposed new Elementary and Middle School use would take place at different schedules (during
school hours) in order to share both uses within the subject property, allowing for best and maximum use of
an existing facility.
■ The proposed Mater Academy Charter School will operate Monday to Friday from 7:30 am to 3:30 pm.
■ The existing Boys and Girls Club program will program continue its operation from 2:00 pm to 7:00 pm
• The subject property has Civic Institution (CI) Transect Zone, zoning designation.
• The new proposed use (Elementary School) within a CI zoning designation is allowed under Article 4,
Table 3, of the Miami 21 Code only by Exception.
■ The proposed use is compatible with and beneficial to the area by providing a service to the community.
• The current facility is situated within a .91 acre parcel that provides expansive areas for both uses. As such
there should be no adverse affect to the surrounding areas.
Based on the aforementioned, the Planning Department recommends approval with the following conditions
of the plan as presented, which must be reviewed and approved by the Planning Department prior to the
issuance of any Building permits:
1. Provide construction details indicating materials and dimensions of proposed drop off area.
2. Provide a Traffic Study to the City of Miami Office of Transportation
