DATE City Manager FROM : Hector Mirbile, Interim Director Department of Community Development SUBJECT: REFERENCES: ENCLOSURES: January 23, 2008 Liberty City 6200/01 RFP FILE : On October 31, 2007, the City of Miami issued a request for proposals, inviting qualified private real estate developers to propose developments creating mixed -use, affordable rental housing on City owned sites, located at 6200 and 6201 NW 17 Avenue (Liberty City 6200/01 RFP). An Evaluation Committee was created to review the proposals sent in response to the Liberty City 6200/01 RFP. The composition of the Committee was designed to ensure majority representation of the interests and desires of the community in which the project will be located. The Committee was comprised of: • Mr. Ken Knight (Liberty City area resident) • Mr. Patrick Roberts (Liberty City Community Revitalization Trust) • Mr. Edward Barberio (Community Development Department) A total of three proposals were received; and all of the proposals met the minimal threshold requirements, and were found to be responsive to the RFP. The proposals were evaluated for overall plan and design of the proposed development; financial, management and operations of the proposed development; return to the City; and extent of minority participation. Scoring sheets were used, with point value ranges assigned according to the Scoring Value table published in the RFP. Each RFP respondent was asked to present their proposal to the Committee, and to answer any questions regarding their proposals. In determining each proposal's final score, the Committee members' scores were added together, and then divided by the number of committee members to obtain an average for each proposal. Further review of the scores showed that individual committee members ranking of the proposals agreed with the final averages. Each scoring sheet was reviewed for mathematical accuracy. The final scores for the three respondents were as follows: Entity Average Score Greenport-Cazo Joint Venture 53.33 Dev-Con Construction & Consulting 61 Carrfour Supportive Housing, Inc. (Carrfour) 67.66 Based on the highest average point score, the Committee recommends Carrfour as the successful proposer for the Liberty City 6200/01 RFP. Please indicate below if you accept the Committee's recommendation. Acceptance of this recommendation will authorize the Department to prepare the necessary documentation to obtain the City Commission's approval. [Approved Pedro G. Hern ndez, ' .E. c.
