Dear City of Miami Historic and Environmental Preservation Board Members,
Statement of Purpose:
On behalf of the firms of Zyscovich Architects and Curtis and Rogers Landscape Architects,
along with Miami Dade County Public Schools, I am writing this letter to Appeal the
Disapproval of Tree Removal Permit Application #09-428.
The Application was for the removal of 8 trees within the SW 3rd Street Right -of -Way, South
of the School. This was done in order to provide the recommended and approved traffic flow
around the school, and due to the fact that the trees are on the Miami -Dade County
Prohibited Species List, the removal of which is allowed.
The overall design of the campus has responded to both on -site and off -site issues as
outlined below. The community character of the surrounding neighborhood is of importance
to the project, and wherever possible, we have worked diligently to preserve or enhance it:
requested improvements by Public Agency review along 24th Avenue would have required
the elimination of existing Tamarind trees within the Right -of -Way: we have argued to
preserve those Street trees as they are.
Community Character:
It has been the goal of the Historic Restoration and Additions to Miami Senior High School to
retain and enhance all aspects of the community character of this significant campus, on
both the State and National Register of Historic Places.
Colombia Park has been significantly improved as part of this project with additional
landscaping, plantings and community access, and the site design for both Buildings and
Parking has been carefully constructed to maintain the Historical perspective of the School
while improving conditions to current standards.
Traffic:
The required additions and their associated parking have been provided close to the
large volume traffic roads: West Flagler Street to the North, and SW 24th and 25thAvenues to
the West and East, in an overall goal of the project planning effort to best manage and

Parent drop-offs and bus drop-off for disabled students have been located as close as
possible to the North Entrance of the School. To alleviate the potential conditions of on -
street parking, loitering and congestion, the School, as part of this same project, will be
providing a Parking garage of more than 220 off-street spaces.
By providing bus parking on the South of the campus, drop-off and student parking will be
contained to SW 24th and 25in Avenues and the parking lots to the North of the School, which
is a substantial improvement over current situation. Currently, the surrounding streets are
used for drop-off and student parking around the entire perimeter of the school, including
unimproved swales. The proposed plan will include no parking or storage of Buses along
SW 3ra Street: in fact, the bus drop-off will be used only during two limited periods of the day.
We have been working closely with the City of Miami and Miami -Dade County Public
Works to improve traffic conditions throughout the area.
Trees:
The trees in question in the Right -of -Way are Bischofia, on the prohibited list of trees in
Dade County. Additional native trees are being added along the south property line of the
school campus to provide shade and visual buffer over time. We have currently provided as
a form of visual screening, seven Green Buttonwood trees (Conocarpus Erectus) within our
property, along the boundary with SW 3ra Street.* These native trees will be preferable to the
existing trees, which are infeasible to relocate. If needed, additional planting could be
provided to help maintain the existing character of the street. *
*Amended to provide 12 Live Oak.

Other Plants to Avoid When Landscaping Homes in Miami -Dade County
Many landscape plants are not a problem for our natural resources. However, a few are so invasive that they have completely overrun
natural forests and crowded out ram and unique plants found nowhere else in the world. Each year, it costs the public thousands of
dollars per acre to protect our natural areas from these exotic pest plants.
You can help by avoiding plants that are known to be invasive. The following list is reprinted from the 199R Miami -Dade County
Landscaping Manual. These species may not be planted within 500 feet of the native plant community they are known to invade.
