Purpose of Item: A resolution of the Miami City Commission, accepting the recommendations of the Grove Area traffic calming study, dated May 2008, prepared by Marlin Engineering, Inc. Resolution accepts the recommendation of a traffic circle for the intersection of Matilda St. and Day Ave., approves implementation of the project subject to further approval of the Miami -Dade County Traffic Engineering Division ("MDCTED"), and requests MDCTED consider the proposed traffic flow modification. Background Information: At the request of the Coconut Grove Neighborhood, the Capital Improvements Program (CIP) performed a traffic calming study. C1P secured the services of Marlin Engineering, Inc. to collect existing traffic information to address traffic conditions and residents concerns. The study recommended installation of a traffic circle at the intersection of Matilda Street and Day Avenue, which will reduce vehicular speeds, minimize traffic intrusion and reduce vehicular conflicts at the location. MDTED preliminarily approved the findings of the traffic calming study, approving, with conditions, the recommendation of a traffic circle for the intersection of Matilda Street and Day Avenue. The approval is subject to the City obtaining concurrence from affected agencies and affected residents and/or property owners. Though concurrence was obtained from the affected agencies of Fire, Police, Public School System and Solid Waste, the ballot process failed to obtain consensus from the required 100% of residents and/or property owners directly adjacent to the proposed modification. MDCTED procedures for traffic flow modification establish that in lieu of concurrence from affected residents and/or property owners, a municipality may pass a resolution, after a public hearing, requesting MDCTED to consider the proposed traffic flow modification. This resolution is therefore required in order to obtain final approval from MDCTED to implement the recommendations of the traffic study. Budget Impact Analysis NO Is this item related to revenue?
