I. WE TOOK ACTION STEPS TO HELP ADDRESS SOME OF THE NEEDS
OF THE UMOJA VILLAGE. WE ASSISTED WITH THE TRASH PICK-
UPS, TRASH BINS, PORTABLE TOILETS AND OFFERED TO GET A
P.O. BOX. THE TASK FORCE RESEARCHED THESE AREAS AND
OTHERS TO ADDRESS SOME OF THE NEEDS OF SHANTY TOWN
I.E. HAC AND OTHER SERVICES EVEN TOURED UMOJA VILLAGE.
II. REHABBED 1405 NW 60TH STREET IN LESS THAN 90 DAYS AND
NAMED IT THE REV. GEORGE E. McRAE HOME, WHICH IS
SUPPORTIVE HOUSING THAT IS MANAGED BY BETTERWAY.
SOME OF UMOJA VILLAGE RESIDENTS WERE OFFERED HOUSING
III. SERVED AS A COMMUNITY VOICE BETWEEN CITY HALL AND
UMOJA VILLAGE, ESPECIALLY AFTER THE UNTIMELY FIRE
AT SHANTY TOWN. WE MADE IT UNEQLTIVOCALLY CLEAR THAT
WHILE WE SUPPORTED UMOJA VILLAGE'S REASON FOR
PROTESTING, WE COULD NOT SUPPORT THE REBUILDING OF
UMOJA VILLAGE AS IT WAS FOR HEALTH AND SAFETY REASONS
IV. HOSTED A TOWN HALL MEETING ON MAY 2, 2007 AT THE CARRIE
P. MEEK CULTURAL ARTS CENTER.
V. PROVIDED PERSONAL FINANCIAL ASSISTANCE TO THE
RESIDENTS AFTER THE FIRE FOR FOOD, CLOTHING AND SHELTER
BY PASTOR GASTON SMITH, DR. JOAQUIN WILLIS AND RABBI
PEARLMAN
VI. THE NEXT PROPERTY TO BE REHABBED IS 1371 N.W. 61ST STREET

In regard to the meeting we had on Saturday January 6, 2007, the following
items where discussed:
Present: Commissioner Michelle Spence Jones, Karen Jackson, Assistant to
Rev. Richard Dunn (954-534-3468) and Elaine Black, Liberty City Trust (786-

The purposed of the meeting was to plan a Press Event for Wednesday January
10, 2007 at 11:OOAM to address the immediate need for housing for in the
community.
There was a general discuss on the immediate need for housing/homelessness,
possibly establishing a Task Force "Neighborhood Housing Homeless Plan" for
the City of Miami District 5.

renovated to provide housing for area residents in need of immediate housing.

To challenge leader, govemment and community to find viable solutions
to address the housing crisis in Liberty City.
The objectives of the press conference will be:
Identify City of Miami resources and funding to rehab vacant properties
This will be presented by Barbara Rodriguez —Department Community

Ario Lundy will organize a group construction companies to manage the
renovations
Identify builders to develop vacant lots for low income and affordable
housing
This will be presented by David Chiverton of the Liberty City Trust
To develop an on going Task Force to address the current homeless

churches and other sources to fill the gaps
PULSE will be the lead organization

We toured the neighborhood and met with Ario Lundy and Roy Hardemon. The
properties identify for renovation are 1405 NW 60th Street and 1371 NW 61
Street. Ario Lundy said that 1405 NW 60th Street could be renovated in Tess time
and for less money. He will provide the renovation cost for the property on
Monday January 8, 2007. Both properties will be renovated. He will use his
licenses for the renovations and identify other builders that might want to
participate. The Liberty City Trust will work with the Department of Community
Development, Elsie Hamler-Constructors Resource Center, Latin Builders and
others to identify the funds to pay for the renovation. We will also use the youth
built program.

Please review the above notes and Jonelle Adderly from Commissioner Spence
Jones' office should schedule the next meeting to finalize the arrangements.

In regard to our meeting on January 19, 2007, the Commissioner will be presenting the establishment of the Neighbors
United for Housing Task Force at the Commission meeting on January 25, 2007, which will be coordinated by PULSE.
First Meeting:
The first meeting of the Task force is scheduled for Wednesday, January 31, 2007 at 5pm at Mt Tabor Baptist Church at
1701 NW 66th Street. Karen please coordinate with Mt Tabor to have the meeting at their church. I will work with the
Commissioner office to invite the Task Force members and send out the agenda.

The Task Force
The Task Force will be coordinated by PULSE and will exist from February to September 2007 and will be funded by the
City of Miami Department of community Development. The target area will be Liberty City (1-95 to City Line and State
Road 112 to City Line)
Scope of Services (Proposed)
I- Coordinate Task Force meetings and events
II- Evaluate the current service delivery system
Determine the current services that are being provided in the area
Identify the gaps in the service delivery system
Develop services to be provided by churches and community based originations in the area to fill gaps in the
system
III- Umoja Village
Prepare a response to the Actions and Items requested by Umoja Village (given to Commissioner Spence Jones
on 1/9/07)
Develop a community based approach to address Umoja 'Village
Make recommendations to the community and govemment on a proposed resolution to Umoja Village

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO CREATE THE "NEIGHBORS UNITED FOR HOUSING TASK
FORCE" TO ADDRESS THE CRISIS SURROUNDING THE NEED FOR
AFFORDABLE HOUSING LAND THE RISE IN HOMELESSNESS IN DISTRICT 5

WHEREAS, the provision of a c�le housingis c 'cal; and
WHEREAS, there is a critical need to address Dousing for the homeless community; and
WHEREAS, there is a critical need to identify yaps in the delivery of services to the above
mentioned community and determine the current services that are being provided in the area;
WHEREAS, there is need to prepare a response to the Actions and Items requested by Umoja
Village provided Commissioner Spence Jones oil 1/9/07; and
WHEREAS, there is need to make recommendations to the community and government on a
proposed resolution to Umoja Village; and
WHEREAS, there is a critical need for the community to work with the City of Miami to address
the acute need for ate housing and the needs of the homeless;

THEREFORE, BE IT RESOL D B1 THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in he Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to create the "Neighbors United for Housing Task
Force" to work with the City to address the needs for affordable housing....
Section 3. The City Manager is authorized to appoint PULSE Chair of the Task Force to work
with the Liberty City Community Revitalization''rust as it jointly develops a community based
approach to address Umoja Village; and
Section 4. The Task Force shall make recommendations on how to address the issues thru the
City's Affordable Housing Trust and City Commi>sion
Section 5. The City Manager is authorized to appc lint individuals from the organizations to the
Neighbors United for Housing Task Force.

As you requested, below, please find a list of the actions and items requested by the residents of
the Umoja Village Shantytown. The list of need!, are informed primarily by the;fact that we want
to Umoja Village to remain and continue to prox ide housing, food and unity to those in need.
• Vote 'NO' against the anti -shantytown ". issembly" ordinance;
• Sponsor a resolution expressing support Ior the Umoja Village Shantytown;
• Publicly order the city to refrain from raiding, depopulating or otherwise undermining the
Umoja Village Shantytown;
• Order the Miami Department of 7.,oning +o approve mail delivery for the Umoja Village.
itesidents need a permanent, physical titling address for legal and employment
purposes. The US Postal Service has agreed to provide mail delivery wi?th approval from
the city of Miami Department of Zoning.,
• Commit the city to providing regular tra+;h and recycling pickup. With 40 residents, we
need at ten (10) city of Miami green trash pickup containers;
• Provide the Umoja Village with three port-o-potties and service;
• Provide Umoja Village residents with a monthly stipend of bus passes and tokens for
transportation needs;
• Coordinate the delivery of social services- particularly legal assistance, assistance in
determining and receiving financial aid, food banks, job training, job placement, mental
health counseling, assistance in expunging criminal records, access to programs
providing permanent housing for very li,w-income people and other soccia] services- to
the Umoja Village and its residents;
• Provide the list of each of the 483 families which the city promised to rebuild contracted
with the city to return to new units. The units were located at 6201 NVV 171t7 Ave. and on
61st and 60t' Streets between NW 17th and 12th Avenues. Please consider this an official
public records request in accordance with the Freedom of InformationAct;
• Meet with established community organizations working on the broader issues of low-
income housing- not affordable housing, but low-income housing- in lkiami-Dade
County, in order to develop a,comprehonsive low-income housing strategy. We
recommend NANA, Power U and the Miami Worker Center.

-City of Miami Commissioner Michelle Spence -Jones, Liberty City Revitalization Trust, Local
Pastors and Neighborhood Associations Unite to Address the Housing Crisis -
(Miami, FL) — City of Miami Commissioner Michelle Spence -Jones will join city
officials, members of the Liberty City Community Revitalization Trust, PULSE, local
pastors, neighborhood associations and community leaders to address the immediate need
for housing in the Liberty City area. The press conference will take place on Tuesday,
January 16th at 10:30AM at 1405 NW 60t Street.
The purpose of the press conference is to challenge leaders, government officials and
members of the community to join together to find viable solutions to address the need
for housing in Liberty City. During the press conference, Commissioner Michelle
Spence -Jones will announce the City of Miami's commitment to identify resources and
funding to rehab vacant properties and to build low-income rentals, affordable and
workforce housing on vacant lots in the Liberty City area.
At a recent commission meeting, Commsssioni r Spence -Jones requested.her fellow
commissioners to support her in the rehab of e\:isting buildings in District 5.

