Gentlemen:

As you know, our client has been diligently working for more than 10 years on the
Flagstone Island Gardens Project to be developed on Watson Island. This project will be an
historic development, which will provide millions of dollars in revenue to the City of Miami,
thousands of jobs in the construction, retail and other fields, a tremendous addition to our
tourism industry and will include the first new mega yacht marina to be developed in Miami in
decades. Our client has spent millions of dollars towards the development of this project since
its inception and is proud to be associated with such a tremendous opportunity for the City .
We hereby commit to you, the Mayor and Commissioners of the City of Miami, that: (a)
our client is in agreement with all points of the transaction as negotiated through yesterday with
the City administration, and (b) our client will provide to the City of Miami a cashier's check in
the amount of $200,000 upon the approval of this transaction by the City Commission.
Sincerely,
cc: Mr. Mehmet Bavraktar
