An employee of this class is responsible for reviewing existing appropriations, revenue sources, and budgets for accuracy, appropriate usage and recommendations. Duties may include responsibility for diversified budget control work involving the establishment and maintenance of records necessary for control purposes, making recommendations conceming redistribution of funds based on past, current or unanticipated needs, and related work involving some degree of discretion and judgment in its performance. This job is not of a routine, clerical, or ministerial nature and requires some degree of independent judgment. Work is supervised and reviewed by a higher level administrative, technical or professional employee. The duties of this position include. but are not limited to, the following: performs responsible staff work in budget preparation and review, involving personnel, economic considerations, cost analysis and review of budgetary procedures; reviews and appraises financial and operating controls within a department; evaluates the reliability of accounting data provided for budgetary matters; assists in monitoring and compiling data for specializing reports; evaluates the degree of compliance with ordinances and established policies and procedures; reviews budgetary procedures for accuracy, applicability, and administrative control; and performs other related work as required. MINIMUM REQUIREMENTS: Bachelor's degree in Public Administration, Business Administration, Accounting. Finance, or a related field. Some responsible administrative experience is desirable. Proficiency with automated financial software applications is desirable. Work involves the studying of special administrative problems and development of improved systems and procedures designed to improve efficiency of the agency. An employee of this class may be called on to represent the Department Head at various conferences and meetings, following guidelines and policies. Direct supervision may be exercised over clerical subordinates. Administrative supervision is received through detailed indications of desired objectives, goals and programs. This class is distinguished from subordinate classes by the amount of action expected from an employee of this class. ESSENTIAL FUNCTIONS: Conducts surveys and collects information on operational and administrative problems. Analyzes findings and makes reports of practical solutions. Assists with the preparation and administration of the annual budget for a department or of contracts or subcontracts. Researches and compiles data for and prepares monthly, annual and special reports. Makes interpretations and recommendations for improvement of administrative planning, organization and operation. May answer a variety of correspondence for supervisor. Coordinates various phases of work with the work of other departments or divisions, such as certain fiscal, legislation. accounting, record keeping, special projects, grants, contracts. and budgetary business, personnel matters, and liaison functions of a limited administrative nature. Supervises clerical and other subordinates engaged in a variety of activities. Performs other related work as required. MINIMUM REQUIREMENTS: Associate's degree or the equivalent in college credits with major course work in Public or Business Administration. Considerable (2 — 4 years) experience in a variety of responsible administrative or clerical assignments, preferably in the public sector. OR Equivalent combination of training and experience beyond a high school diploma. DESIRABLE KNOWLEDGE ABILITIES AND SKILLS: Thorough knowledge of the principles and practices of office management. Considerable knowledge of the laws, regulations and practices governing the area of assignment. Considerable knowledge of the practices and procedures necessary for area of assignment.
