Purpose of Item: To authorize the City Manager to execute agreements, between the City of Miami ("City") and Miami -Dade County School Board ("School Board") approving the design, construction and operation of a law enforcement training facility to house a forensic studies high school and the Miami Police Department's new College of Policing on the City owned site located at 405 NW 3rd Avenue ("Miami Police Headquarters") and 401 Northwest 3rd Avenue ("Adjacent Lot"), Miami, Florida Background Information: The City's Capital Improvements and Transportation Program ("CIT") and Multi -Year Plans includes the design and construction of an international police training facility. The School Boards Capital Improvement Program and Multi -Year Plan includes the design and construction of a law enforcement high school ("High School"). The School Board and City negotiated agreements regarding the co -location of the two facilities as a single capital improvement project ("the Project") at the City owned site adjacent to the existing Police Headquarters. The City and Board have negotiated to share the costs to design, construct and operate the new facility proportionately to the intended square footage usage. In accordance with Florida Statute 163.01, to expend construction funds and complete the project, it is necessary to enter into Interlocal agreements detailing the parties responsibilities. The City's estimated contribution of $19,697,002 toward the construction of the facility will become available with the issuance of the next Bond; therefore the purchase orders related to these agreements will not be issued until that time.