• Rev. Dunn introduced the Honorable Commissioner Michelle Spence -Jones.
• Commissioner Michelle Spence -Jones stated the task force's purpose.
❖ Launched out of the "Neighbors United for Housing Task Force"

❖ Purpose of the task stems from issue of Shantytown and the concerns of the
residents of Shantytown and the residents living around Shantytown.
❖ Big issue and concern with the Ordinance being introduced. The Commissioner
visited Shantytown and had conversations with the Homeless Trust, P.U.L.S.E and
other; she felt it was needed to find a better project solution to address the issues.
From that point the Ordinance was pulled.
❖ January 16, 2006, Official Press Conference, in front of Liberty City owned
building, four units that was board up.
❖ Commissioner stated that one of our Board Member Roy Hardemon, Liberty Trust
had been advocating this for a long time that we put these units back into the
market place.
❖ Better Way was one of the agencies identified to work with us to provide the Social
Services for these units.
❖ The building is being rehabbed, to be completed with the ninety day time frame,
within the next three weeks
❖ Also we have a six unit, one -bedroom authorized to come back on line; Elaine will
brief us on all the detail of the project.
❖ The Commissioner acknowledged that Housing and Homeless is an issue within
the City.
❖ Commissioner gave special thanks to P.U.L.S.E, for making sure the City kept their
end of the bargain and delivering on what they promise. Special thanks to
P.U.L.S.E for leading this effort and mission, so after 9-months we should be able
to come back to the City Commission with a recommendation from the task force
members, audience and those who would like to put their concerns on Record.
❖ The Commissioner announced that Rev. Dunn would be chairing and running
these meetings
❖ The Commissioner will not be attending all the meetings but would like an updated
on the progress.
❖ Congresswomen Carrie Meek, strong supporter of the issues of housing and
homeless within City, the City partnered up with the Carrie Meek Foundation and
P.U.L.S.E to help drive this whole initiative.
❖ Commissioner introduced Anthony Williams, from the Carrie Meek Foundation who

• Anthony Williams, Executive Director of the Carrie Meek Foundation. The
Commissioner with a very strict mandate has given the role the Foundation to play in this
particular effort:
❖ We are to ensure that this process run smoothly and provide the necessary staff
support,
• Make sure the records are kept and a capstone report in writing are very clear to
be submitted to the Commission so they can have something to act on.
❖ The Congresswomen Carrie Meek will be participating in some of the meetings.
• The Commissioner added that not what we call affordable housing but low-income
rental housing is absolutely necessary for the area. Low-income residents that live or
lived in the district need to have first rights to those units that come available.
She thinks she has about a 1,000 units that will be coming on line within the next
18 months. The unit will arrange form $250 dollars and above, one, two and three
bedroom apartment units.
She proposes working with the Foundation in creating a serious waiting list alone
with the Liberty City Trust to qualify those people to make sure the have the
options to move into these places. What we don't want to happen is that we build
these units and everyone else from out side the City gets these units.
• Anthony added that the Foundation want to work hand and hand with the developer in
question of these property. A lot of times, by time they get ready to start building these
units, they put out their advertising and everybody in the universe has the same chance
for these units.
❖ The Foundation will be conducting their own ad campaign before the developers
do so people can sign up through the Carrie Meek Foundation and be put on a
waiting list. This information will be shared with the Liberty Trust and the
Developers, so they are to quote first from the people who has signed up with the
foundation first.

working with people who are homeless drug addition and who are down and out. Church
members 334 recovering addicts many was homeless when they came to this church.
• Rev. Dunn thanked all the Task Force Members, and thanked Dr. McRae for letting us
hosted these meeting at his church. Dr. McRae was asked to serve as Vice -Chair of this
task force committee.
❖ Rev Dunn then acknowledged the missing Committee members, Dr. Joaquin
Willis, Pastor of the Church of the Open Door, Rev. Gaston Smith, Pastor of
Friendship Missionary Baptist Church, Bishop Victor T. Curry, Pastor of New
Birth and president of the NAACP, Leroy Jones, founder of Neighbors and
Neighbors, David Chiverton, Martin Luther King Economical Development
Corporation, and works with weed & Seed Gihan Perra, Miami Worker Center
❖ Rev. Dunn stated that you could look around of who we have on the panel that
this is not a feel go session; by the month of September we plan to have some

tangible solution to the whole crisis in our community. Rev. Dunn agreed that this
task force stemmed from the OMOJA Shantytown effects. Our goal at some point
is to alleviate that situation. At the end of the day we will make recommendations
on how to address the issues that effect our homeless population. The issue is
not so much affordable houses, but low-income houses or rentals to get people to
qualify. The challenge of this task force will make recommendations; have
approximately 5 to 6 Meeting and two Town Hall Meetings.
❖ Rev. Dunn acknowledged the staff of the task force, Ms. Elaine Black from the
Liberty City Trust who introduced her staff from the Trust. Juanita Shanks,
Community Liaison, Patty Macias, Housing Councilor.

Mrs. Francine Wilcox, Karen Jackson & Tenaya Tynes working with Karen Jackson.
• Rev. Dunn - Review the UMOJA Village Resolution Present to Commissioner Michelle
Spence -Jones from UMOJA Village. The commissioner stated on her visit she asked
them for a list of support things they needed to be comfortable at this present situation.
• David Raymond, ask the Commissioner / Rev. Dunn to define the role of the task force
better. Rev. Dunn responded that we're here to shape and frame the concept and be
advocates for low-income residents. Umoja is a snapshot of what's happening across
Miami and urban areas in the country. Population density is a problem, urban plight such
as substance abuse, crime, and mental health issues. We want to hold meetings to
discuss the urgent need for low-income housing and make it affordable for those who are
struggling, ask Housing Authority to provide funding, get feedback from residents directly
affected by this crisis. Lastly we'll present an interim report to the commission.
• Commissioner said the housing authority trust fund has no real criteria. A lot of the
same developers tap them for tax credits. The task force is to come up with
recommendations for this trust fund particularly for rental units. We've not been able to
create a coalition like this in Liberty City before. We need to decide what we're going to
do for the people in Umoja. Mr. Raymond has placed 27 people. We have to build on

Recommends taking some buildings and using them to provide support services.
❖ Mr. Raymond said 20 years ago there were 8000 homeless in the county and
now there's 1380, 427 in Miami on January 27, including Umoja. Now they're
chronically homeless. The families aren't the same ones we saw a year ago.
They're saying they need training, education, and housing. They're
underemployed. This is trending throughout the state. Miami is one of the few
communities where homeless numbers are dropping. HUD is awarding $25
million. Plus there's $100 million from (somewhere?) We need to advocate for
housing now to get these funds. Sidelski Fund is capped at $500 million and we
need to ask for it. He has a bill requesting $130 million. Steve Augur in
Tallahassee is a former substance abuse caseworker and should be invited to

Regalado quickly supported this.
6. Provide Port -a —Potties Request still being considered. Looking for a local
church to provide this service. Rev. Dunn said we would ask some pastors to
help with mail and port -a -potties.
7. Monthly Stipends of bus passes and tokens - They will have to speak to the
transport director about bus passes, which is a county issue. Mr. Raymond

said Beth Lang gets some funding from "Transport for the Disadvantaged"
and that Max Mayfield should be invited to the meetings.
Roy Hardemon said Mr. Bratton is part of transportation and may be open to
getting passes and Commissioner Dorrin Rolle is chair of the transportation
subcommittee. Beth Lang said we should bring the homeless to the task force
and other homeless service providers so they can speak directly about what they
need and what can be given.
8. Coordinate the delivery of Social service to Residents — Yes The Homeless Trust

• Rev. Dunn said that we would create some committees to help alleviate some sunshine
tension.
• Commissioner said when committee meetings are called, staff needs to be notified so
they can be "noticed". She said the building at 1405 NW 60th Street is being rehabbed
and is on target to be completed by April 16, 2007. She's working with Better Way to
identify Umoja residents to occupy it. Residents will have to take part in Better Way's
programs. She is also completing estimates for 1371 NW 61 Street so rehab can begin
there. Her goal is to fill all the vacant properties in Liberty City. The city put out an RFP
in December 2006 for the development of 48 lots and the commission will receive

recommendations on development companies on March 8, 2007. This task force was
approved on January 25, 2007 and this is its first meeting.
• Elaine Black said that of the people that come to Liberty City Trust, 20% can afford to
buy a home and 30% are homeless and working families. Job placement is a major
activity. It's one of the focus points of one of their housing coordinators. A job fair is
scheduled for March 16, 2007, with companies such as Envirotech at Poinciana Industrial
Park. The Trust's goal is to spread the word that Liberty City a safe and wonderful place
to live.
• Rev. Dunn added that one of UMOJA's key requests is that a community organization be
created to address a strategy for low income housing, and this task force is doing just
that. The Miami Workers Center showed what uniting together could do.

• Mr. Hardemon suggested we get a copy of the underwriting practices of the funding
trusts and assistance programs.
• Joe Simmons made comments about the importance of the validity of the loan
documents and supporting documents.
• Commissioner said that the city has identified 33 units that are being rehabbed plus a
second 30 + unit. She said the task force needs to stay very focused because
homelessness in Liberty City and low-income rentals is where the city is falling short. The
Liberty City Trust board helps people who are looking to purchase homes. We also need
to stop the invasion of "We buy ugly homes" who leave people homeless.

Transition, not moving from his place after 4 bad experience of homeless shelter. What

he would like if there were a permanent place and he had to move out I would like to
comfortable enjoy all of his American Freedom. He does not need a crucified; do not need
you searching through his things or putting me on the street at 5:00 am, saying hit the
street and hang out with the crack addicts. Been 16 year on the street and have not sub
comb to drug. Looking for a reason to through him out and recycle him back end is not
an option. Find something that work, if you fine a law that works for the people don't
change that low. A lot of people are one or two checks away from UMOJA Village. Dave
offered him a position on the Homeless Trust Board and he gone to take it.

everything they want not even the people who pay for there homes. We will do our best to

• Juanita Shanks, work for the Liberty City Community Revitalization Trust, taking her h ty Clerk
off and making a comment as a citizen here Miami -Dade County. Early, Anthony
Williams made a comment about persons who are one or two pay checks away form
UMOJA Village who are not in that situation right now, but who are also looking for
affordable or low-income housing. When we look at the numbers for low-income housing
chart to qualify, some of us are right outside category, so in your work as the task force
please look at those who make a little to much to qualify for the low low-income housing
that can not afford to move out of there house with there family, when you have two and
three families in one house. But who still want opportunities to have the American dream
to, because by all standards, by the definition of the word a lot of us are still homeless.
We want to own property or we want to be able to afford to move out on our own.
However, the guidelines are so restricted that make it impossible for us to own our own
place.
• Calvin Hambershm, resident of UMOJA Village, comment to you're bandits building and
how you don't have funds for people to do the work there. Suggest that you give a
building to UMAJO Village and let UMOJA renovate the building. He knows contracts that
are willing to give there time to make sure that everything is done under code. No reason
to say you don't have fund to do it, when you have people who are willing to do it.

