Summary/Description of Purchase:
The Purchasing Department on behalf of F.A.C.E. and other City Offices/Departments has a need to establish a term
contract for'catering services. Therefore, Request for •ualification (RFQ) No. 31027 was issued to pre -qualify
vendors under the respective cuisine categories (i.e. American, Haitian, Caribbean, Cuban, Asian, etc.) to create a
competitive pool and solicit quotes from them for any of the cuisine category requested.
Justification for Award/Contract:
An Evaluation/Selection Committee was appointed by the City Manager (see attached memo) to evaluate and pre -
qualify the two (2) responses received for the provision of Catering Services. The Evaluation/Selection Committee
recommends the pre -qualification of Resto Concepts d/b/a 2Taste as it met all of the RFQ Submission Requirements for
all of the respective cuisine categories. Catered Creations, the other response received, was deemed non -responsible
based on information received from a reference on past performance. Furthermore, pursuant Section 2.6, Method of
Award, at the sole discretion of the City additional vendors may be added to the list at any time to maintain sufficient
vendors for competition purposes. As a result, it is respectfully requested that the City Manager approve the finding
and recommendation of the Evaluation Committee and approve the pre -qualification of this particular company to meet
any immediate catering needs as requested by any of the City Offices/Departments. As soon as this is approved, the
Purchasing Department will be soliciting additional firms to pre -qualify for each cuisine category to create a
competitive pool to solicit quotes from on an as needed, when needed basis. We are seeking authorization from the
City Manager to pre -qualify those firms and based on the competitive process as outlined in the RFQ to make awards to
the pre -qualified firms in an amount not to exceed $50,000 in the aggregate to address the City's short term needs of
Catering Services. Since it anticipated that this contract will exceed the City Manager's bid award threshold of $50,000
throughout the term of the contract, this item will be presented to the City Commission at a future meeting for award.
