Mission
The mission of the Community Relations Board is to:
• Work proactively to identify and relieve intergroup conflicts
before crises arise;
• Identify and contain, as quickly as possible, community
tensions;
• Develop bridges of understanding and support programs in the
community;
• Foster understanding, communication, and mutual respect;
• Develop and support local or city based Community Relations
Boards throughout the county

The City of Miami Community Relations Board was created by an ordinance
of the City Commission and it recruits representatives of the various social,
racial, religious, linguistic, cultural, economic, and geographic groups
comprising the population of this City and include leaders of government,
business, religious and educational institutions, civic organizations and other
appropriate community leaders."

Each member appointed shall be a resident of the City of Miami with an

I am currently on the board of Centro de Orientacion del Inmigrante in Little Havana, and until
recently I was on the board of the Miami Writers' Association. I also anticipate being active in the
neighborhood civic association in my area, the Shenandoah Neighborhood Homeowners Association.
As an attorney who .works closely with community -based organizations, I have close working
relationships with the Mobile Homes Council (across Miami -Dade County), Vecinos Unidos (Little
Havana), WeCount (Homestead), and the Florida Immigrant Coalition (local members of statewide
network).
Community Interests:
In addition to my work with community groups, I am interested in the arts, particularly poetry and the
spoken word. I also practice Buddhism and, with roots in 'Christianity, I have recently begun
exploring the connections between the two. Inspired by my mother's involvement in fostering
interfaith dialogue between Christians and Muslims, I have begun to explore a possible role for myself
in interfaith dialogue.
Additional Information:
Interestingly, I recently have had to acknowledge dual roles in my professional and personal life. As
one who works with many tenants' rights groups I have participated in drafting a model lease that is
friendly to renters and maximally protects their rights. However, now that I own property I have also
recently become a landlord. Being a landlord and sharing with colleagues and friends who own
property and have tenants, I have had to confront the challenges and worries of being on the other side
of the model lease that I myself have helped to craft. Being a "high -road" landlord has not been easy,
and though it has not tempered my advocacy of tenants' rights it has helped me to understand more
fully the challenges that landlords also face.

QUESTIONNAIRE FOR CANDIDATES FOR NORMINATION TO SERVE ON THE CITY
OF MIAMI COMMUNITY RELATIONS BOARD
CANDIDATE'S NAME Jose Javier Rodriguez
1. Why would you like to serve on the Community Relations Board?
My interest in serving on the CRB is a natural outgrowth of my commitment to community. Serving
my city in this capacity would give me a chance to leverage my relationships in the community and
apply my skills more directly to the task of helping us all to find common ground and hopefully,
greater community. I also stand to learn and gain from such an appointment. As I have told the Board,
on the occasions I have been able to attend their meetings, I have been impressed with the spirit of
openness with which the work is approached as well as the CRB's emphasis on proactive solutions
which I think is a model for other institutions I work in.
2. Can you dedicate at least 10 hours per month to serving on the Community
Relations Board?
As someone who manages many professional and personal commitments in the community, I am
vigilant about committing only to that to which I can give my full attention. I am `freeing up' some of
my other commitments so that by August 2009 I would absolutely have 10 hours or more per month
to dedicate to the work of the CRB.
3. What special skills would you bring to the Community Relations Board?
I would bring a variety skills to the CRB. However I think that a person's outlook and approach to
opportunities and problems is often just as important, or more, than the particular skills upon which
they can draw. If I served on the CRB I would strive, as I often challenge myself to do, to approach
the needs of others with a combination of patience, humility and firmness. I find that many apparently
intractable situations can be surmounted by trully listening to a person's or a group's true concerns
and fears which are often obscured by what shows on the surface. Where tensions run deeper„
particularly those steeped in personal or group history, I am not afraid to challenge people to make
sacrifices and hard choices in favor of long-term relationships over short-term gains.
4. What is your understanding of the role of the Community Relations Board in the City of
Miami?
Again, what inspires me most about the present work of the CRB and the possibilities it offers is the
proactive spirit of the institution. It is true that the institution exists as a space for grievances to be
brought, and to foster listening and understanding so that long-term solutions can be found. For
example in many situations involving violence or disputes over property, involving law enforcement
as our community's first (or only) response is never preferable. Without the CRB there would often be
no other response.
However, the CRB's mission is much greater than simply a space to air tensions. It proactively builds
relationships between groups and individuals that would normally not reach out to one another, and
does so particularly at times where there is no identifiable conflict. Such proactive work creates
relationships that reduce the possibility for conflict in the first place and create mechanisms for
dealing with those inevitable tensions that will arise.
5. Do you feel that positive inter -group relations can be achieved in the City of Miami?
I believe that, for the most part, constructive inter -group relations are the norm and not the exception
in our city. Though our city is much divided, geographically, linguistically, culturally and socio-
economically, it is more often than not that we are brought together by faith, common concerns about
neighborhoods and children, or work. Such optimism is not naive. It is a faith in the general goodness
of people that allows us, in a world of limited resources where conflict is inevitable, to proactively
strive to build bridges and relationships that help eliminate the ugly side of identity politics, racism
and even violence.

