(c) The following types of trees are considered to be undesirable exotic species or
otherwise undesirable and shall be exempt from the provisions of this article relating to
permit fees and application fees:
(1) Melaleuca quinquenervia (cajeput or paperbark tree).
(2) Casuarina equisetifolia (Australian pine, beefwood).
(3) Casuarina glauca (Brazilian oak, scaly bark beefwood).
(4) Schinus terebinthifolius (Brazilian pepper).
(5) Bischofia javanica (bishopwood).
(6) Ricinus communis (castor bean).
(7) Trees which are no longer viable.
(8) Trees which are required to be removed by law.
(d) Nothing in this article shall be construed to prevent th
e pruning

necessary for proper landscape maintenance and safety, provided

percent of the crown or foliage is removed. Root pruning may be carried out by a
