Purpose of Item: The creation of a Community Small Business Enterprise, Community Business Enterprise, and Small Business Program to grant preference to City of Miami businesses in the procurement of goods and services, construction services, and professional services including but not limited to, architecture, engineering, surveying, mapping etc. Background Information: The City Attorney issued a legal opinion prohibiting "race/gender based set -aside" programs and letting "goals" in the City of Miami and recommended for the elimination of the Minority Women Business Enterprise (MWBE) Program. A companion ordinance to this ordinance abolishes the MWBE Program. This ordinance creates a "Community Small Business Enterprise(CSBE), Community Business Enterprise(CBE), and/or Small Business Enterprise(SBE) Progam," which is race/gender neutral; allows the promotion of economic welfare for businesses and residents; spurring economic development, diversity and inclusiveness by encouraging small businesses to the City.