JAIME FRANCO'S BIOGRAPHY
Jaime Franco is a native Chicagoan. Jaime completed his undergraduate work at Loyola
University Chicago and his graduate work at Benedictine University in Lisle, Illinois. He
received an MBA and an MPH. In 2001, Jaime returned to Loyola University Chicago
and is currently pursuing his Ph.D. in Higher Education. The title of his dissertation is,
"An exploratory study: The curricular integration of ethics in executive MBA programs."
He has a vast amount of experience in higher education and non -for -profit organizations.
He taught at several colleges and universities in Chicago including University of Illinois
at Chicago, City Colleges of Chicago, Harper Community College, and Lake County
Community College. Jaime also worked for Heartland Human Care Services (formerly
TIA/Chicago Connections), Illinois Department of Public Health, and the Elgin Mental
Health Center focusing on delivering quality services to persons living with HIV/AIDS.
Jaime relocated to Miami in 2003 where he was employed at Miami Dade College as a
full-time faculty member and subsequently accepted a position at Royal Caribbean
Cruises Limited in the area of Training, Development, and Quality Assurance.
Currently Jaime is employed at FedEx Express Latin America & Caribbean Division, and
is heading the Sales Learning and Development area within the Department of Human
Resources.

• Successfully researched, developed, and facilitated onboarding, sales, and product/solutions selling
training programs to approximately 50 Mexico -based sales professionals to support the first ever domestic
service offering in the transportation and logistics industry not achieved through an acquisition or merger
called, "FedEx Express® Servicio Nacional." Training resulted in sales force exceeding divisional revenue
and transportation goals. Four months after launch of FedEx Express® Servicio Nacional, facilitated focus
groups in Mexico and produced a report presented to the President. of the LAC Division which addressed
critical business areas requiring improvements and identified untapped opportunities for market share
penetration leading to increased revenue growth.
• Created curricula for all Company contact centers that included soft skills, sales techniques, systems
training (AS/400, GUI, and Siebel), and brand and product immersion. The curricula were migrated to an
on-line learning management system improving contact center performance. This allowed for synchronous
and asynchronous learning. Eliminated 40 hours of instruction from an eight -week training course by
streamlining content and creating a structured curriculum.
■ Devised strategic corporate -wide interventions which were characterized by the senior leadership team as
innovative, strategic value -adds, and high -impact and low-cost. Developed a training program to assist with
the implementation of the balanced scorecard that focused on key metrics including sales, quality

Jewish Community Services(JCS) - I am on the Board ofJCS. This organization reaches out to
all who are in need — the unemployed and underemployed, the homeless and near homeless,
immigrants, the elderly, individuals with physical and developmental challenges, families in
crisis, those struggling with addictions, at -risk youth, victims of domestic violence, and
neglected and abused children. JCS provides social services in South Florida on behalf of the
Jewish community to promote the quality of life and maximum achievement of potential

Marlin Stadium -. I am a supporter of the stadium, but I ani concerned about the financial
ability of the Stadium developer and the potential for cost over runs to be borne by the County

