M.1 — Update on Pension
and Union Negotiations

The purpose of this memorandum is to report to the City Commission the progress the
Administration and Union leaders have made thus far to mitigate the rising cost of pensions. In
recent weeks, the City Manager has met with Union leaders to discuss the viability of different
options. The Administration's focus has been on differentiating between long term and short
term solutions, as we recognize the need to balance the City's budget, as well as provide stability
for future generations of the City of Miami. As requested by the City Commission, the City's
actuary, Mr. Mike Tierney, has met with all of the elected officials to discuss in more detail the
City's current pension obligations and projections for the next five years.
The timeline for discussions/negotiations to commence is fast approaching. As per the collective
bargaining agreements with the FOP, Detention Officers, AFSCME-Local 1907, and AFSCME-
Local 871, on or before April 1, 2010, the above mentioned Unions shall notify the City in
writing of their intention to renegotiate the agreements in force. Thereafter, on or before May 1,
2010, the City will present the above mentioned Unions with proposals it desires to negotiate.
The Administration will be scheduling executive sessions with the elected officials to provide
up-to-date briefings throughout this process.
The goal for the City continues to be stability, affordability, and predictability. The Unions and
Administration continue to work diligently towards a plan that will provide our employees with a
competitive but affordable pension in these trying times.
