Kemp, Director Department of Fire -Rescue DATE: SUBJECT : !REFERENCES : Janwuy 21, 2010 Grant Funded Positions FILE : I want to thank you for meeting with CFO Lany Spring, Directors Michael Boudreaux and Diana Gomez, Deputy Fie Chief Reginald Duren and Assistant Fire Chief of Emergency Management Allen. Joyce, on January 19, 2010 regarding the above subject matter. This Memo is to memorialize the discussion that took place and acquire your approval to move forward with the action plan as listed below. Chief Joyce reviewed the need to ,acquire six (6) Grant funded positions and to hire `Unclassified Exempt' employees to fill these positions. The chart that he provided specibe-illy called for two (2) Fiscal Assistant positions, three (3) Administrative Aide 11 positions, and one (1) Grant Drama Manager for a total of six (6) positions. All six (6) of these positions will be entirely grant funded. When the grant funding can no longer support these positions, they will he terminated. Requested Action Plan: 1. Increase Fire -Rescue's Table of Organization by 6 Civilian positions (if necessary acquire City Commission approval). 2. Approve the hiring of 6 grant funded Unclassified/Exempt positions 13 of the positions will be funded by UASI grants and 3 will be funded by the Mrninastrative Costs received from the F +D/fA. Public Assistance Program wojects, Hazard Mitigation and Pre - Disaster Mitigation projects). 3. Effective immediately, place all Administrative Costs received from the above FEMA awards/projects into the City's `Emergency Ptm.ds" account These funds will be used solely to pay the "Salaries and Costs" of the 3 new FEMA grant funded positions. 02/02/2010 13:45 3054165444 MIAMI FIRE RESCUE PAGE 02/02 Page 2 Daclmd on Grants: Urban Area Security Initiative (UAW): The City has responsibility to manage the 2003 to 2010 UAS1 awards. This comprises of eight (8) awards totaling $108,998,353.00. Due ID the amount of awards, their S ancial and programmatic complexity (including audits) and the continued benefit they bring to the City, there is a need to acquue one (1) Pragcaxu Manager (to handle the Programmatic portion of the grant as we move away from depending largely on an outside consultant), one (1) Administrative Aide II (to handle Equipment Inventory, credential, web EOC software and Emergency Notification software) and one (1) Administrative Aide 11 (to help manage the hundreds of separate projects that are associated with these awards).