• Rev. Dunn reply, we will try and find the funds, because we know there are funds
available, herd millions are available and that the task of the task force.
• Linda Sippio, let low income family fighting together under the leader and Miami worker
center, also a support and volunteer with UMOJA Village, just like to reiterate on some
that Jonathan and the young lady brought up about the low-income and affordable
housing. Asking the question that nothing is affordable, you're stressing low-income,
does that still fall in the zero to medium income. Answer is yes. The comment about we
buy ugly house in our neighbor, not only are signs being put up by I'm a Homeowner, we
are constantly being solicited by mail. Another thing that is driving people out of
homeowner, and I know you don't have anything to do with it, is the high homeowners
insurance her mortgage went up from seven hundred to twelve Hundred and she stated
she's almost homeless.
• Ronnie Holmes, resident at UMOJA Village, Expressing that they are not poor by choice,
but by design that Overtown, Liberty City is in the position it is in now. Everything that
come through the city meaning money and jobs should go to the people in the city. We
need our leaders of Liberty City to invest in the people of Liberty City. All open lot we
need the outside contractors don't need it. Thanks to Citric they can through and I got my
Birth Certificate. UMOJA Village don't plan to go nowhere because almost for a hundreds
years we're had places like the Salvation Army & Camilla's House had never seen
anyone proposal form it, but the people who had positions and retire from it. The HAC
has not done anything to help.
• Rev. Dunn's Commit on the H.A.C. I do no, maybe it didn't work for you but I know of
some people it did work for. My church minister to the H.A.C, the good thing about this
task force is you don't have strangers on this task force we are here by design. My
church has ministered to the H.A.C. for over ten years consistently once or twice a week
Baptist and case were a young lady, single mom with a little baby working on receiving
her Bachelor's Degree, a young man, now a member of my church was in and out of
foster care and now attend Florida Memorial University, second semester student with a
2.5 GPA. It does work for some people. We are no going to allow anybody to paint a raw

• Dwight Lavant, Ashanti Inc., from homeless to homeownership, difficulty in receiving
information to get these bandits building to turn them into homeownership. Asked that
groups get information out to new organizations that also want to help the community so
they'll be better equipped to do so. See Elaine Black after the meeting.
• Pafty Macias, taking her hat off to speak for UMOJA, as you said Jonathan, about the
post box being at UMOJA, we have offered Brothers of the Same Mind to use there office
for the address so you can secure jobs. I also understand when you get a job you do
need an address, and that why I'm making it my business in working with the City Trust to
make sure jobs are available at UMOJA. We have put together about 15 residents. Also
working on bus passes, concerns that bus passes would be lost or stolen at the site. Will
take Dorren Rolle on that, also agree to the potties and we do have potties there. Thank
God for the donations from the community, some of the churches, and residents of that
community. Thank Raymond for bring out all of the services to the site. Because of that
she able to work with Lutheran Service, Chance, Charles Cutler and other organization to
obtain housing and everything with AMOJA. Special thanks to Commissioner and Elaine
Black that has been doing a wonderful job with obtaining jobs. Thanks to Charles Cutler,
Liberty City Trust has no more jobs available. Also offering NA & AA Counseling, HIV
testing and the welcome Mt. Tabor to work with this. That site was put together to
recognize the homeless issues. The homeless issues have been scattered around.
• Rev. Dunn close the meeting by thanking everyone and asking them to come around the
table for prayer. He also gave his testimony of the night he spent at UMOJA in the rain
on a couch. We are not your enemies we are you friends. Rev. Dunn asked is there
anything else before closing.

Rev. Dunn called the meeting to order at 5:40 p.m. and led the opening prayer.
Rev. Dunn then reviewed the Umoja resolution that is stored in everyone's binder.
David Raymond asked what "yes" means next to depopulation in the meeting minutes.
When mail delivery was discussed, Jamee Garland said she was told by Brothers of the
Same Mind that they weren't always staffed for Umoja residents to collect mail.
Patty Marcias of Liberty City Trust and board member of Brothers of the Same Mind
interjected a public comment that the Brothers' office hours are on Mondays,
Wednesdays and Fridays. She also said she would remind the board of Brothers of the
Same Mind of the offer to receive Umoja mail there.
Jamee said receiving mail offsite delegitimizes Umoja as a home site.
Rev. Dunn replied that an address must be recognized by the city and have an owner in
order to receive mail. Jamee said a postal service official visited the site and said if the
zoning board issues an address then they'll receive mail. Attorney Suarez Rivas said a
certificate of use needs to be issued by special action of the zoning board. Jamee said
she will research zoning issues and report to the board at the next meeting. David said
proof of ownership will be needed.
Jamee says Umoja needs four more trashcans and that there's only one port-o-potty for
50 people. Rev. Dunn asked what they cost and Jamee said $104 per month. Rev
Dunn says they will provide one more.

Attorney Suarez Rivas gave a short presentation about Sunshine Law. He said
On the topic of bus passes and tokens, Rev. Dunn says they will have to speak with
Miami Dade Transit Authority. David said Max Mayfield is not the transit person.
Regarding social services at Umoja, David has visited the village and planned onsite
events. He has placed 28 people and will continue to offer services to residents.
Regarding the list of 483 families requested by Umoja, Rev. Dunn said personal privacy
rights need to be heeded and we would need a legal opinion to determine if this can be
done. We must be mindful of lawsuits. Jamee asked if we could have information on
this issue at the next meeting. Rev Dunn said yes.
Rev. Dunn said the final point of the Umoja request is happening with this task force.
Everyone on the committee is part of an established organization, and he listed all the
committee members from the roster. Jamee said Max was never notified of the meeting.
Nathaniel Wilcox of PULSE said he notified Leroy Jones and Jones called Max Rameau
with two weeks notice. Elaine Black said all committee members were initially notified
by letter by Comm Spence -Jones and that this meeting was noticed by PULSE and new
meeting dates have been added. David asked Jamee why Max isn't here. Jamee: He
says it's a conflict of interest for him to be here. David said organizations are useful
because of participation of the homeless. Jamee said Max is part of Take Back the Land
so he thinks it is a conflict. David said part of the group's effectiveness is to have Max
here. Jamee said please respect his schedule and conflict of interest. Rev. Dunn said
that all the organizations listed have an opportunity to be here or can send a
representative. If decisions are made by this committee and Max or someone objects
then nothing can be said because they weren't here.

David said that out of respect for Max and what he does, I really think he should be Q Cs
here. Rev. Dunn said he spoke to Max who said that Jamee would be here as his

meetings have to be public — easy access to them, no fee for entry or other steps of M J t---,
hindrance. They must be noticed, e.g. city clerk's office can advertise them or place CC) CC) Lit
notices on boards in public buildings, and have a summation of any action taken, e.g) F—
committee voted to have more refuse cans. Transcripts aren't legally required.
Committee can speak about agenda items at these meetings but cannot speak to
committee members about agenda items outside of regular meetings. Sunshine Law is a
serious thing. Unintentional violation can result in fines and attorney fees. Intentional
violation is a first degree criminal offense. Records are public, accessible, can be
viewed by all at the city. Records have to be available in a location where they're
normally kept. Sunshine Law applies to two or more members of the same committee.
Doesn't apply to staff or aides.
Anthony asked if there's a written synopsis we can include in our minutes. Elaine said
she will take them and fax them back to the attorney and the chairman will ensure the
law is distributed to committee with notice of the next meeting.
Rev. Dunn said we will hear from Elaine about rehabbed property. Elaine reported that
90% of 1405 NW 60 Street is finished and will likely be complete in two weeks.
Preliminary selection of Umoja residents has begun. They distributed flyers in the
community. Forty-six people were interviewed by Liberty City Trust and Better Way and
those accepted will submit to the Better Way program. The city's RFP selection will
hopefully be made in two weeks. Patty Marcias joined Liberty City Trust in January to
address homelessness. Eighty people have come in so far since her hire. Homeless also
means living in a hotel or with people who may soon put you out. A few weeks ago a
worker who has been with the city for six years was given keys to an apartment by
Elaine and Comm Spence -Jones. Elaine is grateful to David and other organizations.
Their goal is for everyone in Liberty City and Model City to have a home and a job that

Jamee asked if four units are available and if two of them are for Umoja. Elaine
responded yes. David asked if residents must complete the program before occupancy
begins. Elaine said she is not sure, but compliance will be enforced throughout.
Rev. Dunn thanked Elaine, her staff and the commissioner and said that such a fast
track is unusual under any circumstance. He added that while we eat, we can peruse
the minutes and make corrections. He also thinks we can create two committees. David
says his organization provides no direct services; they are all contracted out. Elaine
recommended that David chair a subcommittee on homeless needs assessment
because of his understanding of what Ciric, Lutheran Services and other organizations
provide. Anthony said we should first identify what's being offered and by whom then
fill in the gaps. David said he can do this as a presentation to the board instead of
through a subcommittee. Anthony added that the NANA seat was to be filled by Max, so
if Jamee is representing Max then she is both NANA and Umoja.

Rev. Dunn opened the floor to public comments then added we can only make note of
the next meeting, which is March 28. There is a tentative agreement with Mr. Brown to
tour the Homeless Assistance Center next Wednesday (3/21) at 11:30 a.m., plus receive
lunch. He asked if we need to reschedule. Elaine said David can make his presentation
at that meeting, but David will not be there. Elaine said we should only do the tour if the
task force will be there in good numbers. Rev. Dunn referenced Nathaniel to poll all
task force members to see who will attend and estimates 10-15 attendees. Karen and
Rev. Dunn will pick up Jamee. Anthony gave Elaine language for notice of tour with help
from the clerk's office. He said between now and March 28, staff will reconvene to make
sure the task force knows the urgency of the meetings. David suggests using emails,
faxes and phone. Rev. Dunn said two pastors are out of town.
Patty Marcias said Liberty City Trust is making more efforts with a job and housing fair
for the homeless and underemployed.

Dunn stated we have a challenge a head of us, in terms of the charge to help reduce
and plight of homelessness in and about District 5. Also to help low-income rentals and
homeownership, but the ultimate goal is to look at low-income rentals and provide
information for service as it relates to transitioning housing.

o No one forcing you to do anything. They have rules to follow.
• Meals, compared the meal we ate to the meal served to the residents, no difference,
back track to make sure they wasn't doing this because of the tour, they wasn't.

Very disappointed in what I heard about the H.A.C., you can't believe everything you
here or read, check it out for yourself.
• Great place for folks that want a new start, the door is wide open. Other places in the
community that is clean and tidy.
), For a person that believe in making sure that people have a safe and sanitary living
condition, under the condition there in Mr. Hardemon agree that the H.A.C. is a great
place to be.

Also, impressed going to the H.A.C., visited a number of long standing institutions in the
community and was really impressed by the H.A.C.
• Also, heard horror stories about the H.A.C.
• Any environment funded by the government dollars has rules to go by, you can't do
anything you want to do.
• It is important to have facilities like the H.A.0 in the Community to provide the type of
services needed for temporary housing. If you really want help, there is help.
• Story met a 59-year-old woman and her daughter on the streets; homeless and said she
can't fine help. I suggested the H.A.C., she didn't want to go to the H.A.C., and she
wanted to locate her family. Went on the Internet and found all her family in Miami
husband, daughter, son and three sisters. Contacted all of her family, they each said
she don't really want help. Find out the facts for yourself.

