MIGOYA Chief I'n)eurementOfficer City 'tanager ADDENDUM NO. 1 IFB NO. 204189 May 26, 2010 Invitation For Bids for Demolition Services TO: ALL PROSPECTIVE BIDDERS: The following changes, additions, clarifications, and deletions amend the Bid Documents of the above captioned IFB, and shall become an integral part of the Contract Documents. Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. Please note the contents herein and reflect same on the documents you have on hand. The following is the City's answers to questions received from prospective bidders: Q1: Under "Specifications", page 41 of 43, you state "Bids must include a price for abandonment of septic tanks, and this item will be awarded in part with the demolition of the above structure(s), as applicable and will be quoted on a "per tank" basis." We do not see a line item for "septic tank abandonment" in the quote sheet. There is a line item for "sewer capping", but not for septic tanks. We all know these are two different plumbing procedures and the price for sewer capping and tank abandonment differs. What do we do? Where do we show the per unit price for each tank abandonment? Al: A new line item has been added for "septic tank abandonment". Q2: The request for quotes for 1. Asbestos survey and Lead surveys do not differentiate between residential and commercial. There is a vast difference for an asbestos or lead survey on a residential structure versus a commercial structure. Without providing the bidder with these distinctions the bidder may underestimate the price and compromise the bid OR the bidder may overestimate the price and overcharge the City. I believe you should provide the bidder with these distinctions and provide separate line items for residential and commercial structures. A2: A new line item has been added for asbestos survey for residential structure and one for commercial structure, as well as a line item for lead survey for residential structure and one for commercial structure. Q3: There is no line item for the cost per hour of either a lead or asbestos supervisor. If one is required due to the presence of asbestos or lead which will then have to be abated or removed, how is the Contractor paid. I believe you should provide a line item for this. This may very costly. A3: Asbestos abatement and lead removal services are not part of this contract. These services are handled through a separate existing City contract. Page 1 of 3 Addendum No. 1 May 26, 2010 Q4: If you do not provide a line item for a lead or asbestos supervisor, will the City reimburse the Contractor for this? A4: Refer to A3 Q5: In the event there is asbestos and/or lead present, will the City reimburse the Contractor for the abatement? Again, these procedures can be very expensive. A5: Refer to A3. Q6: How do we fill out items 1.10, 1.11, 2.10 and 2.11 for tipping and permit fees, if these are passed through to the City at cost? A6: Items 1.10, 1.11, 2.10. and 2.11 have been removed from the IFB document. Please refer to Section 2.33. and 2.34 of the Special Conditions regarding fees at pass through. Q7: You have a line item for permits. Again there is no distinction for residential, commercial. The price may differ. A7: Refer to A6. Q8: There is no line item for DERM permits. So, in the event asbestos of lead survey is required, will the City reimburse the Contractor for the costs of these permits? A8: Refer to A6. Q9: By "tipping services," do you mean C&D (construction and demolition debris) disposal? Do you want us to specify this on a "per yard" basis"? A9: Yes. Refer to A6. Q10: Your previous Contract reimbursed the Contractor for hauling away the debris. There is no provision in this Contract for such reimbursement. Consequently, do you want the Contractor to include the "hauling" in the "demolition" line item or in the "tipping" line item. A10: The hauling away of debris is to be included in the demolition line item. The tipping fee line item has been removed from the IFB. Refer to Section 2.34 of the Special Conditions for information regarding tipping fees. Q11: We are unclear. Are you going to require a bid bond with the submission of our bid? If so, for how much? All: There is no bid bond or performance bond requirement for this bid. Q12: The "lead paint report" required and applicable only to Group 2, bears a cost. Will the City reimburse the Contractor for this or should the Contractor include it in the Lead Survey line item. Or another possibility is that you provide us with a line item for Group 2 for the lead paint report. Al2: Section 3.8. shall be amended as follows: The Contractor shall provide a lead based paint report survey notifying the City of the presence or detection of any lead based paint or other hazardous type materials found in structures scheduled for demolition, in compliance with Federal, State, and Local Laws and Codes. Page 2 of 3 Addendum No. 1 May 26, 2010 Q13: On page 40 you state " Costs for all Permit and License Fees will be charged- as a passed through -to the City of Miami" What does this mean? Is the City paying, or reimbursing us for any and all permits. Kindly elucidate on the meaning of this paragraph. A13: Refer to Section 2.33 and 2.34 of the Special Conditions. Q14: Can the bid be submitted by hard copies or is it compulsory for us to do use the website? A14: The City encourages to you to submit your bid response electronically; however, you can submit a hardcopy, pursuant Section 1.79. Q15: Have you generated any addenda to this Contract. If so, how many? A15: No. This is the first addendum issued for IFB 204189. Q16: When you mentioned square footage, is this included the roof, the slab and importantly the four sides of the building plus whatever partition inside? A16: Refer to Section 3.2. of the Specifications/Scope of Work. Q17: There are some sections of the bid package that have optional, this means that I really don't have to give the section a price, is this true? A17: Pricing is to be provided for all items, including optional items listed. Q18: Are driveways that are not attached to the structure to be included in the demolition scope of the job? A18: No. Driveways will be covered under the line item for "slabs". Q19: About Attachment C: It is mandatory to fill out SECTION 3 Forms? Or it will be after the bid win? A19: In Attachment C, the Section 3 forms are not required to be submitted at the time of bid submission, but rather required to be completed by the recommended vendor within ten (10) days of notification of intended award. Q20: Attachment C Page 30; It is mandatory to sign this form a CPA Accountant? Because we are small business and only we use CPA on Income Tax services. A20: This form is optional.
