PROJECT DESCRIPTION Application for a Certificate of Appropriateness for the installation of a
roll -down shutter after -the -fact.
ANALYSIS The applicant is a tenant within the historic Ingraham Building, which is
both a designated historic structure within the City of Miami and a
contributing structure within the Downtown Miami National Register
District.
RECOMMENDATION
The tenant has installed a rolling security shutter in front of the storefront
without obtaining a Certificate of Appropriateness and prior to obtaining
full approval from the City of Miami.
The guidelines for shutters state that accordion or the roll down type may
be allowed when not visible from the public right-of-way. This shutter is
mounted on the main facade of the building obscuring the storefront and
is not see through. Other storefronts that have installed roll -down
security shutters within the same historic building have used interior
mounted gates that do not affect, obscure, or damage historic fabric. The
other stores also use see- through grilles with recessed tracks set into
reveals along the sides of the storefront.
In October of 2005, the Board reviewed a similar application for the
approval of a roll -down shutter installed after -the -fact. The Board's
recommendation Was for the removal of the roll -down shutter and the
installation of a see -through grille installed on the interior so that the
building's exterior would not be altered, damaged, or compromised.
The Preservation Officer recommends that the application for Certificate
of Appropriateness be approved, subject to the following condition,
because the work will be consistent with the historic and architectural
character of the property in terms of size, scale, design and materials and
complies with the Secretary of the Interior's "Standards for
Rehabilitation."
1. The applicant shall replace the existing roll -down security shutter
with one that has a see -through grille and be mounted on the
interior of the storefront.