• First time representation for the NAACP was the tour of the H.A.C. meeting.
• Trying to understand the reason for the visit to the H.A.C. and purpose. What is the
bridge between the H.A.C. and UMOJA Village? Asked, if caseworkers at the H.A.C.
have been introduced to the folks at UMOJA Village? Have the residents of UMOJA
Village toured the H.A.C. to see how the H.A.C. can meet the needs of the residents of
UMOJA Village. Rev Dunn deferred the questions over to Ms. Jamee Garland who is
a resident at UMOJA Village and a representative for Neighbors and Neighbors.

▪ Mr. Starks, No, I know what the H.A.C. does, have they offered their services to the
residents.
)0 Ms. Garland, Yes, they have offered their services to the residents. The H.A.C. does
not always have room available for everyone at the site and some of the people don't
want to go. Elderly people go to the H.A.C. but can't do the in by seven and out by
seven. They don't have a place to go doing that time. But the offer has been made on
an individual base, not as a group base.
)0 Mr. Starks, Have the population dwindled due to some of the care providers offering to
move the people out.
)0 Ms. Garland, Dwindled is not the word I would use, but a few people has left the site
and gone to the H.A.C. yes.
Mr. Starks, but the majority of the persons still there?
)0 Ms Garland, well it's not the same people. People come there get themselves together
and find an apartment and leave, and more people come. A lot of the elderly residents
have been they're a long time, some are physically disable because they don't have no
were else to go. A few of the other residents have found apartment through other
service providers and left.
)0 Mr. Starks, trying to get a clear understanding as chairing for the NAACP Housing, is
the purpose of the UMOJA to be the gap between the H.A.C. and other service
providers. Because people fall into a gap and don't fit either one, or is it a cause or
statement.
)0. Ms. Garland, don't know how that question relates to the agenda item.
)0. Rev. Dunn, The H.A.C. is not the only services that have been offered. Ms Garland will
share with you that I was told by Mr. Rameau, what has happen UMOJA Village has
had some reduction, but other come in. Ms. Garland, once two or three go, five come
in.

).0 Mr. Starks, Question, are UMOJA Village there to provide these services that other
service providers can't provide or is it a statement to the county and the city?
• Ms Garland, I would love to spot my personal political agenda, but would like to stay on
the agenda item. No we are not there to supplement the H.A.C., but I would like to stay
with the agenda item.
• Mr. Starks, I'm just trying to get an answer, as chairman of the NAACP, purpose for
visiting the H.A.C, want to fine a solution whether political or what ever it is, want a
solution or resolution for the situation, we understand it cant be long term.
• Rev. Dunn, Mr. Starks if I could answer, I believe the very purpose of this task force
was to find solutions and resolutions to the UMOJA Village.
• Ms. Garland, Question is this that force simply for UMOJA Village or housing in
general, because last week I was told it is not just for the village.
• Rev. Dunn, replied it's housing in general, but if was spawned by the UMOJA Village
crisis. Does that clear it, in other words UMOJA Village crystallize the situation. Ms.
Garland, the birth of this task force, Rev. Dunn, No crystallize the homelessness issue
in District 5. In other words UMOJA Village is apart of our agenda, but is not our only
agenda. Ms. Garland represents, someone who can speak to the UMOJA Village
situation, however we are working not just through the H.A.C. but also through other
agencies. One of our task force members is Mr. David Raymond part of the Miami
Dade Homeless Trust is the process everyday to bring support services that can be
provide to residents of UMOJA Village. But our ultimate goal is to bring resolution.
Rev. Dunn, Suggested that the Task force do a visit to UMOJA Village.
Ms. Garland, to answer Mr. Starks question, UMOJA Village started by a group of
individual to answer the problem of people sleeping outdoors getting attacked who don't
have a safe place to stay. This was not initiated in response of the H.A.C. or any other
homeless facility. But she stated that there is not enough room in those facilities, even
if everyone is a motivated self-starter, there are not enough beds and not everyone
qualifies for these facilities. So as long there are homeless people sleeping under the
bridge and in doorways and women being attacked because they have to sleep outside
UMOJA Village will be there.
• Pastor Gaston Smith, I'm grateful that Ms. Garland is here to give us some clarity, but
I do not think that Mr. Starks question is an unfair one, if we are going to be genuine as
a task force that we got to have compassion but we also should be goal orientated and
productive and progressive. Question needs to be answered is the end purpose is that
of transitional or that of permanence, because if it's that of permanence then there is no
need to try and work towards a solution. If that of transitional and the residents have a
desire to move to permanent housing then our desire as a task force will be how we
move that to an end. And it will never get there if we move residents and refill residents.
Question is how we move residents from UMOJA to permanent residents, if that is not
the goal, we are spinning our wheels as it relate to this. Our job as a task force is to get

people to a level of permanents. With 48 people there now, if we place them then 48
more move in, at what point do we stop transience and focus solely on permanent
housing? Question is there a desire to move them beyond that transitional piece to
permanence living Ms. Garland?
▪ Ms. Garland, I don't know how to get you to understand we are not in a position to say
find housing for these 48 people and we want except anymore. It's not run by Take
Back the Land, the village is ran by the people who live there and they keep it clean.
People come by and help out and when a room is available they take that room. She
believes UMOJA Village is finding housing for people, for about 30 people. As long as
people are sleeping under bridges, they will want to be in a hut instead of sleeping
under a bridge. And she stated they are within the ram of the law and they are not
breaking any law by being there, as long as everything stays legal she don't see the
reason having to leave.
• Mr. Hardemon, Working with Liberty City Trust the importance of judicial responsibility.
He said he would never do anything to harm a homeless person, then asked Elaine
Black about the status of the RFP. What happen to the RPF that was put out in that
area to build houses?
Ms. Black, President and CEO of Liberty City Trust the Commissioner Spence -Jones
and community development put out a request for proposal for sites to be developed
within the Liberty City community that included where the site UMOJA is as well as the
site across the street. The commissioner withdrew the site which we call site one from
that RPF were UMOJA is, because of that development at UMOJA. The other
properties are moving forward and there will be a section of developer on tomorrow
March 29, 2007.
• Mr. Hardemon, prior to UMOJA Village you have 145 to 500 hundred family out there in
the community displaced. How are we going to place these homeless people in units?
We [Liberty City residents] fought the hard times but now that development is coming,
going to move our people out of the progress. He was bom and raised in Miami and
spent 26 years in public housing, always in favor of resolutions to improve our
community. Moved permits and get projects done, we got to get these buildings going.
• Rev. Dunn, like for Roy to spearhead that [development] subcommittee and make sure
it's an item on the next agenda. We also want to find those entities that are assisting
the homeless. He then called Elaine back to the mike.
• Ms. Black reported that 1405 NW 60 Street is now 90% complete and they have
identified the families that will move in. The project was done well within the time limits.
The goal is to rehab all vacant buildings in Liberty City, put vacant land out to bid for
development, and assign this task force to find solutions to housing in District 5.

Ms. Black replied that it is a fund established by the City of Miami to address housing in
Miami Dade County. The commission determines how it will be used. The money is
kept with the Dept of Community Development. This task force was created to provide
guidance about how those funds can be allocated.
;0 Ms. Lang said that she's really pleased Better Way was chosen for the task force. She
has been around since 1993 and what the city is doing so quickly is simply unheard of.
She feels they've come to a really good conclusion about who should be there. She's
never seen any rehab project move so fast. The 1371 NW 61 Street property is moving
quickly as well and will be a 6-unit property.
• Rev. Dunn asked who developed the property and Beth responded that it was All Day
General Contractors.
• Mr. Hardemon said there's a flip side to that. As an advocate for this community and
Model City he feels he needs to point out that even though we had general laborers on
the project, there was no money made. No electricians or plumbers from the area were
used. Our community needs to make money too. If the next project doesn't reflect this
community then it's not going to happen. He'll make sure of it.
)0 Rev. Dunn said he was moving on to the topic of subcommittees. We need to schedule
two meetings between now and April 25. Tentatively, April 11 can be a finance
subcommittee meeting and April 18 is the day to hear about best practices from FIU.
With those, we'll be in good shape for our first town hall meeting and get ready for
presentations to the commission. He also proposes making Dante chair of the housing
subcommittee and Rev. Smith chair of the finance subcommittee. Rev. Smith was part
of the development team that came here with Donahue Peebles to build the first
African -American -owned hotel on Miami Beach. Roy Hardemon can deal with
developers, so he can be the development subcommittee chair. The meetings will be
best held at 5 p.m.
• Ms. Lang said she'd like to serve on the housing subcommittee, or her alternate
Pauline will represent her. Rev. Dunn accepted her offer.
• Next, Mr. Gonzalo De Ramon of Biscayne Housing Group made a presentation to the
task force. He said he appreciates the invitation via Fannie Mae and hopes we can all
meet again. In 1993 he started working in the affordable housing industry. In 2000 he
worked at Bank of America and a few years ago he and his partner started Biscayne
Housing Group (BHG). He's a member of the Homeless Trust, Miami Organization for
Housing and BHG was involved in 5 of the last 7 affordable housing rehabs in Miami.
This year he's working with Camillus House to build a 340-bed permanent facility. He's
in tune with the homeless situation in the county and its political, social and
developmental ramifications. Development is the easiest to solve through tax credits,
etc. If we put our minds to it, we can find solutions. Finding government solutions is up
to politicians. Grants, money from the state don't exist anymore. Federal and state

level needs access. We struggle in board meetings with issues such aRKISIYAk.
Currently, it is an accident waiting to happen. Something must be done before hurricane
season.
)r There are 5,000 homeless in the county. Dade has one of the best homeless structures
in the country. The largest allocation of federal dollars comes to this county. Not
enough money is devoted to permanent housing, though. We can build about 100 units
[at UMOJA]. NO developer can come to the table till financial arrangements are made.
For this task force and everyone devoted to affordable housing, it's important to focus
our goals. Affordable housing is a community effort. We need to pool our resources and
identify a few goals to be successful. We have 1,000 units with tax credit allocations
coming to district 5 by 2008, which means $250 million tax credits to this district. With a
multiplier of 3-4 that means $1 billion in net investment. We need matching funds and
the city to come aboard. Look at Miami as a city, not as districts.
• Rev. Smith said the safety and security issue is a reality we must discuss at this table.
• Ms. Garland said UMOJA has an emergency preparedness plan that includes
transitioning from huts to mobile homes. Huts would be dismantled and 15 churches
have offered shelter, plus they have a storage facility for materials.
• Mr. Hardemon said there are three properties not owned by the city that needs to be
expanded immediately. More housing and density have been needed in Model City
since the 1970s. There's a large vacant building on 17th Avenue and 70th Street that
needs to be rehabbed.
• Ms. Lang said the UMOJA plan sounds really good and asked if it has been
coordinated with the City of Miami.
)> Ms. Garland said nothing they've done has been coordinated with the city.
1. Ms. Lang asked if there's anything they need help with.
/. Ms. Garland replied help with taking down buildings and purchasing mobile homes
would be appreciated.
• Ms. Lang said maybe empty FEMA trailers would be available at little or no cost.
• Ms. Garland said once a storm is over they'll put the huts back up.
• Mr. Starks said the county has a mandate on mobile homes because of electricity and
other fire hazards. He doesn't think short-term solutions will work. Hi -rises need to be
developed and people need to be moved into permanent housing. Trailers simply don't
work. We need a true answer, getting jobs for people, and so on.
• Ms. Garland said they help people find affordable housing. They've even found
housing for people who have never spent a night at the site. She wants to hear the
cities plan for the 5,000 other homeless.

