SUBJECT: Pocket Item change to the City's
HUD Program year

The city of Miami program year runs from October 1 through September 30. As such,
the city's program year is actually exactly 12 months behind the Federal Fiscal Year
from which funds are provided. The Consolidated Community Development Block Grant
Planning regulations allow grantees to select a program year start date between January
1 and October 1. The movement of the Program year closer to the start of the Federal
Fiscal year would move substantial resources (approximately $24 Million) of CDBG,
HOME, ESG, and HOPWA to an earlier start.
It is not efficient for the City to start its program year one year behind the Federal Fiscal
year. The monies approved by Congress are not allocated to the City of Miami till one
year after the beginning of the fiscal year.
The Community Development Block Grant Planning Regulations allow Grantee to select
a program year start date between January 1st and October 1st. Since the City is right
now at the last legally acceptable date the City could move forward the date as much as
nine (9) months.
The more we move the year back the shorter this coming year will be. So the following
year that starts Oct 1st could range from as short as 3 months to 12 months (if no action
is taken). The shorter the year the earlier we will be able to bring Federal resources to
the City. The problem with shortening the year is that we cannot have a balance in
excess of 1 '/: years of cash in our letter of credit. The first year of this action must
be well planned to have the projects ready to go so we can expend the funds
expeditiously. Programs that will create challenges are both the HOPWA program and
the HOME program that will require coming up with new initiatives to meet program
guidelines. The advantage is that we will be able to solve the problems associated with
public Service funding for the next two years while bringing significant resources at an
earlier date to the City.
