A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING
THE CITY MANAGER AND THE EXECUTIVE DIRECTOR OF THE VIRGINIA KEY BEACH
PARK TRUST TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY
THE A 11 ACHED FORM, WITH BEA INTERNATIONAL/HUFF + GOODEN ARCHI I ECTS, LLC,
THE TOP RANKED FIRM, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 05-06-081,
TO PROVIDE PROFESSIONAL ARCHITECTURAL AND ENGINEERING DESIGN SERVICES, IN
AN AMOUNT NOT TO EXCEED ONE MILLION, FOUR HUNDRED AND SIXTY THOUSAND
DOLLARS ($1,460,000), FOR THE HISTORIC VIRGINIA KEY BEACH PARK MUSEUM PROJECT,
B-30508 (THE "B-30508 PROJECT"); ALLOCATING FUNDS FROM THE B-30508 PROJECT,
CONSISTING OF FUNDING FROM THE MIAMI-DADE COUNTY BUILDING BETTER
COMMUNITIES GENERAL OBLIGATION BOND AND OTHER FUNDING SOURCES AS MAY
BECOME AVAILABLE, SUBJECT TO BUDGETARY APPROVAL.
WHEREAS, the City of Miami ("City") owns Historic Virginia Key Beach Park ("Park") on Virginia Key; and
WHEREAS, pursuant to Section 38-232 of the Code of the City of Miami, as amended ("City Code"), the Board of
Trustees ("Trustees") of the Virginia Key Beach Park Trust, a limited agency and instrumentality of the City ("Trust"),
among its other powers and duties, is authorized to protect, preserve, advocate for and ensure the retention of the deed
restriction imposed upon the property known as Old County Park when deeded to the City by Miami -Dade County (the
"County"), which ensures public access and restricts the "land" to public park uses, and is further authorized to assist and
to advise the City Commission, the Department of Parks and Recreation, other City departments, and other public officials
and entities concerning the Park; and
WHEREAS, at the request of the Board of Trustees of the Trust, the Trust's staff and the City's Department of Capital
Improvements and Transportation ("Department"), conducted a competitive selection process, and issued a Request for
Qualifications No. 05-06-081 ("RFQ"), in accordance with Florida Statute 287.055 and with Section 18-87 of the City Code, to
secure a qualified outside consultant to provide professional architectural and engineering design services (the "Services")
for a museum for the Park (the "Museum"); and
WHEREAS, seven proposals were received on July 17, 2006, in response to the RFQ: Arquitectonica/AARRIS
Architects, BEA International/Huff+Gooden Architects, LLC; E. Verner Johnson and Associates, Freelon/Judson,
Moody -Nolan Inc., Olson Sundberg Kundig Allen Architects and Snohetta; and
WHEREAS, on September 13, 2006, the Evaluation Committee ranked the responsive firms in the following order: (1)
BEA International/Huff+Gooden Architects, LLC; (2) Freelon/Judson, (3) E. Verner Johnson and Associates, and (4) Olson
Sundberg Kundig Allen Architects.; and

WHEREAS, the City Manager approved the recommendation of the Evaluation Committee to select BEA
International/Huff+ Gooden Architects, LLC, to provide the Services to design the Museum; and
WHEREAS, on October 2, 2006, the Board of Trustees of the Trust voted to approve the recommendations of the
Committee and the Trust's Executive Director and to recommend to the City Commission approval of the Committee's
findings; and
WHEREAS, on October 12, 2006, pursuant to Resolution No. 06-0609, the City Commission authorized the Department
on behalf of the City Manager and the Trust's Executive Director on behalf of the Trust to negotiate a professional services
agreement with the selected firm; and
WHEREAS, on June 14, 2007, pursuant to Resolution No. 07-0357 the City Commission accepted $15,500,000, in funding
for the B-30508 Project from the County's Building Better Communities General Obligation Bond (the "County's General
Obligation Bond"); and
WHEREAS, negotiations are now completed and the professional services agreement, in substantially the attached form
(the "Agreement"), was presented to and approved by the Board of Trustees of the Trust on July 2, 2007; and
WHEREAS, the Agreement is being presented for City Commission approval to execute the Agreement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAM1, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager and the Executive Director of the Trust are authorized{ I } to execute the Agreement, in
substantially the attached form, with BEA International/Huff + Gooden Architects, LLC, in an amount not to exceed One
Million, Four Hundred and Sixty Thousand Dollars ($1,460,000), to provide professional architectural and engineering design
services for the Virginia Key Beach Park Museum, Project B-30508 (the "B-30508 Project").
Section 3. Funding is allocated from the B-30508 Project, consisting of funds from the County's General Obligation Bond
and other funding sources as may become available, subject to budgetary approval.
Section 4, This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2}
