The approvals of the project by the Planning and Zoning Board and the Waterfront Advisory Board were conditioned upon Grove Harbour's proffer to incorporate the ground level outdoor space under the building into the baywalk, to pay for improvements to that area, and to be responsible for maintenance and security of the area. The City of Miami spent a great deal of money, and our residents and City staff spent a great deal of their time, creating a waterfront master plan for Coconut Grove. That plan promotes the goals of public access to the waterfront as well as the goal of limiting development on the waterfront to water dependent uses. There were two votes at our meeting regarding Grove Harbour's plan: • First, the Village Council voted to recommend to the Commission that it deny the special exceptions sought by Grove Harbour; • Second, the Village Council voted to request that the City of Miami consult with Sasaki Associates regarding whether this project should be part of the waterfront master plan. Although the Council supports the addition of the under -building space to the public realm, we are concerned that the approval of a building not on the plan, almost immediately after its adoption, would negatively impact the integrity of the plan. Some Council members object to any building going in the proposed location; most object to the construction of such a large building to house offices that do not need to be on the water. Therefore, we respectfully request that you follow the course of action recommended above with respect to Grove Harbour's special exception requests. I urge you to vote it down. Presently there is a 150 sq ft building two stories high. Here are some of the reasons why an office building of that size should not be allowed. 1) It is not on the Waterfront SASAKI Master Plan! It was originally on the plan and then removed because Sasaki did not feel an office building was appropriate. The city paid dearly for the Sasaki plan and I believe four years went into it and did not include this. 2) We don't need an office building on our waterfront. There are other places including the hangar that Grove Marina owns that they can use. 3) They never made an attempt to contact the residents in the immediate area to make a presentation and give them the opportunity to voice their opinions and concerns. 4) They are comparing the old plan they presented to you to this new one and saying they have compromised. They should compare the existing building with their new plan. Compromise isn't 20,930 sq ft! If they need amenities for the marina, bathrooms, showers, etc then, that could be accomplished with 1000 sq ft or so, without encroaching into the bay walk. They do not need an office building with executive, administrative and rental offices. Sasaki actually addressed the issue of marine related rental and retail and believe it should be on S Bayshore Drive., not on the waterfront. There are those who have asked for your approval, even perhaps some Village Council members and Waterfront committee members. Please consider the source. Perhaps they own a boat or live on the water.
