A RESOLUTION OF THE MIAMI CITY COMMISSION OPPOSING FLORIDA
POWER AND LIGHT 'S SITE CERTIFICATION APPLICATION TO PLACE
OVERHEAD HIGH VOLTAGE TRANSMISSION LINES ON US HIGHWAY 1
TO CONNECT THE TURKEY POINT POWER PLANT TO THE DOWNTOWN
SUBSTATION WITHIN THE CITY OF MIAMI; URGING THE REVIEW OF
ALTERNATE CORRIDORS AND UNDERGROUND LINES WITHIN THE CITY OF
MIAMI INSTEAD.
WHEREAS, Florida Power and Light ("FPL") desires to place overhead high voltage
transmission lines through Miami -Dade County ("County"), specifically on US Highway 1 ("US-1")
between Turkey Point and Downtown Miami, Florida; and
WHEREAS, many experts claim transmission lines can be safely placed underground or
on existing routes in alternate locations; and
WHEREAS, the proposed route for the transmission lines will negatively impact the residents,
businesses, quality of life, and possibly public health, along the US-1 Corridor, including the major
entrances to Coconut Grove and other areas of the City of Miami, such as the Roads, West Brickell
and East Little Havana neighborhoods abutting US-1; and
WHEREAS, many people claim overhead transmission lines may be dangerous to the
public due to the electromagnetic fields surrounding the lines; and
WHEREAS, members of the public and citizen groups in the City of Miami, in particular,
the Coconut Grove Village Council, are strongly opposed to the transmission lines as evidenced in
the public outcry at the informational meeting on September 2, 2009; and
WHEREAS, many residents and stake holders are opposed to above ground transmission
lines anywhere near their neighborhoods; and
WHEREAS, an opportunity exists to examine, recommend, and propose alternate routes,
including but not limited to already existing routes or underground within Miami -Dade County;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission strongly opposes FPL's site certification application

to place overhead high voltage transmission lines on US-1 to connect the Turkey Point Power plant
to the downtown substation within the City of Miami and urges the review of alternate corridors and/or
underground lines within the City of Miami instead.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
