The Civilian Investigative Panel (CIP) respectfully requests placement of an item on the April 8,
2010 agenda of the City Commission to approve a Resolution retroactively appointing Carol A.
Abia to the position of Executive Director of the Civilian Investigative Panel for the period
January 22, 2009 to September 30, 2009 at an annual rate of $135,000.
BACKGROUND
On January 22, 2009 the CIP, by majority vote, terminated its Executive Director and
temporarily appointed Ms. Abia, then the Assistant Director, to serve as interim Executive
Director until recruitment was conducted and an appointment made for a new Executive
Director. The CIP voted to increase the salary of Ms. Abia from $106,838.74 annually to
$135,000 annually. The difference therefore to be paid to Ms. Abia for the period January 22,
2009 to September 30, 2009 is for an amount not to exceed $18,500.00. These actions were
taken prior to the City Manager's hiring freeze of May 7, 2009. Additionally, the CIP accrued
funds in its Fiscal Year 2009 budget to meet this commitment.
Attached hereto is an excerpt from the officially transcribed Minutes of the January 22, 2009
meeting of the Civilian Investigative Panel covering the CIP' s discussion and action on the
appointment of and compensation for Ms. Abia.
