A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING, AUTHORIZING, AND DIRECTING THE CITY MANAGER TO
UNDERTAKE THIS AMENDMENT IN ORDER TO ADD TO AND TO REVISE CAPITAL
PROJECTS IN THE CITY OF MIAMI'S ("CITY") FISCAL YEAR 2023-2024 MULTI-
YEAR CAPITAL PLAN ADOPTED ON SEPTEMBER 9, 2023, PURSUANT TO
RESOLUTION NO. R-23-0376 ("ADOPTED CAPITAL PLAN"), AS SUBSEQUENTLY
AMENDED, APPROPRIATING FUNDS FROM THE DISTRICT 3 COMMISSIONER'S
SHARE OF THE CITY OF MIAMI'S ("CITY") MIAMI FOR EVERYONE ("MFE")
PROGRAM IN A TOTAL AMOUNT NOT TO EXCEED ONE MILLION, FOUR
HUNDRED FIFTY-THREE AND 00/100 DOLLARS ($1,453,000.00) TO THE NEW
WOODSIDE MINI PARK PROJECT, PROJECT NO. 40-B193517; SUBJECT TO
APPLICABLE REQUIREMENTS OF ALL FEDERAL, STATE, AND LOCAL LAWS,
INCLUDING THE CHARTER OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AND
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, IN FORMS ACCEPTABLE
TO THE CITY ATTORNEY, FOR SAID PURPOSE; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE, ANY AND ALL DOCUMENTS,
INCLUDING, BUT NOT LIMITED TO, AGREEMENTS, AMENDMENTS,
MODIFICATIONS, AND MEMORANDUM OF UNDERSTANDING, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, NECESSARY FOR THE PURPOSES
STATED HEREIN; RATIFYING, APPROVING, AND CONFIRMING CERTAIN
NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY
DEPARTMENTS IN ORDER TO UPDATE THE CAPITAL PLAN, RELEVANT
FINANCIAL CONTROLS, AND COMPUTER SYSTEMS IN CONNECTION
THEREWITH, FOR PROJECT CLOSE-OUTS, AND FOR GRANTS AND OTHER
FUNDING SOURCES IN PROGRESS IN CONNECTION HEREWITH; AUTHORIZING
THE CITY MANAGER AND OTHER APPROPRIATE OFFICERS, EMPLOYEES, AND
AGENTS OF THE CITY AS STATED HEREIN TO TAKE SUCH ACTIONS AS MAY BE
NECESSARY TO CARRY OUT THE PURPOSES OF THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.

NECESSARY TO CARRY OUT THE PURPOSES OF THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on April 13, 2023, pursuant to Resolution No. R-23-0178, the City of Miami
("City") created the Miami For Everyone ("MFE") Program to assist communities facing the long-
term complications resulting from declared emergencies and to address the specific needs of
the most vulnerable residents and businesses, through a strategy of focusing the provision of
support towards priority areas of need that will further stabilize economic conditions within City
Districts; and
WHEREAS, the Office of the District 3 Commissioner submitted a grant application,
attached and incorporated herein as Exhibit "A", to the City of Miami ("City") for MFE Program
funds, to fund the construction of the new Woodside Mini Park located at approximately
3691/3699/3701 Southwest 1st Avenue ("Project"); and
WHEREAS, the City's District 3 Commissioner ("Commissioner") wishes to provide grant
funds from the Commissioner's share of the City's MFE Program funds in an amount not to
exceed One Million, Four Hundred Fifty -Three Thousand and 00/100 Dollars ($1,453,000.00)
("Funds") for the Project; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, all in forms acceptable to the City
Attorney, for the allocation of the Funds for the Program; and
WHEREAS, except for such changes as set forth herein, all previous appropriations
remain authorized to continue as previously approved City of Miami ("City") capital projects
(new, revised, and continued projects) according to the Fiscal Year 2023-2024 Multi -Year
Capital Plan adopted on September 9, 2023 pursuant to Resolution No. R-23-0376, as
subsequently amended ("Adopted Capital Plan"); and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is approved and authorized' to allocate and appropriate
the Funds from the Commissioner's share of the City's MFE Program funds for the Project.
Section 3. The City Manager is further authorized' to negotiate and execute any and all
documents necessary, modifications, and amendments, all in forms acceptable to the City
Attorney, for said purpose.
Section 4. Certain necessary actions by the City Manager and designated City officials
and departments made in order to update the Capital Plan, relevant financial controls and
computer systems in connection therewith, for project close-outs, and for grants and other
funding sources in progress in connection herewith are ratified, approved, and confirmed.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