;'> Rev. Dunn corrected her that the 5,000 are a county figure, not a figure in the city of
Miami.
• Mr. Starks said he'd work closely with Jamee on the topic of churches providing shelter
and the need for food, water, etc, especially if an emergency evacuation order lasts
longer than expected. Miami Dade Emergency Management procedures will need to be
followed.
» Ms. Garland said the village has an entire funding arm that works with them.
Mr. Starks said he's just making it clear that this [the village] will not be long term.
• Mr. Simmons said if you want solutions, you have to be at the table where decisions
are made. Floral Park homeowners association is not in agreement with the group's
squatting and there must be a plan for an end to it. UMOJA is one of the things he's
concerned about. Is it a pass -through thoroughfare to help people? Floral Park would
like to work with the group.
• Ms. Lang added that we seldom meet developers who aren't out to make an ungodly
profit. Gonzalo is one of those few. Would a nonprofit development arm be helpful?
); Mr. Ramon responded that their profit comes from a formula. Reward is related to risk
and there's no risk associated with nonprofits. Very few nonprofits have the capacity to
deal with this enterprise. What is the justification not to allow affordable housing on the
UMOJA site? It could accommodate about 100 units. We've missed the current tax
credit cycle, which is really a 3-year process.
• Ms. Garland said Take Back The Land answers every question the task force has
asked. She doesn't understand the urgency of developing the UMOJA lot since it was
empty for 10 years before they got there.
")'o Mr. Ramon said those larger lots aren't zoned for housing and UMOJA is one of three
to four lots owned by the city that is suitable for housing.

• Tour and History of UMOJA Village Max stated on Monday, October 23, 2006,
that they took possession of the land on the corner of 6211d Street and NW 17th Avenue
in Liberty City and built the UMOJA Village Shantytown. And on April 23, 2007,
UMOJA will be 6months old and they plan to have a celebration, celebrating 6
months of UMOJA Village. Max also stated that they legally possessed the land by
the protection afforded in the landmark pottinger settlement on public land. The city
officials pulled the proposed ordinance on holding an "assembly" on public land,
including vacant lots.
• Max then took us on a tour through UMOJA Village. In the gardens they are
growing greens, tomatoes and sunflowers.
• Student on spring break from Clemson University built a Welcome room.
• They use a propane tank for their cooking
• Water is received by car wash mobile vehicles or 4 - five gallon bottles which they
walk about 4 or 5 blocks to the store for refill

• Meeting Room — Every Sunday the residents of shantytown meet in the meeting
room to decide or vote on the rules, and jobs for shantytown
• Max stated that there were about 5 people waiting in the meeting room for a unit
and by nighttime it could increase up to 15 people. They have turned away more
than 60 people and helped 25 of their residents have found permit living facilities

• Library — Student at FIU south campus built a mock make sift of shantytown and
donated about 2000 books which residents are allowed to take to their units
• We spoke with and had a chance to see inside Ms. Robin Merkerson unit; she
told us through the services that visit LTMAJO she was able to enroll in the Lindsey
Hopkins Center, for air condition and refrigeration service. After the 10-week
completion of the class with a grade C or better the center will help assist her in
obtaining employment making at least $20 dollars hour.
• Max stated that one of the biggest problems they are having is getting the residents

• Most units are built out of plywood & cardboard, 3 Pallets wide X 2 Pallets deep
with 2 sides; the roof is a sheet of plywood covered with a tarp. We also visited
Mr. Cata's unit, which has a white fence around the unit. I spoke with Mr. Cata
one on one and he stated even if you live in a shoebox let it be the best shoebox.
Hoping more people will take pride in their units as he does, he is very neat and
organized. He stated that he knows this is only temporary because of the weather,
rain and hurricane season getting close.
• Max stated that they need assistance with the cost of the restrooms that cost $125
monthly X 2 and the need at for 4 restrooms for the amount of residents living in
shantytown.
• 50 residents and 12-15 waiting for a unit at night.
• One Shower with a 12 gallon tank, to fill the tank, you have to climb the ladder on
the outside of the unit and pour the water in the tank, wait and let the sun heat up
the water, then shower. Big mirror hanging on the outside of the shower. The
excess water from the showers is used to water the garden by the shower.
Therefore no water is wasted.

• Max spoke of the next generation shelters, they will be built and the cardboard will
be painted with acrylic paint to make the cardboard last longer.
• Anthony spoke with Max about apartment units with space for the storage unit;
they discussed safety codes vs. space codes. Building 82 units, with large
community room for watching TV and socializing.
• The question was asked by Rev. Dunn on safety issues and rules for the residents,
Jonathan replied rules for fighting is depending on the degree of the fight. It could
lead up to suspension of 1, 2 or 3 days or the could asked to leave by residents and
don't return. No Drugs, Alcohol or Weapons allowed on the land.
• Anthony discussed with Max about a solution, number of units needed to house
homeless people. Max replied 123 thousand low-income housing according to the
professionals. Five hundred units within walking distance for low-income within

city need to stop stealing the money from the poor and giving it to the rich, to

• According to Max, there is a need to increase density in Liberty City, having gone
to the government since 1998, requesting additional density and housing for
homeless and the very low-income units. Government does not want to build low-
income housing. Max believes they can build houses for less than one hundred and
forty thousand dollars.

Rev. Dunn gave a welcome and introduction of the Task Force duties, then reviewed the
minutes from the UMOJA Village Tour on Thursday, April 5, 2007. Rev. Dunn opened the
floor for questions and comments from the Task Force Members.
Anthony Williams, Carrie Meek Foundation stated what he believed we were able to
determine during the site visit the primary issues are and what might be achieved as a
solution.
Under Housed Vs Homeless, Homeless physically living on the streets and Under Housed
would like to have housing of their own, but for some reason is living with family or friends but
technically have a roof over there heads don't have their own housing.
(a) Additionally within the homeless population there is a further differentiation
between those who are homeless for primarily financial reasons who have
jobs and have the possible to pay rent somewhere but need that transition
period to get on there feet before the could move on.
(b) The second population that have other issues whether it be drug abuse,
alcohol abuse or mental issues whatever the case may be and as a result
need a more whole listed supporting housing situation.
What Max and the other residents on the site are trying to achieve is not housing for the
people who living on the site but rather to achieve some policy changes that will impact both
the homeless and under -housed throughout Liberty City.

From a short-term perspective Max believe there is a need for roughly five hundred units in
Liberty City over the next couple of years. And the statistics that the County owned agencies
have in turns of the number of people on a waiting list for low-income housing is in the tens
and thousands over the course of the next twenty years.
So how do we from the City perspective put policies in place to begin to develop low-income
housing in a rapid fashion?
And then, how do we find the necessary land to put the housing on and the necessary
resources to pay for it?
To sum up a two-hour discussion to a couple of minutes, basically these are the key issues
they are trying to call attention to by the building of the Shantytown.
One of the things that were discussed in great details is what to do with the site that
Shantytown actually sits on. And what they would like to see as part of any solution to the
situation issues is some commitment on the part of the City to build and low-income housing
project on that site. That will be pacifically accessible to the very low-income and the homeless
population.
We also discussed a possible model, in order to increase the number of unit you can build on
any given site; you have to decrease the amount of space per unit or you have to build very
high. There are also parking requirements that deduce the amount of land you have to work
with. With the homeless population there might be some consideration made by the City that
could reduce the parking requirements on the ideal this population is unlikely to have vehicles.
And because the primary step we are trying to accomplish is to get a roof over someone's
head. Instead of looking at units that are five, six or eight hundred square foot units, look at
some smaller units as a transitional piece, similar to a residents inn (300 square foot unit with a
small kitchenette, living room, bathroom and a bedroom. That might be a short-term solution
were you could build a high in a place, allow people to get on there feet and then move on to
more traditional housing.
It will be beneficial to staff as we prepare the report for you, to hear some comments from
members of the task force as to whether you are interested in those ideals or other alternatives
in what we might be able to do.
Rev. Dunn thanked Mr. Williams for his report and opened the floor to the task force
members for feedback. Rev. Dunn stated our task as a task force is to gather information and
data to report back to the City, and at some point we will make a recommendation as it relates
to low-income rentals that is one of our primary tasks. Beyond shantytown or UMOJA, it is not
just about UMOJA it's about the whole picture. We want to be clear on that it's about the
overall crisis we are having in Miami -Dade County.
Roy Hardemon, Sitting on the Model City Trust Board a group named Carr Fore that does
assist the homeless had that same proposal, they wanted to do about two hundred
efficiencies. That was not a good ideal, the UMOJA Village that sits there is wrong. We have
home dollars right now the county is apart of this they are overall. Roy stated that his last

