In 2000, the City of Miami applied for and was scored in the funding range for a Florida Communities Trust (FCT) grant. At the time, TPL was prepared to move forward and acquire the property and hold it until the City funds were in place for conveyance. However, FCT rules did not provide for acquisition of sites with possible contamination, and as the Little River Preserve was formerly a nursery, contamination was possible, as evidenced by an Phase I environmental audit. This rule has since changed and more flexibility is afforded in urban areas, so FCT still remains a strong funding potential for this property. The site was later earmarked for assessment with EPA money that came to the city. I don't know if this occured, but even up to 2005, TPL was pursuing it for park land, and it is my understanding that Goody Clancy identified the site as park potential in the Citys Parks Master Plan. Throughout this time, TPL has made numerous attempts to contact the landowner(s) and their representatives. TPL only works with willing sellers and we acquire property at fair market value, substantiated by two MAI-certified appraisals. As you know, TPL is a private, non-profit land conservation organization, and we are just like any other principal buyer in the marketplace - only we acquire lands for conservation and public enjoyment.
