The Civilian Investigative Panel (CIP) respectfully requests that the City Commission consider
and adopt the attached Resolution to be presented by the Civilian Investigative Panel at the April
8, 2010 City Commission meeting. The legislation proposes that the City Commission
retroactively approve the appointment of Carol A. Abia to the position of Executive Director of
the Civilian Investigative Panel for the period January 22, 2009 to September 30, 2009 with
compensation at an annual rate of $135,000.
BACKGROUND
On January 22, 2009 the CIP, by majority vote, terminated the appointment of its Executive
Director and temporarily appointed Carol Abia, then Assistant Director, to serve as interim
Executive Director until recruitment was conducted and an appointment made for a new
Executive Director. The CIP voted to increase the salary of Ms. Abia from $106,838.74
annually to $135,000 annually. The difference to be paid to Ms. Abia for the period January 22,
2009 to September 30, 2009 is for an amount not to exceed $18,500.00. These actions were
taken prior to the City Manager's hiring freeze of May 7, 2009. Additionally, the CIP accrued
funds in its Fiscal Year 2009 budget to meet this commitment.
Attached hereto is an excerpt from the officially transcribed Minutes of the January 22, 2009
meeting of the Civilian Investigative Panel covering the CIP's discussion and action on the
appointment of and compensation for Ms. Abia.