presentation before the board was about one hundred and forty-five families that wasCity Clerk
displaced by the Cit of Miami Commission, and sixty-first street and thirteenth avenue they are
putting in brand new infrastructure and not taking to people that look like him. Whose playing
with this community, and if need be in the next meeting he will call some names. We have
adult live-in facilities that anyone of those seniors with health problems can be checked in. We
have the HAC and other living facilities that these people do not have to be on the streets. If
Max wants this stuff, then take it to his house. Don't have it were I'm looking at Martin Luther
King Blvd. with all this garbage if you know it look bad lets put a fence around it and start the
process of moving those folks out of those conditions. Those folks have issues and you can't
help them when they sit there saying I'm not going anywhere. When they went to Overtown
and Little Haiti they arrested them, why is it different with this situation. Sitting in the middle of
Liberty City, right across the street from an elementary / junior high school saying take back
something. Who are you taking it from? It's a felony to take something from someone, so we
are going to advertise take back something from American citizens.
Rev. Dunn stated that we all want some kind of solution and resolution to the problem. But
since it is already set up the issues now is what shouldn't be, but how should we move it.
Roy Hardemon agreed that the fact is we got these programs that exist today to help this
situation. Again, as a solution you have a piece of property on Martin Luther King Blvd. and
fifteenth avenue that's ready for development today. They always talk about the bid process
but if you talk to them long enough there say we could use one of our contractors that's on the
Cities CD list. If that's the case let's get to work. Roy has and issue about the one hundred
and forty-five families displaced. And when you just talk to long about it, then I think you are a
part of the problem and a part of the con game. I said, there is garbage on the comer, how do
we get that garbage moved off that comer? Do I have to ask Max permission to move it?
Joe Simmons motioned that we direct City staff to identify all vacant lots in District 5 and
provide fencing around those lots; David Chiverton seconded the motion. The motion passed
unanimously by the rest of the Task Force Members present.
Joe Simmons made another motion to direct City staff to provide the necessary services to
help transition those individuals who are homeless and the residents of the UMOJA Village
towards permanent housing. David Chiverton seconded the motion. The motion passed
unanimously by the rest of the Task Force Members present.
Roy Hardemon motioned that the City of Miami put a fence around the property of UMOJA
Village site and not allow any new comers on the site. And also have the City to provide us
with a copy of the RFP plans for redevelopment on that site_ Joe Simmons seconded the
motion. The motion passed unanimously by the rest of the Task Force Members present.
David Chiverton is there a way we can identify those who are currently living at UMOJA
Village. Patty Macias have a file on the 38 residents of UMOJA Village will provide a list.
Rev. Dunn have the City of Miami Attorney to come to the task force meeting and explain the
Pottinger Law.

Rev. Dunn called the meeting to order at 5:45 p.m. and led the opening prayer. He
then asked everyone to review the minutes to see if any corrections needed to be
made.
Roy Hardemon that his statement on page 2 should read "formerly Model City Trust
and now Liberty City Trust".
Rev. Dunn this meeting was called to give developers a chance to share insight into
development methods in this city.
Anthony Williams that on Monday, April 16 he met with the Carlisle Group,
Gatehouse Group, Pinnacle Housing and Biscayne Housing Group. The primary
means of affordable housing development is the state's tax credit program, which is a
strict, competitive process. The awards are made based on a county's population,
then within the county competition is among development projects. Each application
goes into a random drawing and funding is awarded depending on how your number
is. Last year was an aberration: 4 developers got 8 deals funded. Each project was
built with more than the tax credits (80%) plus county taxes and maybe private
sources. Eight affordable housing projects could break ground this summer or early
fall but the county still has to allocate its matching funds. The county usually makes its

award after the state, but these won't be built soon if the county doesn't make a
decision within the next month. The mayor or manager needs to direct housing staff
to make the award. Credits can only be applied for within a specific timeframe.
Without the county, they're all behind schedule. The Carrie Meek Foundation,
Commissioner Michelle Spence -Jones and Commissioner Audrey Edmonson will
meet with Mayor Alvarez within the next two weeks to try to move the process
forward.
Roy Hardemon this all sounds good but we've been haggling over issues regarding
those affordable rentals because people need high -end jobs to afford them. People
that used to live in Model City will be priced out, plus the restrictions will keep them
out. He has a problem with our people being considered undesirable. He asked Patty
Macias to describe some of the exclusion criteria. Submitted into the public

Anthony Williams interjected that he brought up the issue to be discussed by the
task force as a whole. Tax credit programs are broken up, e.g. by tax bracket. Elaine
brought up the felon issue and the developer said they'd evaluate on a case -by -case
basis. Too many stones at this program means nothing gets done because right now
the tax credit federal program is the only way it gets done.
Rev. Dunn they both bring up valid points. Subsidies have to be brought to the table.
Every CDC relies on subsidies and programs to stay in business. Even when for -profit
developers want to joint venture, there needs to be conveyances, etc.
Roy Hardemon he's not questioning subsidies. Most developers don't even put a
quarter of their own money into the project. He's talking about the faimess.
Anthony Williams said if you have to quarrel with criteria then that's a topic for the
legislature. We're talking about losing 800 units if we don't follow through.
Roy Hardemon let's make sure my people can come back in my neighborhood,
period.
David Chiverton said earlier we were told that through the tax credit deal we'd
exclude ex -felons. Currently there's $500 million that would go back to Tallahassee.
This is use it or lose it. We have to be vigilant about telling the county what we want,

e.g. bring ex -felons in if they meet financial requirements. Go to the mayor, write into
a resolution that ex -felons won't be excluded.
Joe Simmons said this was a point well taken. In reality, the market dictates what
happens. Income and credit are tough on some people and they've been ignored.
Don't fight or block something just because the project won't benefit you personally.
There should be a balance between government and market demands. Don't expect
a handout. Move away from the handout system and don't make it a way of life. To
change the quality of life, quality housing needs to be built.
Anthony Williams said part of the nature of affordable housing has been cyclical. It
has to happen where it's affordable for developers to build. All the deals that won this
time are in district 5. For a while they were in district 2. Right now, it's to our benefit. It
behooves us to be active in the fight to get them built.
Rev. Dunn we need to help cut through the red tape. There are guidelines, and
though. We could not reach the city attorney to discuss the Pottinger Law, and we
can't get best practices from FIU today. We have some motions before us that we
may tweak next week. We also have a developer here and we'll allow him to present
himself.
Eddie Dean of Dean Development Corporation said infill housing has been built here
for the last 67 years. Miami Dade County is unique because most folks in Liberty City
make minimum wage of $7/hour. Average income in Liberty City is $12,000. Deep
subsidies are needed here. The federal government has not enacted anything for
minimum wage earners. To build 200 affordable housing units up to three floors costs
Pinnacle and others $30 million. There'd be a $600 per unit rental for these homes.
Here developers are coming with their own resources to make projects happen.
Probably in district 5 we've lost the joint venture model that would include local Liberty
City developers. This community has been locked out of the building industry for
years.
Rev. Dunn he's had joint venture agreements with Dean through a third party. The
CDC he worked with had 51 % control of the project, though he's not involved with

David Chiverton said the Dade County School Board put in place a program where
Sconasta is the builder and Dozier & Dozier is the construction company. Now prefab
units are brought in, which eliminates the need for local laborers. It's a good model to
review and possibly adopt.
Eddie Dean we couldn't continue to leave this district behind. Interest rates were on
the rise and locked out people years ago that could have afforded homes at the time.
Not one affordable house was built in the city in the last two years. In every part of the
county except Liberty City there are developers sitting on the board. The bigger
developers need to be able to give homes to people in this community. I urge you to
do whatever it takes to get these 800 units built.
Anthony Williams he'd bring a draft of the Carrie Meek Foundation's policy
recommendations to the next meeting.

apply for affordable housing, credit repair, expunge old records.

Rev. Dunn called the meeting to order at 5:25 p.m. Herschel Haynes led the opening prayer.
Rev. Dunn that this meeting is to prepare for the town hall meeting on May 2 at the Came Meek Cultural Arts
Center at 6 p.m. Our main thrust next Wednesday will be to hear from the community. Anthony Williams has
summarized what we have said as a group.
Dante Starks that last week's minutes quoted Anthony Williams as saying "last year was an aberration: 4
developers got 8 deals funded" should instead say "eight projects" and not give the connotation that something
underhanded took place.
Rev. Dunn that everyone should review minutes then take a few moments to review the task force's
preliminary findings and recommendations that were prepared by Anthony Williams of the Came Meek
Foundation so we can prepare for next week's town hall meeting as well as the commission meeting in July.
Herschel Haynes that we should be mindful of the words of the Bible to care for one another.
Dante Starks that he may be in the minority in this, but he wants to be correct People's health and welfare is
at stake. We need a permanent resolution to not only 62"d and 17th but the many other places where people
are living under bridges or outdoors. We're also concerned about homelessness in Miami Dade County.
Former Mayor Alex Penelas championed this difficult issue, so it's still a work in progress.
Anthony Williams that the first pages are background and the substantive portion begins on page 4. Umoja
Village brought the broader issue of homelessness to a head, so that is where we begin our discussion. There
are four populations of homelessness listed here, e.g. substance abuse issues, mental health issues, and
there are those who happen to find themselves homeless because of circumstances such as joblessness.
There are those we don't see such as those crashing on someone's couch.
Point 2 focuses on Umoja Village. This document is broad enough to invite feedback from the community; we
do not want to present this as a fait accompli. By the same token, what we present to the commission needs to
be specific enough to be actionable, and have the community's support behind it. The city has to be prepared
to move from where we are now to a permanent solution to housing for the homeless. We need to show the
commission that we understand the caveats of limited land and limited money, so there must be a way to
prioritize the solutions that need to be undertaken.
Moving on to page 7 and the immediate action steps, one of Max Romeau's main points was that Pottinger
Settlement is the underlying legal justification for the establishment of Umoja Village. Based on his
interpretation, the settlement allows homeless people to conduct life -sustaining activity on public property.
Other interpretations put forth that while a person cannot be arrested for conducting life -sustaining activity on
public property, one is not guaranteed the right to permanently remain on that public property. The onus then
falls on the city to provide housing assistance of permanent living arrangements for that homeless person. We
have requested from the city a written interpretation of the Pottinger Settlement and how it relates to Umoja.
There are plans in the works for multifamily units. There are also plans for a small senior living residence. But
these are small projects. At the end of a year only 35-40 families would be housed while thousands remain
homeless.
Rev. Dunn that these action steps reflect motions that were put forth at earlier meetings and are captured here
now for the purpose of the town hall meeting and recommendations to the commission.
Public comments: Carlos Guy that he's tired of staring at Umoja. The behavior of drug addicts — sharing
needles, sharing women — is rampant there. They also need outreach to offer services to clean people up. I
suggest you go there just before dark when you can see exactly what's about to happen.
Rev. Dunn that he's heard this information before.
Dante Starks have we ever asked Umoja leaders for a written copy of the rules?
Anthony Williams that we requested them during the tour and were told the rules are evolving.
Dante Starks that they're capitalizing on media portrayal of lack of govemment programs and services. It's
not fair that the site is in the city and people are coming from around the county and even the wider area to
take up residence.

know where they're coming from.
Herschel Haynes that it's very important to have a timeline set. I have concerns about who should set the

