The Traffic Engineering Division did not find the proposed recommendation acceptable due to Florida Statue 316.1945: No stopping, standing or parking permitted within an intersection. In addition, the proposed condition of combined activity of bus circulation with regular vehicular traffic is not acceptable by Code. Many residents have informed me that they were not notified of the future changes that were planned in this area and were not involved in the process. Zoning Classification:.'M-DCPS property is zoned G/I (Government lnstitutional),with three exceptions. The piece labeled with a red A on the map below is the two 50' lots forming the west half of the driver's education range, zoned R-2 abutting the. G/I zone to. the east. Another is labeled B, which is the single 50' lot one a piece of R-2 property. The third is labeled C which areseven lots zoned R-1,to the eastend of the athletic field facing SW :24th Avenue Zonal g = _ (north to top) 2. Vacation of SW .I st Street Required: SW I st Street will be vacated at the block in front of the school.This will require a re -plat of the property, anticipated to take/approximately 6 months according to the City. In reality, the street is already closed at the start and end of the school day.A pedestrian street somewhat narrower and closer to the school than the existing will be constructed in its place.This street will be left open for emergency and security vehicle access only; the arcades connecting to the two new buildings to the north of the existing school will be high enough for fire trucks at the center.The footprint of the new buildings will sit over the vacated ROW. Public utilities in the ROW will be relocated. 3. Vacation of a Portion of the Right -of way at SW 24th Avenue A small vacated portion of the ROW is proposed at the jog in SW 24th Avenue and SW 2" Street. The ROW is currently indented into the property for no apparent reason.The exact location is just above the red C on the previous zoning map. This should also be picked up while the property is undergoing a re - plat This will allow the creation of an adequate service. / delivery function. Currently, this space has a surplus of asphalt pavement not used productively, with some occupancy of the right of way by the school (see survey). The proposed service and delivery area will be gated. It will replace a very unsightly exterior delivery and garbage area at the front of school at the corner of SW Pt Street and SW 24th Avenue. Overall, this will be a large aesthetic improvement. 4. Dedication of Right-of-way to the City / Monument :Island: The southeast corner of the site (SW _.3rd Street & SW 24th Avenue) is anticipated to require an increased turning radius for school buses. Buses are expected to primarily arrive from Flagler Street as left turns off of Beacom: Boulevard will be dangerous due to the non -signalized intersection. The aforementioned intersection currently prohibits . buses from making the right turn onto SW 3rd Street due to the acute angle. The intersection is problematic for automobiles as well, and the redesign should make a safer street configuration (see southwest corner of site plan). A resulting benefit will be the Monument Island created by the new configuration. There are several alternatives for the design of this island; an obelisk is shown in the Master Plan, however it could alternatively be a landscape island. This roadway reconfiguration and dedication of right-of-way should be picked up in the re -plat mentioned above. .404 ZY '.COVICH ItikitsirtiOnGro Urban Planning and Zoning Analysis 5. Other Traffic Impacts of the Plan: Please refer to the PBS&J traffic opinion letter; which was included in the basic services, This is to be followed with an expanded traffic study expected to be completed a short time after the basic Master Plan is due to be completed. The initial traffic observations by the Traffic Consultant did not suggest any major changes • to the street designs other than those outlined in #3 and #5 above. 6. On -street Bus Lanes, Parent Drop-off and Parking: As SW 1st Street is proposed for closure, the school buses that pick-up and drop-off there now will be moved to a curbside lane along SW 3rd Street to' -the .south and SW 25th Avenue to the, west. Parent drop-off will be accommodated along SW 24th Avenue and on the blockof SW 25th Street west of Colombia Park. These, bus and, parent' drop- ; off .zones will have to be conspicuously signed' and marked: Some on -street parking directly: adjacent to the school property on the same` side of the street; is being removed to enhance the; space for buses and the parent drop off. 7. Landscaping Enhancements at the Site Perimeter: The two new parking areas at the front of the school; totaling 190 spaces will be reconstructed to be heavily planted with shade trees (bosques).This will 'minimize the visual impact of the parking and reduce the heat-island effect of exposed asphalt, while increasing permeability, The perimeter of the site is recommended for a combination of street trees and estate fencing to convey a quality irnage compatible with the historic nature of the school. Please refer to the Landscape Architect's component of the Master Plan for additional information. New Parking Garage; The three -level garage proposed for the northwest corner of SW 25th Avenue and SW 3r Street of approximately . 230 spaces will be the height of a two-story building, It is approximately 24 feet to the parapet and the third level is the roof..The building is shown with an approximately 8' landscaped buffer at the adjoining residential properties to the west, and also from the streets at the north and south.The building is pushed as close to SW 25th Street as possible with a planting strip,• in place of the on -street parkingfor trees to buffer the east side of the garage.A plaza is proposed across from the gym entrance This beneficial feature will allow for open space in response to the historic gym facade and will provide overflow pedestrian space for gym events. Top level garage lighting should utilize cut-off fixtures to shield the adjoining properties. 9. Streetscape. Design of SW 25th Avenue: For thisstreet, the redesignshould take into account the high volume of pedestrian crossings due to parking and the ball courts. The .formality of the crosswalks, landscape and hardscape design, and reducedspeed limit signage should all be considered. The gym can also be used for community events in addition to its primary school -based recreational use. A small museum of the history of Miami High is proposed to be added in the "living room", a space once used in conjunction with home economics courses.This once elegant room facing the east courtyard will be made accessible to the public during school hours for this new function. Improved green space on the grounds of the campus and at the perimeter will greatly improve the aesthetic quality of the site. Landscaping in the right-of-ways and careful attention to street improvements. will complete the return of the school to the position of prominence in the community that 'it once held: Urban Planning and Zoning Analysis In Conclusion Benefits to the Neighborhood: The above urban design issues were addressed throughout the Master Plan process.The totality of the Plan's response to these and other key issues of the project provides several important benefits that will amount to a large improvement of the surrounding neighborhood. These benefits are, in summary, as follows: • A full historic rehabilitation to the school, a National Register Historic Landmark, is proposed. Typically, adjacency to such a landmark in restored condition is a positive force to neighborhood • property values. Enhancement of the cultural and academic programs of the high school will begreatly improved with the execution of this project. The evening adult education program ; will offer enhanced vocational opportunities in a convenient location for residents, of the` area. Culturally, the school possesses one of the Most, impressive auditoriumsin the State of Florida. CH, nGrovp Sirs: City of Miami Historic and Environmental Preservation Board. living at: oppose the removal of trees on SW 3' Street between 24 and 25th Avenue for the following reasons: • How is it possible that they think to remove the 8 trees which are more than 30 years old, and they do not think to replace them (a residential street without trees?) This has no other name than the destruction of the environment, "Plant trees, don't cut them" "plant a tree and you will give shade" The plans do not show replacement of trees on the street. • Traffic, congestion, noise, plus the parking of 14 school buses, 700 students waiting for buses - this is a residential zone? • This is a residential zone and not commercial, the residential "atmosphere" will be lost with the new transformation of 3' Street. • Please, build your parking lot where it will not prejudice the residents of 3rd Street. We have enough with the problems which happen now (trash, traffic, and delinquency) and that we have had in the past, the plans show the removal of the high fence of the school, made taller because of the problems occurring during 2007 in the baseball practice, because the baseballs were falling on our homes, roofs, windows, and cars. In some cases hitting people who were walking in their own gardens (that which resulted in notification to the school principal and coach Mr. Suarez). • Removing these trees will not have shade on this block, why sacrifice them? And why would you cut down part of the history of Miami High? Date 'PS.