1. Why would you like to serve on the Community Relations Board?
I have lived in Miami for 25 years and recently decided to work part-time in order to spend more time on
interests outside of work. Working part time gives me the flexibility to spend more time with activities
that can benefit the community. I have worked in large organizations for over 35 years and now its time
to give back to the community. I believe its very important to give back to the community and have
reflected my current commitment to the community on my company's website at http://sl-
cpa.net/custom.html . For the past year and half I have been looking for a committee that has outreach
and the ability to make a change in our community. I believe the Law Enforcement Committee and the
Programs & Community Outreach Committee, are well thought out committees to channel oversight
and execute objectives for citywide harmony and to grow neighborhood relationships while meeting the
mission statement's objectives of the Committee to foster mutual understanding ,tolerance and respect
among all economic, social, religious and ethnic groups in the City of Miami. I am interested in educating
our community to survive the recession and the related problem, from a both a reactive and proactive
perspective as well as establishing methods and avenues by which conflict and unrest can be mitigated if
not prevented. To accomplish this, I was very impressed with the Foreclosure Prevention Clinics
mentioned in the CRB Brochure . I believe the creation of other preventative programs for students and
adults such as the following might be helpful. Most conflict stems from economic and financial instability
and the recession certainly is one of many causative factors in crime and unrest. I also believe that the
retiring Baby boomers may cause an economic strain to the community, since these people are living
longer, and will be additive to the unemployed as time progresses. To this end, these type of basic
programs may be able to fit into the committee's objectives:
• Education on the dangers of credit cards and only spend what you can afford.
• How to help the unemployed become web savvy and use social media to get a job.
• Preparing the community to provide services and to best utilize the overflow of retiring baby
boomers.
• Importance of physical fitness to reduce the overload on our public healthcare system resulting
from infirmed retiring baby boomers.
Even if I am not selected for the Committee, I would be willing to contribute my time to implement these
types of programs or other programs of the Committee as either a teacher or on a one to one case basis.
2. Can you dedicate at least 10 hours per month to serving on the Community
Relations Board?
Yes, I have the time to dedicate at least to hours per month and more.

3. What special skills would you bring to the Community Relations Board?
I believe my 85 years of business and financial experience can be of great benefit to the Community
Relations Board and my 25 years of being involved in community organizations in Miami provides
insight and understanding for some of the needs facing our community. Economic and financial
instability are generally the principal causes of unrest in any community. My financial background
affords me the ability to quickly understand and react to these the financial problems facing our
community. And more importantly, I am always seeking to be fair and show balance in all of my
decisions. Working for large organizations for 35 years provided me with the ability and experience to
interact with many people on a local and global basis and to foster a level of understanding and
tolerance for problems facing each of business and the employees of those businesses. My job for the
past 35 years has been to effectively solve problems on a daily basis. I believe I can use that skill set
with the Community Relations Board. Having the CPA and MBA analytical skills I believe will be
helpful to the Committee. Also, not being part of the majority makes me sensitive to potential
inequalities no matter what the ethnical background of the affected groups in Miami.
4. What is your understanding of the role of the Community Relations Board in the
City of Miami?
Overall, the role and the basic objective of the Community Relations Board is to make the City of
Miami a better place to live and to work in. As indicated in the Committee's mission statement, this
objective is met by practicing fundamental principles of understanding, tolerance and respect for all
who live in the City of Miami. There is no better way to execute these objectives as summarized in the
goals of the Programs & Community Outreach Committee then to understand the people in the
City's neighborhoods and the develop educational programs on a pro active basis to alleviate potential
conflict. I couldn't agree more with this logical approach. The Law Enforcement Committee 's goal to
intervene and then remediate inter group community based conflict is an effective approach in
dealing with community unrest. Hereto, the proactive foundation of the Law Enforcement
Committee is logical and if properly executed, should diffuse many of the contentious issues before
they manifest into bigger problems.
Finally, while in college I minored in education and for a short time period, I had a teacher's license
for high school business subjects. I believe these unique high school business teaching skills coupled
with my 35 years of business experience will provide benefit to the City of Miami and the Community
Relations Board. Further, I have taken a 4o hour course by the Florida Bar on Mediation. I believe
this training provides a foundation for conflict resolution. Because of other priorities I have not
completed the mediation observation requirements and therefore I am not a licensed mediator.
5. Do you feel that positive inter -group relations can be achieved in the City of
Miami?
The City of Miami is a great place to live, and one of the many reasons, is because the City has been
successful in dealing with conflict on a proactive and a reactive basis. Having said that, and a believer
that history repeats itself, and also knowing about proactive steps taken by the Committee to identify,
understand and educate, there is all the reason to believe that successful inter -group relations can