Rev. Dunn that we need to make recommendations nonetheless.
Herschel Haynes that charter already has details of how this should work. The staff attorneys work under the
manager's direction.
Rev. Dunn that we still need to remember why the task force was created. We support this action step. When
it comes to our community, we're still equipped to make recommendations. That's the reason for the town hall
meeting. We want further input from this community and to prepare our recommendations accordingly. The
final decision is not ours. We give recommendations to empower them to make final decisions.
Joe Simmons that this village in other communities would not be tolerated. In conversations with
commissioners I've leamed that there seems to be no political will to take action regarding Umoja.
David Chiverton that once we understand the city's position on the law, we'll have a better idea how to make
recommendations. Seems the commission was unwilling to make a move and it gave Umoja an opportunity to
capitalize on national events coming to Miami. When the homeless were downtown cleaning windows, the city
made decisions quickly. We don't have time to wait and see. If the original people have been serviced [and
more keep coming] then they'll soon be across the street.
Anthony Williams asked are there more details we want to add to the document before we go to the public?
David Chiverton give them as much details as we can so they can see the effort we've put into this research
and recommendations.
Rev. Dunn is there a motion on the floor?
Joe Simmons that we have to have Pottinger Settlement. Is there a timeline for receipt?
Anthony Williams that we made the request through the office of Commissioner Michelle Spence -Jones.
Elaine Black that we have three pending items: the Pottinger Settlement, description of the use of the
Homeless Trust funds, and a response to the January 9 letter that requests information on the 450 families
who were moved out of Liberty City.
Dante Starks that in the March 28 minutes he had a dialogue with Jamee Garland about why Umoja was
started and noted that they do not see a reason to leave. According to them, it's about being in the cracks, not
just living in huts.
Elaine Black referenced the April 23`d story that appeared in the Metro section of the Miami Herald regarding
the Take Back the Land movement and community control of property. She pointed out that anything
resembling Take Back the Land should be given to established community groups to make sure its done right.
Also, condos are not affordable housing, so they should joint venture with low income housing groups for low
cost rentals.
Dante Starks asked who is "they"? Who is this group that would partner with developers because it's certainly
not the people I've met at Umoja. They need to be employed and transitioned into the system. People who
have worked for years with the city and county and still want a home won't be skipped [in favor of people
outside the system] after all their years of service and taxpaying. We need to get on paper who "they" are.
Herschel Haynes that we shouldn't get too far into the points Elaine raised. We need to deal with the
problems that come with Umoja. The homeless generate little taxes. We don't have defined what is on record
and what's been written into law. With those, we can make better decisions.
Rev. Dunn that this task force will be within its working parameters to respond to comments made by Umoja
residents.

Rev. Smith that we need to live up to what is legal and understand what is in the realm of the resolution.
Record should reflect that we have consensus about wanting a cutoff date to enter Umoja. Part B would be a
cutoff date for transition. Dante Starks is correct. They intend to be there forever. The community has been
compassionate; it has been half a year. We have to move to action.
Rev. Dunn that it has no teeth but it states a position.
Herschel Haynes that Rev. Smith's remarks and Elaine Black's reading are a perfect segue to move from our
feelings of mercy and into the facts of camp activities that the community shared with us.
Anthony Williams that you would like very strongly to indicate via the meeting minutes that we need a
timeline, though we'll need a future date to set actual withdrawal, after we review the laws.
Joe Simmons moves that as soon as possible we receive the Pottinger Settlement plus legal advice regarding
our questions on Pottinger prior to establishing a cutoff date at Umoja.

David Chiverton that Miami 21 restricts a lot of high density so we need these areas revisited and rezoned
with the planning department, mayor and others.
Herschel Haynes agrees. He attended discussions regarding Miami 21 and has raised issues about zoning in
this western quadrant. The community wants a say in how development occurs.
Anthony Williams asked David Chiverton if we should get a map of Liberty City so we can make
recommendations about high density.
Elaine Black that so far there aren't any official requirements for development of the western quadrant.
Anthony Williams that we can get in front of this topic and make recommendations to the planning
department about where high density should be zoned.
Rev. Dunn congratulated Commissioner Michelle Spence -Jones, Elaine Black and staff, and Better Way for
moving expeditiously on the units at 1405 NW 60 Street that have been named after Rev. Dr. George McRae.
Anthony Williams that phase two of our research may include homelessness of sexual offenders and may be
discussed at a later date.

Statement of the Neighbors United for Housing Taskforce
April 26, 2007
The need for affordable housing in our community is clear and UMOJA
Village has played a vital role in shining a spotlight on the issue, and has
helped to focus the attention of this community on the need to act. The
members of the Neighbors United for Housing Taskforce are committed to
finding creative solutions to this most pressing and basic need. The
Taskforce, established by resolution of the City Commission is made up of
leaders from a wide variety of community organizations under the leadership
of Rev. Richard P. Dunn, Chairman. The Taskforce believes that everyone
should have shelter in our community and we are working toward the day
when that goal has been met.
Last night's tragic fire on the site of the UMOJA Village has made it clear
that while the need for housing is great, this particular solution is not the
answer. The Housing Taskforce is therefore recommending to the City, that
this site be cleared and any attempt to rebuild the village on this or any other
site be prevented by the appropriate authorities.
Our primary concern is for the health, welfare and safety of our community
and we cannot support the continued presence of these unsafe structures.
Some of the residents of the UMOJA Village have already been placed in
temporary emergency housing and/or permanent housing; the remaining
residents will continue to be offered transitional housing. City and County
resources are being mobilized to transport people from the site and begin the
process toward their ultimate independence and reintegration into society.
Our goal is to facilitate the transition to permanent housing, not just for these
individuals, but for everyone in our community who is homeless.
It was a miracle of God and we are thankful, that no one was injured as a
result of last night's incident, but now we believe we have a moral
imperative to act. We do so today with compassion, but with firm resolve.

to her home
• There was unlined turmoil with residents feeling that there are not receiving
everything that they should be as it relates to the contributions that was made to the
organization •
• There was a meeting to that effect on April the 24th and the meeting continued the
morning when the residents were confronted with the fire
• The problem was that Max was asking for donations for things that the residents felt
they should already have funds from the prior contributions to the organization
• Patty Macias (original organizer of Umoja Village) helped to calm the residents down

• Visited the site of Umoja Village for about 15 minutes and spoke to Max and he was
in the process of waiting for logs to rebuild. Rev Dunn looking at the debris and
charred ruin and did not make any comment. Rev Dunn was concerned about health
issues on the site.
• Spoke to Commander Whitehead and Major Brown; Commander Whitehead stated
that if they were met with resistance the people would probably be arrested.
• Rev. Dunn recommended to Commander Whitehead if they are met with resistance
that the arrest approach be humane but firm.

• Anthony Williams — Suggested to city staff that the area be taped off until the
taskforce and they city had time to discuss this matter and decide what to do next.
Once a recommendation has been made by the taskforce they city is ready to move
forward on support of that recommendation.
• David Chiverton — If Max is not able to rebuild today he looses his momentum to
rebuild. There is nothing left for the residents to stay around. The property will be
fenced off after the investigation.
• Major Brown — City Manager gave instruction to give the residents enough time to get
their belongings because the lot will be cleared. The Commissioner Spence -Jones
that the decision was made late last night to shut Umoja Village down. Instructions
from the Chief were to clear the lot and allow the Fire Department to complete their
investigation. Manager has sent sanitation and public works to clear the lot, but met
with a lot of resistance from the residents. News media has eight to ten trucks on
site.
• Rev. Smith — Asked what is the optimal time for the taskforce to have the press
conference. Major Brown will get back with Rev. Smith regarding the time for the
press conference.
• Rev. Dunn — Concern that Umoja Village residents would try to provoke a conflict or
confrontation that would look bad on camera.
• Major Brown response was to try and negotiate with the resident would cooperate
and move peacefully off the lot. Also noted that Umoja Village was a health problem
and the residents had to be moved today.
• David Raymond — Questioned if there was some type of crisis intervention on hand
for the removal. Major Brown responded yes.
• David Chiverton — Mentioned in the press conference statement that 17 Umoja
Village residents were placed.
• Dante Starks — Recommended that one spokesperson be appointed to handle the
press concerning Umoja Village.
• David Raymond — Stated that Max did make a point, however the taskforce needs to
make a point because Max is putting the heath and welfare of the community at risk.

• Rev. Dunn — Stated that the Homeless Trust and the County is making provisions for
the Umoja Village residents.
• David Chiverton — States that the taskforce support cleaning up and securing the lot
and Rev. Dunn added to protect it from liability and endangerment of the residents.
• Rev. Dunn spoke with the Manager and stated that the securing and cleaning of the
property, removal of the resident with a humane touch. It has to be done carefully
and with sensitivity.
• Rev. Dunn — States to the public that the taskforce is going to Umoja Village to act
as a buffer between the residents and law enforcement. Once a unified statement is
completed the taskforce will be heading to Umoja Village to reassure the remaining
residence that services will be provided. Umoja Village had just celebrated their 6
months anniversary was heralded in the Herald Newspaper on Monday. The is in no
way trying to operate as the police, put ourselves in harms way and the police stated
that they would be as tolerant with the individuals. We do offer a humane side and if
some residents are taken into custody the taskforce has requested that those
individuals not be formally charged if there is no physical altercation. Rev. Dunn has

Village residences but also all homeless persons into permanent residences.

identify appropriate partners to develop a supportive housing project. In order
to serve a significant number of residents we must maximize density on the
site, the City should decrease parking requirements and size requirements for
individual units in order to achieve this objective.

