Security Detail at City Hall
(Through Channels)
FROM: Raymond Carvil, Sr.
Sergeant At Arms
Office of the COP
DATE: February 11, 2008
SUBJECT: Update Security Policy
REFERENCE:
ENCLOSURES:
This memorandum is in reference to updating all security policies at Miami City Hall concerning
all individuals entering the building.
Due to the increase number of events that have taking place & will continue to take place within
the City of Miami in the very near future that will please some and upset others, it is imperative
that each individual (s) implement this policy / guidelines with respect and in a professional
manner when approaching all concerned individuals entering City Hall.
This is a reminder, effective immediately, every individual (s) (in uniform or out of uniform)
entering City Hall without a valid City of Miami ID be searched and must sign in regardless if
you the officer knows that individual (s) or not, again I have received several complaints from
Mayor and Commissioners Staff working at City Hall that we are not challenging or checking
individuals entering City Hall.
Every person entering or reentering City Hall must be check regardless of the number of times
that you have seen that individual the same day. If a City of Miami Employees with proper ID
stated that HE / SHE are with me, that individual must still be check like every one. We must
remember that everyone is counting on us doing our Job in a professional manner and that is why
we are here at City Hall.
If an individual entering City Hall with a weapon, is not an active Law Enforcement Officer
with proper ID, HE / SHE will have to follow our "No weapons are allowed in our building
policy" no exception. (No knife small or big).
**Note**
The below listed individuals are allowed to enter City Hall without having to be searched: Mayor,
Commissioners, City Manager, Sergeant at Arms; all uniform Police Officer (s) with valid City of
Miami ID.
