Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE
ACCEPTANCE OF STATE HOUSING INITIATIVES PARTNERSHIP ("SHIP") FUNDS,
IN THE AMOUNT OF $2,247,367.00 FOR FISCAL YEAR 2024-2025, FOR THE
STRATEGIES UNDER THE CURRENT SHIP LOCAL HOUSING ASSISTANCE PLAN
("LHAP"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, ANY AND ALL
DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND
MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL FEDERAL, STATE,
AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS.
Background of Item:
In July 1992, the State of Florida enacted the William E. Sadowski Affordable Housing
Act ("Sadowski Act") which provides for the allocation of a portion of new and existing
documentary stamp taxes on deeds on real estate transactions to local governments for
the development and maintenance of affordable housing. The Sadowski Act provided a
dedicated revenue source for affordable housing and it has created the Florida State
Housing Initiative Partnership ("SHIP") program. Pursuant to Resolution No. 22-0203,
on June 9, 2022, the Miami City Commission approved the City of Miami's ("City") LHAP
for the period of July 1, 2022, through June 30, 2025, allowing the City's continued
participation in the SHIP program. On June 24, 2024, the City was notified by Florida
Housing Finance Corporation a distribution of SHIP funds in the total amount of
$2,247,367.00 for State Fiscal Year ("FY") 2024-2025. The City's Administration
recommends the acceptance of SHIP funds in the amount of $2,247,367.00 for Fiscal
Year 2024-2025 for the strategies under the current SHIP LHAP.

WHEREAS, the Sadowski Act provided a dedicated revenue source for affordable

and
WHEREAS, pursuant to Resolution No. R-22-0203, adopted on June 9, 2022, the Miami
City Commission approved the City of Miami's ("City") Local Housing Assistance Plan ("LHAP")
for the period of July 1, 2022, through June 30, 2025, allowing the City's continued participation
in the SHIP program; and
WHEREAS, on June 24, 2024, the City was notified by Florida Housing Finance
Corporation ("FHFC") of a distribution of SHIP funds in the total amount of $2,247,367.00 for
State Fiscal Year ("FY") 2024-2025; and
WHEREAS, the City's Administration recommends the acceptance of SHIP funds in the
amount of $2,247,367.00 for FY 2024-2025 for the strategies under the current SHIP LHAP;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of SHIP funds, in the total amount of $2,247,367.00 FY
2024-2025, for the strategies under the current SHIP LHAP, is authorized.1
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, renewals, extension, and modifications, all in
forms acceptable to the City Attorney, subject to all federal, state and local laws that regulate
the use of such funds for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