Rev. Dunn called the meeting to order at 6:20pm. Rev. Gaston Smith led the opening prayer. Rev.
Dunn introduced all task force attendees and staff.
Anthony Williams the preliminary findings of task force with long term action steps.
1. Build 500 affordable housing units over the next 5-year period. Identify and set aside suitable
parcels of land for affordable housing in the county.
2. Miami 21 project should include identification of appropriate parcels for high -density construction
that are in close proximity to mass transit.
3. Parcel located at northwest comer of NW 62"d Street and 17th Avenue should be used for
affordable housing for low-income, high -density construction with a different style of occupation
construction and reduced parking requirements.
David Raymond that Sugalski Act sets aside funds for affordable housing. H.B.1375 is taking the matter
under consideration also. That Umoja Village was the focus almost to the exclusion of the larger issue of
affordable housing for low-income throughout the county.
Ms. Anderson that property values are falling because of litter and debris at low income housing lots.
Beth Lang that support is at the state level, and this community and city of Miami need to stand up for
this type of advocacy. Advocacy requires us to be very loud and very clear about what we want in order
to work: supply and keep people housed.
Jamie Garland that community needs to remain intact after housing is created, and language indicating
that needs to be included in recommendations.
Rev. Dunn that will be the case. The commissioner is very committed to this outcome.
PUBLIC COMMENTS
Rev. Benson Spann, founder Basic Training Deliverance Academy, 6820 NW 17 Avenue that we need
to address why they are homeless because we may have them return to homelessness. Create a
grassroots team to find out what's going on in their lives.
Cheryl Densa (sp), Umoja resident that she's still homeless and wants to know why?
Jamie Garland that the city needs to move as swiftly to solve homeless problem as it does with some
others because Ms. Henson followed all the rules and is still homeless.
Victor Cata, Umoja resident, that Miami 21 needs to stop the gentrification and the sweet talk, and meet

David Raymond that Hope on Miami Beach can provide assistance and his organization can facilitate

Commissioner Spence -Jones that she supports the process and peaceful resolutions to the issue.
Patty Marcias, Liberty City Trust, worked with 23 Umoja residents to place them in housing, hotels, HAC
and other solutions. Some have refused services. Cheryl Densa was to reside at 140 NW 7 Street (?)
but it was declared unfit when she went to take up occupancy, so tonight Liberty City Trust will provide

temporary housing. Kevin Roundtree and Calvin Habersham reside at 1405 NW 60 Street. Liberty City
Trust is there to help everyone from Umoja and the homeless community.
Rev. Dunn repeated that Max has a seat available to him on this task force.
Roy Hardemon asked that $14 million retumed to the state somehow be brought back to the city and
used for the homeless.
Rev. Willie L. McRae that we should build low-income homes and can we define that low-income
bracket?
Anthony Williams that sliding scale of eligible income measurement exists. There's a combination of
subsidies to make these homes affordable to those along the spectrum. Right fit for every use. Upkeep
will likely come from state tax credit fund, with responsibility placed on the developer.
David Raymond that state's homeless housing building projects include 50% set aside with no low
income restriction, 50% for others. The amount of dollars and land available for this type of development
is shrinking. Housing Finance Authority has tax credit usage as well. Not competitive. Bond process.
Takes county and city help. Place deed restrictions on the property that freezes income level at a certain
range, and that would be the suggestion here as well.
Luis Ramirez, Basic Training Deliverance Academy [BTDA], that homeless health program, Christian
detail, four month transitional homeless assistance for people from all around the country. Accept the
transitional time we are offering you. Help yourself to get a decent life. The solutions are not for
tomorrow. Max, lead the way to a better life.
Rev. Dunn that BTDA get into the funding process the way Better Way and others have?
David Raymond that my board operates in the sunshine. Everything is done through competitive
process. We have 5,500 beds in the county. May 26 and May 30 deadlines for awards, though Basic
Training did not submit for them. Not everyone needs 12 step programs; and not everyone can be

crucial pockets of the community that you're losing because there is no transitional housing for people
like me — a college student, family woman, not a drug user.
Dimitrius Brown aka Koolaid, former convict and Umoja Village resident. Taking care of a 15 year old
girl and 20 year old woman but they cannot get a home together because they're told they won't make
enough money. Why build a high rise that we can't afford if you won't raise the minimum wage, or help
fathers who need to take care of their kids?
Max Rameu [Take Back the Land] asked why no one ever tells developers who receive free money from
govemment that no one owes them anything. In the proposal, the term "affordable housing" should be
replaced with "low-income housing" because affordable housing has a legal definition that doesn't match
this community. A study showed that 123,564 units of low-income housing would be needed in Miami
between year 2000 and 2025. The report's 500 units is an arbitrary number and should be rewritten in
terms of the larger number provided by earlier research. We don't want more money to come into the
county and city because that would be more money that's stolen and misused rather than devoted to low
income housing. Rules exist but they are not applied the same way to, for example, Black men and White
men.

Lynn Purse (sp) that tremendous weight on your shoulders to provide housing to the thousands of
people who need it. It shouldn't be that heavy a load. Wrong to say if you can't meet the standard of
housing then you can't have any housing at all. Paradigm that we're working under as a govemmental
agency is not working and has not been working and we've been looking for a solution a long time, but
we need to do things differently.
Ronald Sands, resident of Liberty City, sustainability is one of the issues here. Education, jobs. The
units — 500 units over 5 year period is unacceptable. Prevention of the homeless: can we address it as a
group, as a task force? Do we have a plan? Faith -based organizations: they are very large and they use
their own resources to build communities. I'm challenging all the faith -based organizations in Miami to get
on board. We can build our own community. If we need to take over the city's housing, then we should do
so since they can't.

David Raymond, address prevention issue, $600,000 for homeless prevention. Request for applicakiLlerk
that I mentioned earlier. Last year we had a little over $200,000 altogether. We have a new bunch of
money, though it's not nearly enough. I was in Minnesota when I missed one of our task force meetings.
Minnesota has the best homeless prevention programs in the country. Minneapolis also has $66 million
from the state that funds all these programs. RFA on the street now addresses many of the wonderful
things that happened there. I can't discuss it because of our county's cone of silence, but if anyone
wants to take a look at it, just see me. We can start as a pilot program and then take it wider.

David Raymond that it is in our office in Govemment Center at 111 NW1s' Street, 27" Floor.
David Dacspedos, FIU student, that construction of affordable or low income housing, specifically
related to Miami 21 and Liberty City Trust. Codes that exist now facilitate the bureaucracy that any
building goes through. I believe this is an emergency situation that calls for drastic measures regarding
construction of housing that may not coincide with codes in our city.
Roy Hardemon that before the Model City Trust began, there was land banking before we even realized
how big the problem was and that caused the problems in our city. We challenge the Office of Economic
and Community Development for the city and county to enact emergency measures. Single-family homes
were built on multi -family land and we're still addressing that. We have 35,000 on a housing wait list, and
an additional 35,000 living in someone else's home right here in Liberty City.
David Daaspedos, FIU student, that Umoja Village is bound to happen again if these problems aren't
solved.
Herschel Haynes, Hadley Park Homeowners Assn, that this is not a quick fix situation. There's a
problem with Miami 21 and the comprehensive plan and they need a lot of work to refine and define.
Juanita Shanks, Liberty City Trust, that homeless trust should provide temporary housing with
supportive services. Life is not free. We pay taxes for everything and then taxes in tum come into our
community to build our community. I have been on the edge as a single mother who has to provide for
her sons. There's the other side of society that doesn't want to work yet think that someone owes them
something. We need to work with larger corporations to create economic development. When big
companies decide to come to a city to do business, there should be training and recruitment in those
blighted areas to build the workforce in those areas. Who's going to pay for the problem? People need to
work, they need to be trained to work, so they can eam the wages they need to support those families.

Also, Liberty Square has 100 vacant units. 40 people need housing. Some of them have skills that can
be used to rehab that building, then they can receive first placement. That is a plausible solution that can
be applied right away. Construction companies and developers that come to the area to build with bond
funds and tax credits should operate under a mandate to make them accountable for training laborers
from the community before they start the project, and then they must hire those workers that they trained
at a good salary.
David Chiverton that Umoja Village was something that we had to do something to help. We are our
brother's and neighbor's keeper. The process needed to be fine tuned. The city does owe something to
helping solve this problem. I do also think that those who are homeless owe something to the process to
help themselves. I'm committed to the process also. Encourage the homeless that when the process is
presented, e.g. David Raymond's services, that something is given a chance to show that you have the
best intent of bettering yourself. When the plan is presented to the commission and hopefully enacted, I
hope we don't have the creation of another situation that stalls the process from coming to fruition.

the draft. What is Miami 21, and has any research been done on Miami 21?

• What is Miami 21 going to do for Liberty City; I'm looking for density.
• David point out that there is No African, Jamaican or Haitian Americans on the Board
for Miami 21.

• A proposal brought on by the administration of Miami Mayor Manny Diaz, to the
community, supposedly to provide a better zoning plan.
• On July 25, 2007, is to address Miami 21, Rev. Dunn suggest that we hold off on a
motion to remove it from the report until we hear from Miami 21.

• Objective is to fine out what's happening with Miami 21, see what the impact Miami
21 will bring to our community.

• Member of the Miami zoning board. It is a zoning change, Miami 21 is suppo `oClerk
help simplify with the zoning changes, broken into four quadrants. There will be
workshops and opportunities for this board and other members to have input. But
right now it's just a blue print, a plan.

• Agree with Mr. Hardemon, the report states "Miami 21 rezoning plan should take
into consideration the needs for affordable housing". It is not yet a part of this
community and has not been discussed. Our project is to implement something on a
fast track bases, looking at redeveloping the 17th Ave site.
• Taking Miami 21 into consideration and its zoning plan, we should set the standards
so when it comes to our quadrant as Mr. Shiver explained we have already
established how we're going to move forward.

• We don't know how they're going to include the density and that is a concern.
• Mr. Shiver how come there is No African, Jamaican or Haitian Americans on the
Board for Miami 21. And you stated that the southeastern quadrant is what is been
discussed. But for the economic development portion Little Haiti and Wynwood has
already been mapped out.

• Mr. Shiver is there a rough draft of the Miami 21 zoning Map? Yes, the whole city is
online, but they are working by quadrants.
• Is there a preliminary map of this area as to what they suppose to do? Yes, it's on
line. This is what we should be focusing on.
• Agree with Rev. Dunn to hold off on any motion as to Miami 21 until the July 25
meeting.

• How long before the Miami 21 quadrants will reach our end? There on the upper
Eastside quadrant, by the time they reach us no funds will be available.
Mr. Shiver
• There is a provision for Miami 21 and affordable housing and more money will be put
into a fund for this. He believes they started with the wrong quadrant and they are
running behind, at least a year. It is important to get involved now and not wait to
they get to the model city area because some thing will be grand fathered in. He

• City of Miami owns 18 parcels of land on 6 major sites
• All out for bids, received RFP's and letters of interest.
• Private Sectors developing property all around Liberty City area. Pinnacle View 79th
and 7th Ave (136 units), Coral Way 54th (100 units) and 1400 NW 54th street (90 to
100 mix units)
• Liberty City Trust Board Meeting July 11, 2007 invited City Manager to provide an
update.
David Chiverton
• Crosswinds, the County is seriously weighting in on the crosswinds project. Miami -
Dade County Commissioner Audrey Edmondson had a community town hall meeting
about two week ago. In David's opinion there was mixed reviews about it. We may
want to contact her office for more information. The county still have the rights to that
land and the authority to take back the land in August, should the city not have
approved development plans ready to go.
