Aluko Director Department of Capital Improvements ENCLOSURES: DATE: July 22, 2008 FILE: SUBJECT: Recommendation of Award, City Hall Emergency Structural Repairs REFERENCES: ITB 07-08-018 Background The Department of Capital Improvements Program (CIP) issued a Work Order to Astorino, Inc., on December 6, 2007 to perform a structural analysis, with their structural sub -consultant, Bliss & Nyitray, Inc. of the City Hall Basement. As a result of the structural analysis it was determined that the most prudent course of action would be to proceed as quickly as possible with the recommended repairs as the existing conditions present a life safety issue. In an effort to expedite an award and help ensure that the City obtained a qualified contractor and a fair and reasonable price CIP, in conjunction with your office, proceeded with a solicitation based on the following course of action: 1. A competitive process would be utilized, where five (5) companies specializing in this type of work would be invited to submit sealed bids. 2. The timeframe for bidding would be thirteen (13) days rather than the required thirty (30) days. The timeframe was based on input from the five (5) companies as the minimum timeframe they would require to submit a bid. 3. The award would be made on a retroactive basis and not wait for the next available City Commission meeting in September. This would allow for work to commence in the quickest possible timeframe. Based on the above CIP issued the bid on July 2, 2008. The initial bid due date of July 14, 2008 was extended by four (4) days due to the issuance of an addendum that was required to clarify the bid specifications. On July 18, 2008 the City Clerk received bids from all five companies and the bid list is attached. Findings CIP has reviewed the bids to determine the lowest responsive and responsible bidder and we have determined that the lowest bidder Walter L. Lista, Inc. is the lowest responsive and responsible bidder and the bid price is fair and reasonable. Recommendation Based on the above we are recommending that the award be made to Walter L. Lista, Inc. In addition, we are recommending that subsequent to your approval, and approval of the contractor's insurance and performance/payment bond, a Notice to Proceed be immediately issued to commence work.
